Facilities Services, Section C.10.3 Snow and Ice Removal, which is currently on page 199,] states[, in part, that] “...[i]ce melt shall not be used to avoid proper removal of snow or ice.” Question: Is this a specific product Please clarify?

Response: Sodium Chloride (Rock Salt) ‒ The most common deicing salt, releases a large amount of chloride when it dissolves, which can damage masonry and metal.

Calcium Chloride ‒ Can damage masonry and concrete.

Products containing Ammonium Nitrate and Ammonium Sulfate should never be used.

If a de-icing salt is absolutely needed then it is best to use magnesium chloride; however, magnesium chloride is a salt and has the potential to cause damage to building materials. When using magnesium chloride, or any de-icing salt, be sure to:

● Use sand instead of salt, whenever possible

● Add sand to the magnesium chloride to add traction and limit the amount of magnesium chloride used

● Use as little as possible and use it as far away from the structure as possible

● Remove as much snow and ice as you can manually before applying de-icing salts (be careful not to chip the masonry when using metal tools), magnesium chloride should be a backup, not the primary method

● Avoid salt build-up against walls and curbs and regularly sweep up excess

● Remove the magnesium chloride from the proximity of the building or artwork as soon as it is warm enough

● Check the ingredients of the de-icer before use, packaged de-icers can be a mixture of different types of salt

This guidance was developed for historic structures, but it is applicable for all buildings, metal and masonry features.

Response: The Project Manager is required to meet with GSA on an as needed basis, but at a minimum weekly, to provide building and project updates.

DOL (Wage & Hour) regulation is the incumbent contractor.

Will the [G]overnment please: A) Release all valid and detailed information relating to the training, licenses, certifications, experience and education of the existing, incumbent employees, or B) Confirm that the incumbent employees, currently working at the GSA sites are either unqualified or will no longer be available for employment at the GSA site under the new contract?

Response: The right of first refusal clause referenced in the question, and the Department of Labor rules under 29 C.F.R.

If not required in the BASE period, when was the last time multi-year (3-year, 5-year, etc.) preventive maintenance actions (electrical testing, sprinkler obstruction testing, eddy current, etc.) were performed in each facility?

81. Can the procedures for Key Control be provided as a separate deliverable and not part of the QMS System?

Response: See C.5.9.3.1 Five Year Obstruction Test, C.6.4.4 Testing/Inspecting, and other PWS locations for this information.

If not, are there any generators under the contractor's responsibility at the Mike Mansfield Federal Building and Courthouse?
