1.0 INTRODUCTION
Terracon Consultants, Inc. (Terracon) conducted a limited asbestos, lead paint, and mold inspection in preparation of the Correct FCA Deficiencies Steam Distribution project at the Hampton VAMC – Building 15 - Boiler House, Building 110 - Mechanical Room, Steam Line Tunnels, and Fuel Tanks area located at 100 Emancipation Drive in Hampton, Virginia. The purpose of this scope of services was to identify suspect asbestos-containing materials (ACM), lead containing paints (LCP), and mold that may be impacted during the Correct FCA Deficiencies Steam Distribution project.
The limited asbestos inspection, lead paint, and mold inspection scope of services was conducted at the site on November 10 and 11, 2022 by a Commonwealth of Virginia certified asbestos inspector, Mr. Bob Bentz. Lead paint testing was conducted by certified lead risk assessor Mr.
Nathaniel Ruhl, in accordance with Terracon’s proposal dated August 26, 2022.
1.1 Project Objective
The scope of services was to identify and sample suspect ACM through laboratory analysis, test paints for lead content, test suspect-stained areas for mold, and provide identifying information regarding materials containing asbestos, mold, and components with lead paint, if any, which may be impacted during the Hampton VMAC - Correct FCA Deficiencies Steam Distribution project associated with Building 15 - Boiler House, Building 110 - Mechanical Room, Steam Line Tunnel, and Fuel Tanks to meet Federal and Virginia regulatory requirements, including Virginia Occupation Health and Safety; Code Virginia, Title 18 – 15-20 and Code of Virginia Chapter 5, Title 54.1. USEPA regulation 40 CFR 61, Subpart M, National Emission Standards for Hazardous Air Pollutants (NESHAP) and Virginia regulations prohibit the release of asbestos fibers to the atmosphere during renovation or demolition activities. The asbestos NESHAP requires that potentially regulated ACM be identified, classified and quantified prior to planned disturbances or demolition activities.
The lead containing paint testing was performed for contractor compliance when disturbing lead and for disposal purposes for components coated with lead-containing paint.
Limited Asbestos, Lead Paint and Mold Inspection Terracon Project No. JP227180 December 6, 2022
In addition, stained pipe insulations were sampled for active mold using mold swab techniques.
A confined space management services plan was prepared and implemented with all appropriate confined space equipment in place; i.e. tripod with winch, personal harnesses and lanyards, communication devices and fan and flexible duct to add fresh air into the confined space during entry, within and exit to the Steam Line Tunnels. The Steam Line Tunnels atmosphere was measured using a five-gas meter for hazardous conditions.
2.0 STRUCTURE DESCRIPTIONS
The Hampton VAMC - Building 15 – Boiler House is located at 100 Emancipation Drive in Hampton, Virginia, and currently operates as the Boiler House for the facility. Building 15 - Boiler House is a 3-story brick structure, with approximately 8,000 square feet of interior floor space and consists of a first, second floor, third floor catwalk/mezzanine and basement. The building was constructed in 1909.
Building 110 – Mechanical Room consists of concrete floors and walls with a plaster ceiling in some areas. The Mechanical room is in the basement of Building 110 and is approximately 1,500 square feet of mechanical space.
The Steam Line Tunnels Right and Left consisted of a permitted confined space accessible via Building 15 - Boiler House with concrete walls and ceilings with multiple sump pumps and manhole access via Black, McCellan and Harris Avenues. Terracon used trained confined space personnel and equipment to enter the Steam Line Tunnels in compliance with Hampton Veteran Affairs permit required confined space requirements.
The Fuel Tanks exterior area consisted of four (4) fuel storage tanks, enclosed in a raised concrete spill prevention containment. Access to the tanks is accessible via a metal catwalk/platform and ladders.
3.0 FIELD ACTIVITIES
3.1 Asbestos-Containing Materials Inspection
The asbestos inspection was conducted by Mr. Bob Bentz (VA Inspector License #3309001969);
AHERA trained and licensed by the Virginia Department of Labor and Industry (VADLI). A copy of Mr. Bentz’s Virginia asbestos inspector’s license is attached as Appendix E. The inspection was conducted in accordance with the bulk sample collection protocols established in USEPA regulation 40 CFR Part 763 (AHERA), Subpart E, Section 763.86 Sampling. A summary of inspection activities is provided below.
December 6, 2022
3.1.1 Visual Assessment
The inspection activities were initiated with visual observations of the accessible interior areas of the subject buildings and steam line tunnels to identify homogeneous areas of suspect ACM. A homogeneous area (HA) consists of building materials that appear similar throughout in terms of color and texture with consideration given to the date of application or construction. The assessment was conducted in physically accessible interior and exterior areas of the structures and tunnels. Although reasonable effort was made to assess accessible suspect materials, additional suspect but non-sampled materials may be located within walls, above permanent ceilings, pipe chases or in other concealed areas. Areas not within project scope were not included in this scope of services. Building materials identified as concrete, glass, fiberglass, wood, masonry, metal, plastic, or rubber were not considered suspect ACM.
3.1.2 Physical Assessment
A physical assessment of each homogeneous area of suspect ACM was conducted to assess the friability and condition of the materials. A friable material is defined by the EPA as a material that can be crumbled, pulverized or reduced to powder by hand pressure when dry. Friability was assessed by physically touching suspect materials.
3.1.3 Bulk Sample Collection
Based on the visual observations and physical assessment, bulk samples of suspect ACM were collected in accordance with EPA sampling protocols. Bulk samples of suspect materials were collected from randomly selected locations for each homogeneous area. Bulk samples were collected using wet methods as applicable to reduce the potential for fiber release; placed in sealable containers and labeled with unique sample numbers using an indelible marker.
The selection of bulk sample locations and frequency of sampling were based on Terracon’s observations and the assumption that like materials in the same area are homogeneous in content.
Terracon did not perform bulk sampling requiring demolition or destructive activities such as knocking holes in walls/hard ceilings, dismantling of equipment or removal of protective coverings.
Electrical/mechanical equipment was not dismantled for interior inspections and materials such as wire sheathing if present, were not sampled due to safety issues.
Terracon collected a total of 135 bulk samples from 46 homogeneous areas of suspect ACM. A summary of suspect ACM bulk samples collected during the inspection is included as Appendix A.
December 6, 2022
3.1.4 Bulk Sample Analysis
Bulk samples were submitted under chain of custody to Batta Laboratories of Newark, DE (BATTA) for analysis by Polarized Light Microscopy (PLM) with dispersion staining techniques per USEPA methodology 600/R-93/116. The percentage of asbestos was determined by microscopic visual estimation. Any bulk sample determined to be less than ten (10) percent asbestos was subsequently re-analyzed using the PLM Point Counting (PC) method. PLM Point Counting is a more definitive method for materials reported through visual estimation with low percentages of asbestos. Batta Laboratories is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP) Accreditation No. 102056-0 and is listed on the Virginia Environmental Laboratory Accreditation Program (VELAP), Accreditation No.
3333000186.
A summary of the bulk sample results is included with the bulk sample summary in Appendix A.
Bulk sample location and homogeneous area drawings are included in Appendix B. The laboratory analytical report and sample chain of custody are included in Appendix D. Bulk samples identified by laboratory analysis to contain asbestos are presented in Section 5.1.
3.2 Limited Lead-Containing Paint Testing
In conjunction with the limited asbestos inspection activities, Terracon conducted an inspection and testing of painted building components suspected of containing lead (suspect lead containing paint). The lead paint testing was conducted by Mr. Nathan Ruhl, a qualified and trained lead risk assessor.
3.2.1 Visual Assessment
The lead testing activities began with visual observation to identify unique paint testing combinations associated with apparent dominant-type paint coatings. A paint testing combination is defined by the paint color, component use/purpose, and material substrate. The condition of the paint testing combinations was also assessed and given a condition of intact or defective.
Areas of damaged, peeling, or flaking paint were documented for each testing combination. All tested paints were observed to be in good condition.
3.2.2 Paint Chip Sample Collection
Paint chip samples were collected from random locations with respect to apparent representative, painted building component surfaces. Paint chip samples were taken from a small area (approximately two square inches) of the painted surface at each sample location. Terracon was not responsible for repainting sampled surfaces.
December 6, 2022
Terracon collected a total of 21 paint chip samples. Sample location drawings are included in Appendix B. A summary table with a description of the collected paint chip samples is provide in Section 5.2, below.
3.2.3 Paint Chip Sample Analysis
The paint chip samples were submitted for lead-content analysis to Batta Laboratories, LLC of Newark, Delaware. Batta is accredited under the National Lead Laboratory Accreditation Program (NVLAP; accreditation number 101032-0). Paint Chip samples were analyzed for lead content using USEPA SW-846 Methods 3050B and 7000B Flame Atomic Absorption Spectrophotometry. The paint chip sample results are summarized in the table included in Section 5.2, below. The laboratory analytical report and sample chain of custody are included in Appendix D.
3.3 Mold Swab Testing
Concurrent with the limited asbestos and lead paint inspection, nine (9) mold swab samples were collected from stained pipe insulation within Building 110 - Mechanical Room, Building - 15 Boiler House, and Steam Line Tunnels.
3.3.1 Visual Assessment
The inspection activities were initiated with visual observations of the accessible interior areas of the Building 15 – Boiler House, Building 110 – Mechanical Room, and Steam Line Tunnels to identify the presence and indication of mold staining on pipe insulation.
3.3.2 Mold Swab Sample Collection
Mold swab samples were collected from stained 1 square inch areas within the project scope, by rotating the swab over the suspected stain areas to avoid damage to potential live fungal spores.
3.3.3 Mold Swab Sample Analysis
The swab samples were delivered under chain-of-custody (COC) protocol to U.S. Micro-solutions located in Latrobe, Pennsylvania. The swab samples were cultured in an appropriate growth medium for 7-10 days and analyzed by Direct Microscopic Examination (DME) for fungal types and quantity present. This method detects only live viable molds and hyphae but does not detect non-viable (dead) or difficult to culture fungi. Cultures cannot distinguish between spores, hyphae and other fungal cells. U.S. Micro-solutions is accredited by the AHIA Laboratory Accreditation Programs, LLC under the Environmental Microbiology Laboratory Accreditation Program (EMLAP, #1003009). The swab sample results are summarized in the table included in Section 5.3, below. The laboratory analytical report and sample chain of custody are included in Appendix D.

4.0 REGULATORY OVERVIEW
4.1 Asbestos-Containing Materials
The asbestos NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. The NESHAP regulation also requires the identification and classification of existing ACM according to friability prior to demolition or renovation activity. All friable ACM is considered regulated asbestos containing material (RACM).
The NESHAP regulation classifies ACM as RACM, Category I non-friable ACM or Category II non-friable ACM. RACM includes all friable ACM, along with Category I and Category II non-friable ACMs that have become friable or will be or have been subjected to sanding, grinding, cutting or abrading; or that have a high probability of becoming or have become crumbled, pulverized or reduced to powder in the course of renovation or demolition activity. Category I non-friable ACMs are exclusively asbestos-containing packings, gaskets, resilient floor coverings, resilient floor covering mastics and asphalt roofing products that contain more than 1% asbestos.
Category II non-friable ACMs are all other non-friable materials other than Category I non-friable ACMs that contain more than 1% asbestos.
If ACM is to be removed/renovated, Virginia regulations require a licensed/accredited asbestos abatement contractor be retained to perform this work. A 20-day notification to Virginia Department of Labor and Industry (VADLI) is required for projects involving the removal of greater than ten (10) square feet or ten (10) linear feet of ACM.
4.2 Lead-Containing Paint
Lead is regulated by the USEPA, Virginia Department of Labor and Industry (VADLI), and OSHA.
The US HUD also has guidelines for the inspection, assessment, and abatement for defined lead-based paint (LBP) in residential settings under HUD funding. The USEPA and VADOLI regulate lead use, removal, and disposal, and OSHA regulates lead exposure to workers. The USEPA and US HUD define LBP as paint, varnish, stain, or other applied coatings that contains lead equal to or greater than (≥) 1.0 milligram per square centimeter (mg/cm2) as determined by XRF instrument testing or 5,000 milligrams per kilogram (mg/kg) or 0.5% by dry weight as determined by laboratory analysis for paint chip samples. For the purpose of the OSHA lead standard, lead includes metallic lead, all inorganic lead compounds, and organic lead soaps. Lead containing paint (LCP), is paint with any detectable levels of lead (levels above the analytical method’s reporting limit). A synopsis of the OSHA regulation (29 CFR 1926.62) and the applicability are as follows:
The OSHA Lead in Construction standard (29 CFR 1926.62) applies to all construction work where an employee may be occupationally exposed to lead (regardless of the lead concentration).
All work related to construction, alteration, or repair (including painting and decorating) is included.
December 6, 2022
The lead standard applies to any detectable concentration of lead in paint, as even small concentrations of lead can result in unacceptable employee exposures depending upon on the method of removal and other workplace conditions. Under this standard, construction includes, but is not limited to, the following:
n Demolition or salvage of structures where lead or materials containing lead are present.
n Removal or encapsulation of materials containing lead.
n New construction, alteration, repair, or renovation of structures, substrates, or portions containing lead, or materials containing lead.
n Installation of products containing lead.
n Lead contamination/emergency clean-up.
n Transportation, disposal, storage, or containment of lead or materials containing lead on the site or location at which construction activities are performed.
n Maintenance operations associated with construction activities described above.
4.3 Mold
Currently there are no Federal or State of Virginia Regulations regarding the presence of mold in an occupational environment. Should work be conducted in areas effected by mold growth appropriate respiratory protection and/or engineering controls should be in place to minimize exposure to workers and occupants.
5.0 FINDINGS AND RECOMMENDATIONS
5.1 Asbestos-Containing Materials
Based on the analytical results for the bulk samples collected from suspect ACM in the interior of the Building 15 – Boiler House, Building 110 – Mechanical Room, and Steam Line Tunnels, the following accessible materials were identified to contain asbestos:
HA
No. ACM Description Material Locations % and Type

Building 110 - Mechanical Room No Asbestos Containing Materials Identified
Building 15 – Boiler House No Asbestos Containing Materials Identified
Exterior Tank Area No Asbestos Containing Materials Identified
Right Steam Line Tunnel
December 6, 2022
*Please note that the Block Insulation located inside of the Left Steam Tunnel under McClellan Avenue is significantly damaged and debris are present at the connection to Building 50.
Asbestos bulk samples and analytical results table is included in Appendix A. Appendix B includes bulk sample location drawings and ACM location drawings. Appendix C includes photos of the identified ACM. Appendix D includes the laboratory analytical report and bulk sample chain of custody.
If the identified ACM will be impacted by the Correct FCA Deficiencies Steam Distribution System project, the owner and operator are responsible for Federal and State EPA NESHAP and Virginia compliance regarding removal of the identified ACMs, including notifications prior to abatement activities. A qualified, Virginia-licensed asbestos abatement contractor should be retained for removal of ACMs in accordance with applicable Federal, Virginia, and local asbestos regulations, as well as applicable Veterans Administration abatement specifications, prior to the project.
Please note that concealed/hidden materials could be present behind walls/above solid ceilings.
During the renovation project, should concealed/hidden known or suspect ACM be revealed and identified (e.g., pipe insulation within walls, above hard ceilings) work should cease and the material must be treated as ACM and addressed accordingly by an abatement contractor or otherwise sampled by an accredited inspector and analyzed to determine asbestos content.

Any untested painted components that are not characterized above, these components must be assumed to contain lead unless testing refutes the positive assumption.
The paint chip sampling was limited to accessible paint surface components described herein, and the scope of work outlined in our proposal. This limited LCP sampling is not considered to be comprehensive in nature, and the results are not intended to be used to determine lead hazards, or prepare detailed cost estimates for abatement. As indicated above, any untested paints should be assumed as lead-containing.
The OSHA Lead in Construction standard (29 CFR 1926.62) does not specify an acceptable level of lead within paints or other surface coatings for the purposes of occupational exposures.
Construction work (i.e., disturbances) involving LCP must be completed in accordance 29 CFR 1926.62, the OSHA Lead in Construction standard. Contractors completing work in areas found to contain LCP, or in areas where assumed LCP may be present, should be notified of the presence (and potential presence) of LCP and proper work protocols and personal protective equipment in compliance with the OSHA standard and VA project specifications must be used.

Swab sample results indicated black staining in Building 110 - Mechanical Room, Right Steam Line Tunnel Entrance, Left Steam Line Tunnel Entrance, Right Steam Line Tunnel Under Black and McCellan Avenue Intersection, and Right Steam Line Tunnel under McCellan Avenue did not indicate viable mold growth.
Black staining on the 2nd Floor Boiler House Steam line and Right Steam Line Tunnel indicated low amounts of (Cladosporium). Black staining within the Left Steam Line Tunnel Under Black Avenue indicated low amounts of (Aspergellus and Cladosporium). Typically, this amount is not consistent with active mold growth, however, the amount may suggest an active source nearby.
While these results indicate minimal mold present in the Steam Line Tunnels and Boiler House, all stained materials that will be disturbed during the project should be assumed to contain mold.
