About this file
This document is Amendment 0003 to Request for Proposal (RFP) No. 47PJ0024R0108 for Montana Interstate Facilities Engineering and Full Facilities Services. The amendment incorporates changes to the RFP, including:
- Revisions to the evaluation factor for the offeror's Energy Optimization Approach, clarifying the Government's right to incorporate the approach into the contract.
- Responses to offeror questions covering topics such as maintenance requirements, snow removal, and building equipment and systems details.
- Amendments to certain sections of the National Consolidated Facilities Engineering Specification to clarify compensation for additional services.
- Updates to the transition period, reducing it from 60 to 30 calendar days.
- Clarification that past performance questionnaires are due by the proposal deadline, not the previously stated September 20, 2024 date.
The underlying RFP is for a single-award indefinite-delivery, indefinite-quantity contract to provide facilities engineering, operations and maintenance, and other full facilities services for three federal properties in Montana. The anticipated period of performance is a base year plus four option years.

126. It is [the offeror’s] experience / understanding that the ability to provide an Energy Optimization Approach requires a level of knowledge of building maintenance and performance history as well as capabilities for capturing or recording certain data attributes[,] [m]any of which are not known to offerors at the time of submission.
The standard for evaluation goes on to state[, in part,] that "...[t]he Government may evaluate the offeror’s
Energy Optimization Approach more favorably to the extent the…i. approach would be achieved in a cost effective manner…", but [Section F.7 Energy Optimization Approach also] states “...[t]the Government has the right at no cost to the Government to use in the scope of work, or otherwise, any portion of or all of the selected offeror's Energy Optimization Approach in response to the RFP." Please clarify--
a) how does the [G]overnment intend to implement an approach at no cost, when factors exist that may require certain investments like Energy Procurement (e.g. P/V), sensors and monitoring devices, and retrocommissioning as a prerequisite to implementing/adopting an optimization approach;
b) how will the [G]overnment rate or evaluate given that an approach will be theoretical in nature until adopted or commissioned by GSA?
Response: The Government in its sole discretion has the right to incorporate and make part of the contract the selected awardee's Energy Optimization Approach.
If, during contract administration, the Government requires the contractor to develop specific solutions for energy optimization, then the Government may further negotiate with the contractor to develop such solutions at that time and based on the contractor's Energy Optimization Approach.
It is at the discretion of the offeror to describe as part of its Energy Optimization Approach how certain approaches may be achieved in a cost-effective manner and give any evidence or details the offeror believes may be appropriate to best support the details in its Energy Optimization Approach in response to the evaluation factor.
127. Do mechanics need [to] set up “demand response” for the buildings as stated in the [National Consolidated
Facilities Engineering Specification] under [the definition of] Demand Response in [Section 2.0 Definitions, [which is currently page 61 of the PWS].
Response: Please refer to the National Consolidated Facilities Engineering Specification, Montana Interstate
Facilities Engineering and Full Facilities Services, Section 2 Definitions, Demand Response Program.
Demand Response Program is a load management program that usually offers the Government incentives to curtail energy demand during peak use periods to protect system reliability or respond to market conditions.
This program requires that the Contractor perform specific requirements to satisfy the curtailment request
(e.g., using onsite generation, switching to different fuels, or turning off excess equipment.
128. Are [offerors] required to include [as part of its Quality Management System submittal the elements described in [the
National Consolidated Facilities Engineering Specification,] Section C.1.3 [Quality Management System]? Or is that something that can be done after the award? Page count will be an issue if [offerors] are to address C.1.3 in addition to the instructions given in F.3.
Response: For the purpose of responding to this evaluation factor, offerors should refer to the Request for
Proposal, Part F: Evaluation Factors for Award, Section F.3 Quality Management System for the elements that the offerors must include as part of the submitted Quality Management System (QMS). Furthermore, offerors should refer to the elements that may result in a more favorable rating for this factor. Any requirements described in
Section C.1.3 that are not described in the QMS submittal in Section F.3 of the RFP may be incorporated into the selected offeror's QMS after award as part of contract administration.
129. The [G]overnment is giving additional credit only [to offerors that are a certified] Service-Disabled Veteran Owned
Small Business (SDVOSB). While [offerors] understand this is a common practice, [can credit] be expanded to include all socioeconomic statuses, as specifying only one is essentially discriminating against the others.
Response: See the Montana Interstate Facilities Engineering and Full Facilities Services, Request for Proposal to
Award a Single-Award Indefinite-Delivery, Indefinite-Quantity Contract, GSA Solicitation No. 47PJ0024R0108, Part F: Evaluation Factors for Award, Section F.8 Socioeconomic Status.
130. In order to more equitably evaluate offerors and provide preference within the socioeconomic status, would the
[G]overnment consider inclusion of the HUBZone and Woman Owned Small Business as more favorable statutes for
[the Socioeconomic Status evaluation factor]?
Response: No.
131. [The National Consolidated Facilities Engineering Specification, Montana Interstate Facilities Engineering and Full
Facilities Services, Section C.1.2.3 Service Request and Administrative Support,] mentions a management plan (“A staffing plan, with proposed hours of daytime staffing, shall be included as a portion to the Contractor’s management plan.” However, a management plan is not referenced in the instructions to offerors except in reference to Quality
Management. Can the [Government] clarify if project management is a topic that should be included with proposals, and if so, where that material should be included?
Response: There is no evaluation factor for a "Management Plan." Rather, as part of the evaluation of proposals, the Government will evaluate the offeror's Quality Management System (see Section F.3 of the Request for
Proposal) and the Staffing Plan (see Section F.4 of the Request for Proposal).
GSA in its sole discretion may incorporate parts or all of the selected offeror's Quality Management System and
Staffing Plan into the Contract, which will become part of the Contractor's Management Plan as referenced in the
National Consolidated Facilities Engineering Specification.
132. The reference for management plan and cost reference [in the National Consolidated Facilities Engineering
Specification, Montana Interstate Facilities Engineering and Full Facilities Services, Section C.5.14.9.3
Equipment Engineering & Design Assistance,] must be for another RFQ, as the [price] sheet [does not] have a line for this or a way for it to be part of the evaluated price. Also, there is no management plan section mentioned in the instructions to offerors.
Response: The National Consolidated Facilities Engineering Specification, Montana Interstate Facilities
Engineering and Full Facilities Services, Section C.5.14.8.3 Equipment Engineering & Design Assistance, is amended, in part, as follows--

138. The reference for management plan and cost reference [in the National Consolidated Facilities Engineering
Specification, Montana Interstate Facilities Engineering and Full Facilities Services, Section C.5.14.8.1 Alteration
