About this file

This document is a Basis of Design that provides details on the existing conditions and requirements for the Correct FCA Deficiencies Steam Distribution System project at the Hampton Veterans Affairs Medical Center in Hampton, VA.

The document describes the existing steam tunnels, piping, and mechanical equipment across several buildings that require repair or replacement. Key areas of focus include the steam tunnels, return condensate piping, fuel tanks, and mechanical equipment in Buildings 15 and 110. The document includes detailed photos and plans to illustrate the existing conditions. It also outlines a risk assessment matrix that will be used to evaluate potential impacts during construction, such as noise, vibration, and air quality. The information in this Basis of Design will inform the technical requirements for the federal contract opportunity solicitation number 36C24624R0045 to Correct FCA Deficiencies Steam 590-20-903 Distribution System, which is being issued by the Department of Veterans Affairs Veterans Health Administration.

RISK ASSESSMENT AND EVALUATION

1-3

A pre-construction risk assessment and evaluation is an indispensable tool for any project, whether demolition, construction or renovation. A risk assessment is complex and involves utility standards, air quality requirements, construction noise, and other impacts including fire safety and vibration, and any unique hazards respect to the facility.

Areas to be assessed and evaluated during construction are Noise, Vibration (structural integrity), Air

Quality affected by demolition, construction, solder/welding, sanding, painting, and cleaning.

The risk assessment matrix to the right will provide the VA with information on particular areas of construction that may have negative effects on employees and patients. This matrix will be updated as the project further develops.

EXISTING CONDITIONS

STEAM TUNNELS

The existing tunnels beneath Black Avenue and McClellan Avenue are constructed of reinforced concrete walls, floor and roof. There are intermediate vertical steel plates which are embedded into the concrete walls at approximately every 11 linear feet. Steel supports for the pipes are connected to these embedded steel plates. The embedded steel plates appear to have significant rusting, which will be reviewed by the structural engineer during their upcoming site visit.

STEEL STEAM PIPE SUPPORTS

Existing pipe supports are spaced at approximately 11 linear feet. The existing pipe supports have rusting and deterioration throughout. These will be replaced. Extent of repairs/restoration or replacement will be further described in structural systems.

RETURN CONDENSATE PIPING

Existing return condensate piping will be replaced. Replacement of piping will be described in mechanical systems.

FUEL TANKS

The existing fuel tanks appear to be in good condition, but do show some rusting on the exterior of the tanks. Existing fuel tanks #1, #2 and #3 were testing in 2017 using ultrasonic thickness testing.

Testing indicated that each tank has a service life of greater than 30 years from time of report. The scope of work for this project will require testing of the tanks to determine their current condition.

Ultrasonic thickness testing will be performed by a qualified testing agency. The report will provide existing conditions of each tank and recommended repairs.

BUILDING 15 MECHANICAL EQUIPMENT

Replacement of mechanical and electrical equipment will be further described in this document under electrical systems and mechanical systems.

Refer to Appendix ‘A’ for photographs of Existing Conditions.
