About this file
This appendix is a reference chart prepared for the State of Tennessee's Administrative Office of the Courts (AOC) detailing the current case management systems (CMS) deployed across all 95 counties in Tennessee by population. The chart identifies existing CMS platforms in use, including TnCIS, ICON, Quest, JIS, CourtNet, Tyler, ACS/XEROX, SCT, Tybera, Saratoga, and CourView, with several counties operating custom solutions or no automation systems. The data reveals significant technological fragmentation across the state, with county populations ranging from 5,128 (Pickett County) to 910,042 (Shelby County), and multiple counties utilizing different systems or combinations of systems simultaneously. This landscape of disparate legacy systems forms the baseline justifying the AOC's request for proposals to procure a unified, statewide commercial off-the-shelf (COTS) Software as a Service (SaaS) solution to replace these existing platforms by October 2025 to early 2026.
The chart serves as critical baseline documentation for the statewide CMS and eFiling Application procurement, which targets service to approximately 400 courts, 238 clerks, and 319 judges across Tennessee's 32 judicial districts. The inventory of current systems demonstrates the complexity vendors must address during implementation and integration phases, as the solution must consolidate functionality from approximately 14 different existing case management platforms while maintaining compatibility with specific county requirements. This comprehensive mapping of incumbent systems and their geographic distribution provides essential context for bidders to understand migration requirements, data integration complexity, and the operational diversity across trial courts including Circuit, Chancery, Criminal, Probate, General Sessions, and Juvenile Courts.
