About this file
This document is a Request for Information (RFI) related to Solicitation 36C24624R0045 for the project to Correct FCA Deficiencies Steam 590-20-903 Distribution System at the Department of Veterans Affairs Hampton VA Medical Center.
The RFI poses several questions to the contractor, including whether paint is required on the galvanized steel pipe supports, whether the existing pipe supports contain lead-based paint, and requests for additional pipe support details for Building 110/110A/110B. It also asks if the AISC certification requirement can be waived for steel fabricators/installers, and provides clarification on the use of pipe support details S302/1 and S300/3. The government provides responses to each of these questions, including that paint is not required on the galvanized steel pipe supports, that lead-based paint should be assumed on the pipe supports within the tunnel, and that additional pipe support details will be provided in an addendum. The government also states that AISC certification is required, but provides an alternative if an AISC certified fabricator is not available. Finally, the government clarifies that S302/1 should be used in lieu of S300/3 where the details align.

REQUEST FOR INFORMATION (RFI)
36C24624R0045
TO: Contracting Officer Madeline Lucena-Pulst (email: madeline.lucena-pulst@va.gov)
RFI NO.: 010 DATE: 5/10/24 REFERENCE:
REPLY NEEDED BY:
INFORMATION NEEDED:
1. Is paint required at the galvanized steel pipe supports?
2. Is there lead based paint on the existing pipe supports?
3. Sheets S300, S301, and S301 provide pipe support details for the Black Avenue Tunnel and McClellan Ave
North Tunnel, but not for Building 110/110A/110B. Please provide pipe support details for Building
110/110A/110B.
4. Can the AISC Certification requirement be waived for steel fabricators/installers?
5. S300 Detail 3 is noted to appear every 10’ and S302 Detail 1 every 30’. Where these locations would align, should S302/1 be provided in addition to, or in lieu of S300/3?
REPLY:
1. Paint is not required at the galvanized steel pipe supports.
2. See hazardous materials consult Limited Asbestos, Lead Paint and Mold Inspection report dated 12/06/2022. For steel pipe supports within tunnel, assume all contain lead based paint.
3. Drawing M503 details 3 and 4 show typical installation of pipe hangers. An addendum will be provided to M503 to include details for floor mounted pipe supports within the building. Refer to spec sections 232213-1.4 and 230510-1.3 for contractor’s shop drawing requirements. VA/AE: In lieu of revising sheet M503 as previously noted, we provided additional support details on the structural drawing Sheet S301
4. AISC certification is required for Steel fabricator and installer. VA: If an AISC certified steel fabricator is not obtainable, provide a “special inspection” by an approved third-party testing agency certified for welding. If a contractor chooses to hire a 3rd party, this expense should be broken out in a separate line item in the cost proposal to the VA (reference Attachment F).
5. In locations where pipe support details S302/1 and S300/3 align, the contractor shall utilize the pipe alignment guide, S302/1, rather than a standard roller support.
