SECTION M: EVALUATION FACTORS FOR AWARD
EVALUATION CRITERIA
THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. THIS SECTION WILL BE PHYSICALLY REMOVED FROM ANY RESULTANT AWARD BUT WILL BE DEEMED INCORPORATED BY REFERENCE.
1. The Government intends to award one (1) contract to the responsible Offeror whose proposal is responsive to the solicitation and determined to be the best value to the Government, price and other factors considered. However, the Government reserves the right to make any number of awards, or no award, if considered to be in the Government's best interest to do so. The following factors shall be used to evaluate offers:
Part I – TECHNICAL CAPABILITY Part II – PAST PERFORMANCE Part III –PRICE
2. BASIS FOR CONTRACT AWARD: This is a competitive Best Value Tradeoff (Tradeoff) source selection in which all evaluation factors other than price, when combined, are significantly more important than price alone. Technically acceptable competing Offerors will be assigned a Past Performance Confidence Assessment Rating and will then be evaluated for Price fairness and reasonableness. Award may be made on other than the lowest priced offer(s) where higher priced offers received better Technical and Past Performance ratings than the lower priced offer(s). In that event, the Source Selection Authority shall make an integrated assessment best value award decision, where the perceived benefits of the higher priced proposal, and the rationale for tradeoffs, shall be documented in the contract file in accordance with FAR 15.406.
3. Regarding the below process, the terms strength, weakness and deficiency are defined as follows:
3.1. The term strength means an aspect of an offeror's proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
3.2. The term weakness means a flaw in the proposal that increases the risk of unsuccessful contract performance. See FAR 15.001.
3.3. The term deficiency means a material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. See FAR 15.001.
4. By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a solicitation requirement may result in an offer being determined nonresponsive (see below). The offers shall be limited to 35 pages, not including Past Performance CPARs. The evaluation process shall proceed as follows:
5. RESPONSIVENESS OF OFFERS
5.1. Offers will first be evaluated for responsiveness to the solicitation requirements without regard to evaluation of specific technical capability, past performance or price factors. Clarifications may be conducted to identify/confirm missing documentation and a determination will be made regarding whether the offeror should/can be allowed to submit any missing/deficient documentation without adverse effect to other offerors or the timeliness of award. Responsive offers will be provided to the Evaluation Team for the next evaluation stage.
PART I – TECHNICAL CAPABILITY
Offers will first be evaluated for responsiveness to the solicitation requirements, by the Contracting Officer, without regard to evaluation of specific technical capability, past performance, or price factors. Exchanges may occur to identify/confirm missing documentation and a determination will be made regarding whether the Offeror should/can be allowed to submit any missing/deficient documentation. Responsive offers will be provided to the Technical Evaluation Board (TEB) for the next evaluation stage. The technical capability of all offers will be evaluated on strengths and weaknesses. Management Approach, Corporate Experience, Key Personnel Qualifications, and Quality Control Plan sub-factors will be evaluated equally.
NOTE: Those offers not meeting the minimum standard for acceptability will not be considered for award (i.e., fail to meet minimum as defined by attached Specifications). Management Approach, Corporate Experience, Key Personnel Qualifications, and Quality Control Plan sub-factors will be weighted equally, and all areas must have SATISFACTORY rating or better. The Technical capability sub-factors ratings of SATISFACTORY or better will be required in order to be considered for award.
Evaluators shall assign a rating based on the minimum requirements stated below.
