About this file
This document is a solicitation evaluation factors document for Lock & Dam 5A Routine Gate Maintenance Quality Assurance Services (RFQ Number W912ES25QA009) issued by the Department of the Army Corps of Engineers Engineering District St. Paul. The government will award the contract using a comparative evaluation process considering three primary factors: Technical (Qualifications of Key Personnel and Recent Relevant Experience), Past Performance, and Price.
For the Technical factor, offerors must submit detailed documentation for a Coating & Paint Inspector with specific AMPP certifications and at least two years of experience, and provide 3-6 relevant projects demonstrating quality assurance/control services for steel infrastructure projects. Past performance will be evaluated using CPARS ratings and performance questionnaires, with the government reserving the right to contact additional references. The evaluation approach allows the government to select a quote providing the best overall benefit, not necessarily the lowest price, with each response required to meet minimum solicitation requirements.

Evaluation Approach
(1) The Government will evaluate quotes using the comparative evaluation process outlined in FAR 13.106-2(b)(3), where quotes will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to select a quotation other than the lowest priced if it provides additional benefit(s). The Government reserves the right to select a quote that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so.
Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following:
(2) Technical: The quotation will be evaluated to the extent to which it meets and/or exceeds the Government’s requirements as outlined in the solicitation.
(3) Past Performance: The past performance evaluation will assess the relative risks associated with a quoter’s likelihood of success in fulfilling the solicitation’s requirements.
(4) Price: The Government will evaluate the price by adding the total of all line-item prices, including all options.
