About this file
This document is a field report providing details on a site survey conducted from November 10-12, 2022 for a steam distribution system project under Contract No. 36C24622C0070 at the Department of Veterans Affairs facility. Key observations include the condition of steam piping, condensate return systems, and the steam tunnel infrastructure. The report identifies deficiencies to be addressed, such as replacing motive steam pumps, demolishing unused piping, and addressing standing water issues in the mechanical room and steam tunnel. This field report supports the Federal Contract Opportunity 36C24624R0045 for "Correct FCA Deficiencies Steam 590-20-903 Distribution System", which is being solicited by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 6.

Observations:
A. Survey of building 110/110A mechanical room and pipe crawl space.
i) Steam piping is routed out of steam tunnel below the intersection of McClellan and
Black Avenues. Steam piping goes direct buried for some distance before entering pipe crawl space in building 110B. Steam piping continues through crawl space in building 110B and 110A before entering mechanical room in building 110.
ii) Steam pipe was walked down in crawl space of building 110A and 110B between building 110 mechanical room and direct buried pipe heading to tunnel.
(1) Piping in building 110A and 110B was in generally good condition. Insulation was intact and valves and accessories looked to be in working condition.
(2) Piping in building 110B crawl space had new insulation. VA plumbing shop employees were not aware if pipe was recently replaced or just re-insulated.
(3) BAE and VA staff noticed main shutoff valve on condensate return line in building 110B crawl space was closed. No indication as to why valve was closed.
(a) No steam condensate from building 110, 110A, 110B, or 135 was returning through steam tunnel back to boiler plant.
(b) VA staff opened shutoff valve while BAE on site.
B. Building 110 mechanical room contained three motive steam pumps.
i) BAE will label them motive pump 1 (MP-1), MP-2, and MP-3 for purposes of this report.
(1) MP-1 collects and pumps condensate from the east wing of building 110. This pump system has no receiver tank.
(2) MP-2 collects and pumps condensate from the west wing of building 110.
(3) MP-3 collects and pumps condensate from building 135.

b) All three motive pumps will be replaced with new systems to pump condensate back to steam tunnel. Work associated with replacement of motive pumps will be limited to work in mechanical room. No piping work will be done outside of mechanical room.
c) Building 110 has steam supply and condensate piping wrapping around the perimeter walls of the mechanical room. This piping has take-offs going up that served old steam convectors. BAE will call for vertical piping to be investigated by contractor to see if it is still active. If not in use, risers will be demolished, drained, and capped at mechanical room ceiling.

110A crawl space.

d) All steam and condensate piping in building 110 mechanical room, except new piping installed to serve new domestic water system, is in poor condition and will be demolished and replaced in kind. New steam piping system shall function properly with existing not in scope systems.
e) Mechanical room has standing water issue.
C. Survey of steam tunnel under Black Avenue from building 15 (Boiler plant) to McClellan Avenue (building 110 take-off).
a) All lighting in steam tunnels was not functioning.
b) Steam tunnel structure appeared generally in ok condition with areas of visible degradation. Pictures of areas with crumbling walls and ceiling and exposed rebar will be reviewed by structural engineer.
c) Steam tunnel was filled with an appreciable amount of water. Sump pumps in boiler plant were deactivated during entry which contributed to standing water near tunnel mouth. Standing water deeper in tunnel was present and not a result of deactivated pumps.

d) Steam tunnel contains four (4) pipes. A steam supply pipe, pumped condensate return pipe, vacuum return pipe, and gravity return pipe.
e) All piping appears to be in good condition with no signs of significant leaking or failure.
f) Most insulation is intact and in good condition. Insulation is certain areas appears to have been recently replaced. Most insulation damage was isolated to withing 5-10ft from drip points at manholes and openings.
g) Pipe guides were located every 45 ft. Most guides and supports were in good condition, with some located deeper in the tunnel completely rusted out and in need of replacement.
h) Several expansion joints were documented in the steam tunnel. Expansion joints looked to be in functioning condition, with some having been recently replaced. Through conversation with VA staff, BAE was made aware of ongoing expansion joint replacement operations.
