Amendment 0009 – Montana Interstate FE & FFS GSA Solicitation No. 47PJ0024R0108
AMENDMENT 0009
MONTANA INTERSTATE FACILITIES ENGINEERING & FULL FACILITIES SERVICES FOR
RFP TO ESTABLISH A SINGLE-AWARD INDEFINITE-DELIVERY, INDEFINITE-QUANTITY CONTRACT
GSA SOLICITATION NO. 47PJ0024R0108
DATE AMENDMENT ISSUED: OCTOBER 3, 2024
Amendment 0009 to GSA Solicitation No. 47PJ0024R0108 incorporates the following amendments—
1. The Request for Proposal Attachment 6: Pricing Sheet – Montana Interstate Facilities Engineering and Full
Facilities Services is replaced in its entirety with the revised attachment for the Request for Proposal Attachment
6: Pricing Sheet – Montana Interstate Facilities Engineering and Full Facilities Services, as amended October 2, 2024. The revised attachment is available for download in the System for Award Management attachments section and is titled “RFP Attch 6 Pricing Sheet Montana Interstate FE_FFS_as amended 20241002”. Offerors may use previously issued versions of the RFP Attachment 6: Pricing Sheet, but are advised that the amended version includes the following amended parts—
▪ The “Cost Summary” worksheet is amended to add G&A Percent (%) fields and Profit Percent (%) fields to all options to make it clear that offerors may propose different rates for options.
▪ The “Cost Summary” worksheet description for Labor and ODCs has been amended to delete “O&M” from the description because the costs linked to these cells include labor and ODCs to support other services (such as custodial and grounds maintenance) in addition to operations and maintenance services.
▪ The “Labor Base Year” worksheet heading description is amended from “Base Period (Five-Months)
Labor” to “Base Year Labor”.
▪ The “Labor Opt Yr IV” worksheet is renamed as “Labor Opt Period IV”.
▪ The “Labor Opt Period IV” worksheet heading description is amended from “Option Period IV Labor” to
“Option Period (Five-Monts) IV Labor”.
▪ The labor worksheets for the base and options removes the “Fully Burdened Straight Rate (inclusive of
G&A and Profit)” to eliminate confusion in the calculations. Please note the fully burdened straight rate is already captured in the Pricing Sheet workbook as part of the “Rates, Misc. & Emergency Hrs.” worksheet.
▪ Columns E through H on the labor worksheets were deleted because these columns served no function on previous versions of the Pricing Sheet. Any cell references in rows after column E have been modified as a result of the deletion of columns E through H.
▪ The labor worksheets are amended to add a column that calculates the burdened rate as (total burdened labor cost / annual hours). The added column for burdened rate is after the column for total burdened labor cost.
▪ Corrects a formula error on the other direct costs worksheets that had previously failed to calculate a subcontractor subtotal as part of the “Total Other Costs”.
▪ The description for Miscellaneous Utility Hours in the “Rates, Misc. & Emergency Hrs.” worksheet has been amended to change the quantity of hours from 1,080 to 300 to achieve consistency with other parts of the solicitation and the National Consolidated Facilities Engineering Specification, Montana
Interstate Facilities Engineering and Full Facilities Services (performance work statement).
▪ The “Rates, Misc. & Emergency Hrs.” worksheet is amended to add Materials Markup (%) fields and
Subcontractor Markup (%) fields to all options to make it clear that offerors may propose different markups for options.
▪ The “Rates, Misc. & Emergency Hrs.” worksheet is amended to revise the Note for Regular Hours as follows—
FROM: Note: These rates should correspond with the unit prices shown in the "Labor" worksheet, less overtime.
TO: Note: These rates should correspond with the unit prices of the burdened rate shown in the
"Labor" worksheet, less overtime, and any overhead (including G&A) and profit.
▪ The “Rates, Misc. & Emergency Hrs.” worksheet is amended to revise the Note for Overtime Hours as follows—
FROM: Note: These rates should correspond with the unit prices shown in the "Labor" worksheet.
TO: Note: These rates should correspond with the unit prices of the burdened rate shown in the
"Labor" worksheet (inclusive of overtime) and any overhead (including G&A) and profit.

Sheet, section for Markups, Overhead, and Profit – Task Orders for Additional Work is amended as follows—
FROM: See Pricing Sheet.
TO: See Pricing Sheet.
For task orders placed against this Contract, the base wage rate, labor burdens, and overhead (which together is the burdened labor rate) must be less than or equal to the burdened labor rates for the applicable labor categories in the Pricing Sheet. On task orders for Additional Work, the Contractor must not exceed the overhead rates (including general and administrative expenses) included as part of the fully burdened labor rates in the Pricing Sheet. On task orders for Additional Work, the Contractor may propose a profit rate different from the profit rate incorporated for Basic Services. The Contractor should provide a rationale if it proposes a profit rate different from the rate incorporated in its Basic Services, as part of the
Pricing Sheet. The ordering contracting officer will review the proposed profit rate for price fairness and reasonableness and may, as appropriate, negotiate any profit rates.
For task orders placed against this Contract, the Contractor must apply its markups in the Pricing Sheet to the maximum extent practicable for Additional Work. However, the Contractor may propose a markup rate
(whether materials or subcontractor) for Additional Work that is higher than the markups in the Pricing Sheet provided the proposal includes a rationale if it proposes a markup rate different from the rate incorporated in its Basic Services, as part of the Pricing Sheet. The ordering contracting officer will review the proposed markups for price fairness and reasonableness and may, as appropriate, negotiate any markups.

FROM: The wage rates and fringe benefits effective the last day of the collective bargaining agreement establishes the minimum wage rates and fringe benefits for any future periods in the price proposal.
If the fully burdened labor rate varies during any performance period (e.g., base year and options) for the contract because of impacts from changes to the effective collective bargaining agreement, then the offeror should clearly show the details of both (or multiple if more than two) fully burdened labor rates for the labor categories in its price proposal.
TO: The base wage rates and fringe benefits effective the last day of the collective bargaining agreement establishes the minimum base wage rates and fringe benefits for any future periods in the price proposal.
As part of the details in the Pricing Sheet, offerors should account for increases in general and administrative costs, overhead, and profit for all options. FAR 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts)
