No. Question Response

A‐202: Note: #7 for openings 116 & 118 These doors are not on the door or hardware schedules, but are noted to be replaced. Need a direction to move forward.

See attached updated drawing A.402 and specifications section 087100 for added doors/hardware for 116 and 118.

Wood Doors: Drawings and Specs only note to match existing What is existing?

Existing doors appear to red oak (slip matched veneer) with a custom stain. No information is available to confirm. GC to provide sample and color match stain for approval during submittal process.

Is 203‐1 supposed to be an Aluminum opening to match 108B‐2, 108B‐3, and 205B?

The hardware set number that that[sic] 203‐1 is in matches an AL schedule.

Door 203‐1 shall be changed to Door Hardware set 13. Refer to attached A.402 and specifications section 087100

There are wall types listed on G‐005, but nothing marked on the drawings.

See attached updated drawings G.005, A.203, and A.207.

A‐207: Toilet Accessory Item T6 ‐ Trash Receptacle Need Specs

Trash Receptacle to be Carlisle Trimline Rectangle Waste Container 15 Gallons in Gray color.

In the specs it calls for 125 FPM but the actual car speed of the existing elevator is 50 FPM. 50 FPM is common with freight elevators of this size and capacity, 125 FPM is too fast for a car of this size and capacity.

Is the new speed of the elevator going to be 125 FPM or remain 50

FPM?

Elevator speed shall be 80 feet per min. to match existing.

The specs say a self contained pumping unit. Most submersible pumping units are limited to 40 HP motors. The current motor is 60

HP.

Is a belt driven pumping unit acceptable?

Belt driven pump unit is acceptable.

It is our understanding the security platform currently in use at the building is Johnson Controls (JCI). Section 28 16 00 states:

“Equipment and system turn‐up shall be provided by JCI.” What is meant by “turn‐up,” and should this service be included in the contractors pricing, or is JCI providing this service under a separate contract with FAA?

By "Turn‐Up" it is meant the final programing and implementation of the security system modifications. Pricing for the equipment and services shall be obtained from JCI and included in the bid.

STB Annex Renovation

Questions & Answers Log # 1 / June 5th 2023

May 18th Questions and Answers

Please confirm weight and thickness of current lead‐shielded door, wall panels, and flooring to be removed per note 13 and 14 on Sheet A‐203

Limited data is available on these items. The door being demolished is serial number 6295 and the skin is Terne (solderable) with a wood core, brass edges, and beryllium copper contact fingers. No other information is available.

Is replacement of Door 203‐1 required to be performed during the simulator downtime scheduled for July 2024?

Renovations in corridor 203 do not have to be performed during the simulator shutdown however, the contractor would have to ensure simulator room is sealed off and completely dust free during the construction and coordinated with the user.

Please provide pre‐alteration assessment (hazardous materials) report, if available, for the work areas. In particular, is the sprayed on insulation in Rooms B02 and B04 asbestos‐containing materials (ACM)? Is there any other ACM, or lead‐based paint, the contractor should be aware of?

AMP 100 have test results pending on the sprayed on insulation. If tests come back positive FAA will abate prior to work commencing. Contractor may need to provide access to abatement areas via demolition (i.e.

ceiling access). After abatement, contractor may proceed with further work in abated areas. Refer to specification 02.41.00. section 2.03 paragraph E notes the items AMP 100 testing that were positive and will be abated by AMP 100. Attached are a location map and photos from the testing. Per paragraph E no lead based paint was discovered. There is lead in the RF Shielded doors.

Where is the contactor allowed to stage dumpsters, portable toilets, and other support equipment outside the building?

Contractor staging is called out on sheet G.002. Refer to plan 2 in the upper right hand corner

Where are contractor and subcontractor personnel permitted to park during the construction phase?

See answer to Questions 12 above.

7. Are there sprinkler heads in the elevator shaft? If not, does FAA require sprinkler heads to be installed in the elevator shaft?

There are no existing sprinkler heads in the elevator shaft. GC will be required to verify and make sure shaft meets the following requirements: In accordance with NFPA, sprinklers may be omitted from the top of the shaft where the hoistway is non‐combustible and the car enclosure materials meet the requirements of ASME A17.1. Sprinklers are required at the bottom of the hoistway if it is not enclosed, combustible, or contains combustible hydraulic fluid. Otherwise, sprinklers may be omitted at the bottom.

15 8. What is the load capacity of the existing freight elevator? 10,000 lbs.

9. Please confirm the freight elevator is required to be replaced and functional prior to demo and replacement of the AHU? This was stated multiple times during the site visit. However, this requirement does not appear in Section 01 10 00.

A freight elevator will have to be operational in order to move the demolished air handling unit out and move the new air handling unit into the basement. The new freight elevator or the old freight elevator may be used for this depending on the ability of the existing freight elevator or lead times.

Will any sprinkler heads need to be moved under this contract, or are we only replacing sprinkler heads?

See Flag Note 1 on FP‐101 and FP‐102. In areas where walls are moved, replacement head location may require location adjustment.

We noted the existing HVAC controls are pneumatic, whereas Section 23 09 23 requires DDC. Please confirm that conversion to DDC is only required for the equipment, devices, and actuators removed/replaced under this contract, and that all other equipment, device, and actuators will remain pneumatic.

Scope of new digital controls is limited to the extents of HVAC renovation under this project, which includes a new air handling unit and supply air terminal units. In addition, new plumbing pumps should be incorporated into controls scope of work.

Please reissue Sheets M‐300 and M‐301 as the existing sheets are unreadable.

Drawings have been reissued with Amendment 0002 that have resolved this issue

What is the period of performance for this contract? There is a discrepancy between the SF 1442 (365 days from NTP) and Section 01 10 00 (210 days from NTP).

The Construction Period of performance is 210 days after all materials received and on‐site. This leaves 155 days for material submittals, ordering, and receipt for a total of 365 days

Lead times for the AHU, freight elevator, and other equipment and materials may be significant, perhaps up to several months. Will FAA consider a staged NTP approach, whereby a partial NTP is issued for the preconstruction phase (submittals) followed by a full NTP once the longest lead item ships to the site? In other words, will FAA be flexible on the POP to accommodate long lead items?

There will be a staged NTP, An NTP will be issued for the preconstruction phase ‐ 155 days and an NTP for the construction phase ‐ 210 days.

According to the specifications: “Prior to shutting down the AHU for replacement, all temporary power and cooling must be in place and functioning for the simulator bay per the mechanical and electrical drawings. Temporary cooling shall be verified and balanced prior to use. Temporary cooling must be provided for the simulator bay at all times during AHU shutdown and replacement.” Will the DOR furnish the design parameters for the temporary cooling system (air exchange rate, cooling capacity, air flow rate, humidity limits, etc.)?

Or is the contractor required to furnish its own design for temporary cooling?

See sheet M‐201 for temporary air cooled condensing unit and temporary DX AHU schedules.

The temporary cooling unit is expected to be a skid‐ or trailer‐ mounted system with a fairly large footprint. Does FAA have a specific location in mind for the temporary unit? Additionally, will FAA allow the temporary unit and/or the duct work between the unit and the building to block the street and sidewalks?

See sheet M‐102, 1st Floor Plan, Mechanical, for temporary cooling units location

What are the reinforcement requirements for the new concrete steps at the north entrance?

See revised detail on 5/A.207 for reinforcement.

What is the alternate ingress/egress point(s) for the STB Annex while the north and east entrances are undergoing construction?

North and east entrances will have to be phased so one is open at all times

Will FAA provide a project (sales tax) exemption certificate for this project, or should sales taxes be included in the contractor’s pricing?

A sales exemption will be issued by the CO for this project

Technical questions tend to surface as contractors and subcontractors assimilate the plans and specs following the initial site visit. As it stands, FAA is only allowing two days between the site visit and cutoff date for questions. Will FAA consider accepting additional questions following May 18th cutoff?

Another round of questions request was issued via SAM.gov on May 24, 2023

Will FAA please provide a copy of the sign‐in sheet for the site visit? The Sign‐In sheet has been posted to SAM.gov

Since photos were not allowed during the site visit, would FAA please provide representative photos of the work areas for the contractor’s reference?

Representative photos of general construction areas have been issued with Amendment 0004 of General Areas (not all inclusive)

File details come from the government source that posted it. Updated .
