Appendix_F%20-Legacy_CMS_List.xlsx

This file is a legacy Case Management System (CMS) inventory list prepared for the State of Tennessee's Administrative Office of the Courts (AOC) and documents the current technological environment across Tennessee's 95 counties and 32 judicial districts. The spreadsheet details court clerk assignments and existing case management systems for approximately 400 trial courts, including Circuit, Chancery, Criminal, Probate, General Sessions, and Juvenile Courts. The RFP was issued on July 31, 2025, with a response deadline of September 8, 2025. The proposed contract term is 120 months with potential 12-month renewal options, with implementation planned to occur in phases and a go-live date between October 2025 and early 2026. The statewide procurement will serve approximately 238 clerks and 319 judges as internal users across all trial court types.

The current technological environment comprises approximately 14 different case management systems, including on-premises solutions, custom-built systems, and commercial off-the-shelf (COTS) platforms. The legacy systems identified in this inventory include TnCIS, ICON, CourtNet, Tyler, JIS, Quest, JCAT, Saratoga, Alpine, ACS, SoftTec, Contexte, and CourtView, with several counties operating multiple systems concurrently. The State of Tennessee seeks to replace this fragmented infrastructure with a unified SaaS solution that provides statewide consistency while maintaining local court flexibility. The RFP does not explicitly state a total project budget; however, the state expects to fund implementation, software licensing, hosting, and ongoing maintenance. No specific set-aside designations or restrictions for disadvantaged enterprises are mentioned in the available documentation.
