SOLICITATION W912L6-21-R-0007

PURCHASE AND INSTALLATION

BIRD DETERRENT DEVICES

LEXINGTON, OK

INSTRUCTIONS TO OFFERORS FOR PROPOSAL SUBMITTAL

1. Submit questions to Mr. Joseph Kelly (joseph.b.kelly1.civ@mail.mil ) and Ms. Harvetta Taylor

(harvetta.r.taylor.civ@mail.mil ) by or before 23 July 2021 at 3:00 p.m. CST.

2. In order for the Offeror to be considered “Responsive” to this solicitation, the following must be included in the

Offeror’s proposal packet by the solicitation close date and time:

a. Complete the first page of the solicitation and all “fill-in” Provisions and Clauses in the solicitation and return with the proposal.

b. Acknowledge all amendments, if applicable, by signing and returning with the proposal.

c. Provide a technical plan for the purchase and installation of the bird devices; must include the name of the bird devices to be purchased and installed and a proposed wiring diagram showing non-exposed conduit.

d. Provide three (3) previous contracts with agency, contract number, location, amount, and date performed in reference to same or similar installed electronic bird devices.

e. Provide pricing on a separate page that is NOT be consolidated with the “Technical Plan” nor the previous contract document. It must be a “stand-alone” document submitted with the proposal packet. The pricing page must contain to categories: 1) the Bird-X devices (quantity, unit price, and extended price) and 2) the install cost;

then provide a total proposal price.

f. Acknowledge the capability of providing a copy of the Offeror’s General Liability insurance at time of award.

g. Offeror must have an “Active” SAM registration upon submission of proposal.

3. If a site visit is needed, the Offeror may contact CW3 Cyrus Haines by phone at (405) 217-8190 or by email at cyrus.v.haines.civ@mail.mil . The period for site visits are as follows: 12-23 Jul 2021 between the hours of 8:00 a.m. to 4:00 p.m. Monday through Friday.

A single Firm Fixed Price award will be issued to the Offeror whose proposal is found to be the “Lowest Price

Technically Acceptable”. Technical acceptability will be based on the Offeror’s proposal submitted in accordance with the items presented in Paragraph 1 above.

4. Questions and the Proposals are to be sent to Mr. Joseph Kelly at joseph.b.kelly1.civ@mail.mil and Ms. Harvetta

Taylor at harvetta.r.taylor.civ@mail.mil . No phone calls, please.

5. It is the responsibility of the Offeror to ensure the complete proposal packet is received. Proposals submitted after the proposal due date and time will be deemed late and will not be considered for evaluation nor award. It is the

Offeror’s responsibility to ensure the proposal is received by the contracting office of the individuals listed in

Paragraph 4.

6. Proposals are due 13 August 2021 at 3:00 p.m. CST.
