About this file
The Offeror Submission Form is a detailed document for a quality assurance services contract for Lock & Dam 5A Routine Gate Maintenance with the Department of the Army Corps of Engineers Engineering District St. Paul. The form requires offerors to demonstrate qualifications through two key areas: key personnel credentials and recent relevant experience. For key personnel, the solicitation mandates a Coating & Paint Inspector with specific certifications, including Coating Inspector Program (CIP) - Level 2 and Supervisor/Competent Person Training for Deleading and Hazardous Coatings Removal (C3).
The submission requires documentation of 3-6 projects completed within the past 15 years, focusing on quality assurance or quality control services for steel infrastructure projects such as highway bridges, dam bridges, lock gates, multi-story steel-framed buildings, large storage tanks, pressure vessels, or steel pipelines. Each project submission must detail specific technical requirements, including non-destructive inspection techniques, bolted connection inspections, steel coating system quality control, lead paint abatement activities, and evaluation of contractor quality control plans. The form is structured to comprehensively assess an offeror's technical capabilities and past performance in steel infrastructure quality assurance services.
