About this file
This is a Questions and Answers document for the OR FLAP GRANT 24(2) Granite Hill Road Reconstruction Phase II project, containing 11 contractor questions and government responses dated between November 26 and December 3, 2024.
Key clarifications include: bidders must access the planholders list through SAM.gov with appropriate registration and roles; no detour is required during road closures but traffic must be accommodated per solicitation documents; powerline conflicts will be addressed in Amendment A003; in-water work restrictions do not prevent all construction from starting until June 15th; and holiday work restrictions are governed by Subsection 156.07(k). Several technical questions about structural excavation, temporary bridge spans, aggregate sources, and traffic control requirements were addressed by referring bidders back to the solicitation documents.

OR FLAP GRANT 24(2)
Granite Hill Road Reconstruction, Phase
# General Technical Question Answer Date
1 X
Hi I was wondering if you could share the prospective bidder list for this project "OR FLAP
GRANT 24(2), Granite Hill Road Reconstruction, Phase II." I am interested in sub-contracting some work, and wanted to reach out to a few prospective bidders before the bid date.
The Government does not provide this since bidders may obtain the registered vendors list (aka planholders list) from sam.gov after linking their entity to their registration. If you are signed into SAM.gov with your registered entity and you cannot see the Interested Vendors List, you will need to be assigned the Contract Opportunities Administrator role for your entity in
SAM.gov.
If you need additional assistance, you can reach the Federal Service Desk at
866-606-8220 or https://www.fsd.gov/gsafsd_sp?id=gsa_ind ex.

This will be addressed under Amendment A003. 12/3/2024
7 X What are the span lengths for the temporary bridges at Bull Run #3 and #4? It’s difficult to tell where the Ordinary High Water (OHW)Pleas Mark is located to be able to guess span lengths.

The solicitation does not list any preferred aggregate sources. Please submit bids according to the solicitation documents.

It appears that the in-water restrictions (pg. 226 of the IFB Document) restrict us from starting any construction until June 15th at Bull Run 3 & 4 and July 1st at Boundary Creek and Bull Run 1
& 2. Is the correct assumption?
The in-water restrictions do not restrict a contractor from starting all construction until June15th. Please submit bids according to the solicitation documents.

Page 226 of the IFB also states that we can close Granite Rd weekly during the dates listed. Do we need to have 24-hr per day flagging at the three box culverts during the weekends since there isn’t traffic diversions at those locations?
This is dependent on the ways and means of the Contractors. Please submit bids according to the solicitation documents.

The Holiday Work restrictions (pg. 257 of the IFB Document) would suggest that we can’t work on those days on an already tight schedule. Are we allowed to work on Bull Run 3 and 4 if we don’t impact traffic since there will be traffic diversions around those two locations?
See Subsection 156.07(k). Please submit bids according to the solicitation documents.
