About this file
This document is an amendment to Solicitation 36C24624R0045 for the "Y1DZ--Correct FCA Deficiencies Steam 590-20-903 Distribution System" contract opportunity with the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 6.
The amendment provides responses to several Requests for Information (RFIs) submitted by potential offerors. Key points include: changing the NAICS code from 238220 (Plumbing, Heating, and Air Conditioning Contractors) to 236220 (Commercial Building Contractors) to better reflect the scope of work, clarifying site visit and safety requirements, confirming that CPARs can be used in lieu of Past Performance Questionnaires, and providing additional details on the pipe sizes and routing in the crawlspace. The new proposal due date is June 4, 2024 by 1:00 PM EST.

This project is currently solicited under the NAICS 238160 for small businesses with less than $19.0 million annual revenue. However, this project is estimated magnitude of construction between $5,000,000.00 and $10,000,000.00. Additionally, this project includes multiple trades beyond just 238220 Plumbing, Heating, and Air Conditioning Contractors; to include abatement, concrete, structural steel, joint sealants, painting, electrical, earthwork, and plantings.
In order to ensure the Richmond VA Medical Center receives bids from qualified contractors, capable of handling a $5-10M project with multiple trades, will you allow a business that is considered small under 236220 Commercial and Institutional Building Construction or 237110 Water and Sewer Line and Related Structures Construction bid this project? Those NAICS would be more applicable to this larger, multi-trade project.
VA
The work is to be done in Hampton, not Richmond. NAICS code 238220 Plumbing, Heating, and Air Conditioning Contractors is hereby replaced by NAICS Code 236220 Commercial Building Contractors.

1. Can CPARs be used in lieu of PPQs?
2. Contractor must use “VA TRIGIA CPMS” per the specifications. This program does not seem to exist anymore, and we request this be changed to the Submittal Exchange which is widely used in NCO 6.
3. For the site visit, the solicitation states to fill the permit out 24 hours prior to the site visit. The actual permit readings need to be taken at the same time as the permit is being issued, this is not possible 24 hours prior. This would require the contractor to bring a full staff to enter, remain, and exit the tunnel to properly follow OSHA standards. They would also have to provide safety equipment and air monitoring equipment to access the tunnel for the site visit. This is going to create a logistical nightmare for each contractor attempting to gain access to the tunnel. We believe that since a majority of the work is in the tunnel, it is imperative to have a proper site investigation. Without being able to investigate the site, poor subcontractor bid participation is expected. For the government to receive the best value and price on this project, the contractors must have the opportunity to access the tunnel. As it currently stands, the procedure for going in the tunnel at the site visit is conflicting and confusing. OSHA defines that the “host” is responsible for coordination of entry and exit to the confined space. We have attached the OSHA regulations regarding hosting for your convenience. They are highlighted in yellow. We need times of the required safety training, how long it will take, and details for scheduling. We feel it would be reasonable to consider the possibility of briefing the entire crew at one time during the site visit. Will the COR accompany the contractor into the tunnel so that the contractor knows where the work is to be performed?

1. Yes.
2. Use software that will allow you to provide the VA with a file that can be opened and edited by Microsoft Project.
3. Site Visit has been cancelled. Safety and Engineering will provide additional guidance prior to rescheduling the site visit.
Site Visit will not include access to the tunnel. Attached are the additional photos and field report provided by the AE to describe the work site in detail. The Site Visit is now schedule for April 23, see page 1 above.

“This project is a very heavy mechanical project that should rightfully be placed under 238220. This is not a general construction project, but a heavy mechanical project that will be performed primarily by the mechanical trade. We request that this be changed back to the original NAICS code of 238220. For general contractors that perform their own mechanical work, this makes it harder for actual mechanical contractors to qualify. The general trades NAICS code is not more applicable than a project that focuses solely on the mechanical aspect. General Construction (GC) projects typically are not more than 80% mechanical. We request this be left as 238220.”
VA CO
The NAICS for this requirement shall remain 236220. Potential offerors must be capable of meeting the requirement in its entirety including other trades. The solicitation does not inhibit any small business identifying as GC, if they are registered prior to award. However, it is the contractor’s responsibility to register timely under the appropriate NAICS code(s). Please contact SAM.gov directly with questions on updating entity information. Thank you.

there is no amount listed for the bid guarantee – typically we see 20% or $1,000,000 depending on what’s greater. Can you please advise of the proper amount for the bid guarantee?

There are 2 condensate return lines in the crawlspace that do not specify size. Please clarify.
AE/VA
See attachment. REFERENCE: M103
One 8” steam supply pipe and one 6” condensate return pipe are routed in the crawlspace at this location. The intended work is to replace the existing 6” condensate return pipe with a new pipe of identical size, route, and characteristics as existing.

MD-B110-102 shows the pipe layout for the existing crawlspace plan. Is there a new, updated layout for the crawlspace piping?
AE/VA
The new mechanical work to be conducted in the crawlspace is identified in keynote 3 on sheet M103. Refer to sheets B110-
A101 and B110-A102 for pipe routing in crawlspace. The new condensate return pipe shall run in the same location and manor as the existing piping.

Please clarify sizes of the highlighted pipes.
AE/VA
See attachment. REFERENCE: M-B110-101.
Size these pipes at 1-1/2”. Adjust size if necessary to match existing pipe size at connection point.

On both the demo & new plans, there is a 2” pumped condensate return (PCR) line in Bldg. 15 going into the trench along with
3 other lines. MD-100 and M-100 show only 3 lines but not the 2” PCR. Does it tie into the 4” PCR? If not, how far does it go? Thank you.
AE/VA
See attachment. REFERENCE: MD-100 and M-100.
Bancroft believes the 2” PCR pipe in question extends less than 50ft into the tunnel then leaves north as a direct buried pipe to serve buildings along Harris Avenue (bldg. 14). The extent of this project work shall be to replace pipe to match existing size and route up where it exits the tunnel.
