About this file
This is a data feeds and interfaces specification document prepared for the State of Tennessee's Administrative Office of the Courts (AOC) in support of a statewide Case Management System (CMS) and eFiling Application procurement. The document outlines 26 distinct data exchange mechanisms that the new CMS solution must integrate with various state agencies, local county offices, and internal court systems. These integrations include connections to the Tennessee Judicial Information System (TJIS), General Sessions Data Repository, Mental Health Monitoring System, Department of Correction cost reimbursement processing, Department of Revenue litigation tax reporting, Department of Safety e-cite and disposition reporting, Tennessee Bureau of Investigations final disposition and registry reporting, Sheriff's victim notification system (EVINE), and various local election offices. The data feeds operate at varying frequencies ranging from daily to yearly, with some interfaces requiring on-demand execution, and utilize multiple data formats including Fixed Length files, CSV, SQL, API, and JSON protocols. Integration complexity levels vary from simple to complex, with most interfaces classified as statewide in scope except for four locally-managed feeds related to county delinquent tax processing, eFiling, county audit exports, and local election reporting.
The specification document indicates that existing documentation is available for most data feeds, with several feeds already supporting automation while others currently rely on manual processes pending system modernization. Integration types include direct electronic file transfers, API connections, database backup and restoration, and web service implementations. Notable integrations requiring particular attention include the Mental Health Monitoring System, which operates nightly to prevent firearm purchases and remove handgun permits; the State Cost Reimbursement interface, which involves complex bidirectional processing of reimbursement calculations and receipt posting; and multiple registry reporting feeds for felony drug convictions, violent offender buccal swab disposals, animal abuse, and elder abuse incidents. The document notes that several manual reporting processes—including felony drug conviction registry, violent offender dispositions, animal abuse registry, elder abuse reporting, physician felony conviction reporting, and election-related disqualification reporting—currently lack automated agency accommodation and represent opportunities for system enhancement through the new CMS implementation.
