About this file
This document is a Request for Information (RFI) issued by the Department of Veterans Affairs (VA) for a contract to correct steam distribution system deficiencies at the Hampton VA Medical Center.
The key details are:
- The RFI is for Solicitation No. 36C24624R0045, titled "Y1DZ--Correct FCA Deficiencies Steam 590-20-903 Distribution System."
- It contains two questions from a potential contractor regarding pipe insulation requirements, specifically whether aluminum jacketing is required and the correct scale for the mechanical plans.
- The VA responded that aluminum jacketing is required for pumped condensate return piping within the tunnel and up to 6 feet above the finished floor in the boiler plant, while PVC or aluminum jacketing is required for vacuum and gravity condensate return piping within 6 feet of a manhole opening.
- The VA also confirmed that the correct scale for drawings M101-M104 is 1/16"=1'0", not 1/64"=1' as originally indicated.

REQUEST FOR INFORMATION (RFI)
36C24624R0045
TO: Contracting Officer Madeline Lucena-Pulst (email: madeline.lucena-pulst@va.gov)
RFI NO.: 011 DATE: 6/11/24 REFERENCE: Mechanical Spec & Plans
REPLY NEEDED BY:
INFORMATION NEEDED:
Q1: In reference to Spec section 23 07 11, Paragraph 3.3:
It was noted in the photos provided in the documents as well as during the pre-bid site visit that the pipe insulation located in the tunnels, crawlspace, and plant DOES NOT include a field-applied jacketing (i.e. aluminum jacket or PVC jacket). Spec section 230711, Para 3.3.A.2.d indicates aluminum jacketing on steam and condensate below 6-ft above finished floor. Para 3.3.B.2.d and Para 3.3.D.3 indicates the same. However, Para 3.3.C.2 (pumped condensate, vacuum, gravity, etc.) does not indicate a field-applied jacket. Can you please confirm if aluminum jacketing is required on any of the piping to be insulated under this contract? If so, please clarify to what extent, specifically if it applies to any piping in the tunnels.
Q2: The scales for the Mechanical plans M101-M104 are wrong. The plans show a 1/64”=1’ scale, but it should be 1/16”=1’ scale. The overall scale of 1/64”=1’ for M100 is right but if you measure the same areas in M100 against M101-104, they are far off. See below for better understanding, M100 at 1/64” scale
PROJECT NUMBER: 590-20-903 Please ensure that before submitting questions or requests for clarification that you thoroughly read the solicitation, specifications, drawings and other pertinent documents. When submitting questions on this project the
Government requires contractors to specifically identify the specification and/or solicitation section(s) or drawing number(s) in reference to the question or request for clarification submitted. No question or request for clarification will be answered by the Government unless the above requirements are met. Failure to comply may prevent the Government from responding in a timely manner.

1. Contractor shall follow guidelines for pipe jacketing set forth in specification section 23 07 11.
Pumped condensate return within the tunnel and up to 6’ above the finished floor within the boiler plant shall be jacketed with aluminum. Vacuum and gravity condensate return within the tunnel will fall under spec section 230711 paragraph C and will only require PVC premolded fitting coverings.
Contractor shall also provide PVC or aluminum jacketing on all (vacuum, gravity, pumped) condensate return piping within tunnel that is within 6 feet of a manhole opening to protect insulation against field observed water infiltration damage.
2. BAE concurs. The proper scale for sheets M101-M104 is 1/16”=1’0”.
