About this file
This document is Amendment 0005 to GSA Solicitation No. 47PJ0024R0108 for a single-award IDIQ contract for Montana Interstate Facilities Engineering and Full Facilities Services. The amendment clarifies past performance submittal requirements, replaces the pricing sheet, and provides responses to various requests for information. Key details include:
The solicitation is a 100% small business set-aside with a $47M size standard. The anticipated contract has a base year, three one-year options, a five-month option term, and an option to extend services up to six months. Services include facilities engineering, O&M, snow removal, landscaping, custodial, and waste management for three federal buildings along the I-90 corridor in Montana. The amendment provides clarification on past performance, pricing, and building-specific details in response to offeror questions. The Government emphasizes that offerors should rely on their own experience and site visits rather than expecting additional building information.

AMENDMENT 0005
MONTANA INTERSTATE FACILITIES ENGINEERING & FULL FACILITIES SERVICES FOR
RFP TO ESTABLISH A SINGLE-AWARD INDEFINITE-DELIVERY, INDEFINITE-QUANTITY CONTRACT
GSA SOLICITATION NO. 47PJ0024R0108
DATE AMENDMENT ISSUED: SEPTEMBER 26, 2024
Amendment 0005 to GSA Solicitation No. 47PJ0024R0108 incorporates the following amendments—
1. The Request for Proposal to Award a Single-Award Indefinite-Delivery, Indefinite-Quantity Contract, Montana
Interstate Facilities Engineering and Full Facilities Services, Solicitation Number 47PJ0024R0108, Part F: Evaluation
Factors for Award, Section F.6 Past Performance, Submittal Requirements, is amended, in part, as follows—
INSERT AFTER THE LAST PARAGRAPH OF THE SUBMITTAL REQUIREMENTS SECTION:
Do not have references submit a CPAR in lieu of the PPQ. Offerors are advised that the past performance questionnaire (PPQ) is designed with very specific questions that a contractor performance assessment report
(CPAR) may not fully capture. CPARs are not preferred for this procurement. The Government does not anticipate reviewing CPARs as part of the selection process.
Offerors should not submit a CPARs to respond to the Past Performance evaluation factor. Offerors should not have references submit a CPAR to respond to the Past Performance evaluation factor. It is the offeror’s responsibility to ensure references submit the requested PPQ in accordance with the instructions of this solicitation. It is advised offerors check with references that a PPQ is submitted and not a CPAR and that the reference provides a signature on the PPQ. Furthermore, it is advised that offerors verify with the GSA
Contracting Officer, Dylan White, that all PPQs are successfully received from references.
2. The Request for Proposal Attachment 6: Pricing Sheet - Montana Interstate Facilities Engineering and Full
Facilities Services is replaced in its entirety with the revised attachment for the Request for Proposal Attachment
6: Pricing Sheet - Montana Interstate Facilities Engineering and Full Facilities Services, as amended September
26, 2024. The revised attachment is available for download in the System for Award Management attachments section and is titled “RFP Attch 6 Pricing Sheet Montana Interstate FE_FFS_as amended 20240926”. Offerors may use previously issued versions of the RFP Attachment 6: Pricing Sheet, but are advised that the amended version includes some corrections to formulas and additional worksheets in response to requests for information received from offerors concerning the Pricing Sheet.
The following requests for information and answer are hereby incorporated by reference as part of Request for Proposal documents for the Montana Interstate Facilities Engineering & Full Facilities Services, GSA Solicitation No. 47PJ024R0108—
172. Is there an area/hook up [for] the contractor to install a washer and dryer on site? If so, in which buildings?
Response: No.
173. Are there people working on site (i.e. security, tenants, etc.) Saturday and Sunday or holidays? If so, how many at each site [so that the offeror] can determine additional consumables that may be needed?
Response: There are random tenants that may work on random weekends or holidays, but GSA has no information on numbers, times, or days.
174. Please provide square footage of the carpeted areas in the Butte building and Bozeman building.
Response: All information available to the offeror can be found in the CUI distribution documents. Site visits were held to provide offerors the opportunity to examine the building systems and equipment. Offerors should price based on their experience.
175. Please provide square footage of the carpeted [areas] in public space in the Butte building and Bozeman building.
Response: All information available to the offeror can be found in the CUI distribution documents. Site visits were held to provide offerors the opportunity to examine the building systems and equipment. Offerors should price based on their experience.
176. Is stripping and waxing an above standard service in the non-public areas?
Response: Yes, in tenant spaces
177. Please provide the square footage of the hard floor areas in the Butte building and Bozeman building.
Response: All information available to the offeror can be found in the CUI distribution documents. Site visits were held to provide offerors the opportunity to examine the building systems and equipment. Offerors should price based on their experience.
178. Please provide a number of lunchrooms in the Butte building and Bozeman building.
Response: All information available to the offeror can be found in the CUI distribution documents. Site visits were held to provide offerors the opportunity to examine the building systems and equipment. Offerors should price based on their experience.
179. [In the National Consolidated Facilities Engineering Specification, Montana Interstate Facilities Engineering and
Full Facilities Services, Section C.10.1.4 Restrooms, Shower Rooms, Tenant Break Rooms, Locker Rooms, Fitness Centers, and Lactation Rooms,] how many of each style (paper towel, Toilet Paper, soap, toilet seat cover, sanitary napkin) dispenser must the contractor provide?
Please provide [information on] the consumables appropriate for the dispensers.
Response: All information available to the offeror can be found in the CUI distribution documents. Site visits were held to provide offerors the opportunity to examine the building systems and equipment. Offerors should price based on their experience.
180. [In the National Consolidated Facilities Engineering Specification, Montana Interstate Facilities Engineering and
Full Facilities Services, Section C.10.1.4 Restrooms, Shower Rooms, Tenant Break Rooms, Locker Rooms, Fitness Centers, and Lactation Rooms,] how many [r]eceptacles must the contractor provide?
Please provide the number and sizes for each receptacle contractor to provide.
Response: All information available to the offeror can be found in the CUI distribution documents. Site visits were held to provide offerors the opportunity to examine the building systems and equipment. Offerors should price based on their experience.
181. What are the occupancy rates per building, plus visitors?
Response: Unknown.
182. [In the National Consolidated Facilities Engineering Specification, Montana Interstate Facilities Engineering and
Full Facilities Services, Section] C.1.1.1 Contract Systems and General Objectives, Summary of Services[,] [f]or
Billings, the chart states the service provider is required to clean interior and exterior windows. Is this accurate because there are no custodial services in the PWS for Billings?
Response: This is accurate.
183. Can the [G]overnment clarify if snow/ice removal requiring heavy equipment will be reimbursed as an
Additional Service, or if it must be priced into the FFP portion of the contract? Would the [G]overnment also provide the total number of snow events and accumulation for each of the past three years?
Response: Snow/ice removal requiring heavy equipment will not be reimbursed as an Additional Service and is a firm-fixed price item in the contract. Please refer to the National Consolidated Facilities Engineering
Specification, Montana Interstate Facilities Engineering and Full Facilities Services, Section C.10.3 Snow and
Ice Removal, subsection Snow and Ice Removal for Areas Requiring Heavy Equipment.
184. As the [s]olicitation does not mention evaluation of [a]ffiliate [e]xperience[,] per FAR 15.305(a)(2)(iii) "...[t]he evaluation should take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition". Will the [G]overnment confirm [it] will allow ANC Companies to utilize their affiliate/predecessor companies to count toward their past performance requirements and be scored equally against competitor past performance?
Response: FAR 15.305(a)(2)(iii) does not address any details concerning affiliate experience. The Request for
Proposal, Montana Interstate Facilities Engineering and Full Facilities Services, Solicitation Number
47PJ0024R0108, requires offerors to include as part of its Volume III Additional Information, if applicable, the proposed business arrangement if other than prime contractor (see Request for Proposal, Part E, FAR 52.212-1
Instructions to Offerors--Commercial Products and Commercial Services (Sep 2023), paragraph (b), subparagraph (4), item (ii).) Additionally, for information about the evaluation of first-tier subcontractor capabilities, past performance, and experience see the Request for Proposal, Part F, Section F.1.4 First-Tier
Subcontractor Capabilities, Past Performance, and Experience.
Provided the offeror's proposal demonstrates the parent or affiliate company's meaningful involvement throughout the life of the contract performance, the Government may consider the relevant experience and past performance of the parent or affiliate company in the evaluation of the proposal. Any parent or affiliate company involvement in contract performance must be specific and not described in general terms. Additionally, if any parent or affiliate company will be involved in contract performance, the offeror must detail how the resources of the parent or affiliate company will affect the performance of the offeror. The Government may not attribute the experience and past performance of parent or affiliates to the offeror if the offeror fails to demonstrate how the parent or affiliate company would have meaningful involvement in the performance of the forthcoming contract.
The Government will not rate an offeror's past performance against the past performance of competitors.
185. Do the electrical drawings have what is supplied from the [e]mergency bus?
Response: All information available to the offeror can be found in the CUI distribution documents. Site visits were held to provide offerors the opportunity to examine the building systems and equipment. Offerors should price based on their experience.
186. Does the [G]overnment anticipate the admin support service desk personnel to be a separate person from the production control clerk (PCC) or can they be the same person?
Response: It is the offerors responsibility to provide its best solution to meet the performance work statement and requirements of the contract. As part of the Staffing Plan, please i) identify whether these responsibilities are to be performed by separate positions or by the same position, and ii) explain how the proposed arrangement for these responsibilities as part of the overall Staffing Plan is reasonably likely to achieve at least a satisfactory level of performance of work described in the Specification. Also, the offeror should describe in its Staffing Plan narrative how, in addressing the Submittal Requirements for the written narrative items under subsection 2. of this factor, its Staffing Plan would reasonably likely achieve a more than satisfactory level of performance of the work described in the Specification.
187. The RFP Attach 6 Pricing Sheet only has tabs for Labor in the Base [Year] and [Option Year I]. Should the offeror duplicate [the Option Year I] tab to account for the [remaining] [o]ptions or [will] the [G]overnment release a new [Pricing Sheet] in an amendment?
The Pricing Template provides tabs for all base year and option periods for ODCs, but only the base year and option year 1 for Labor. Further the cost summary tab does not contain formulas for Option years 2-4 similar to the Base year and Option year 1. Please clarify.
Is there a particular reason the [Government] has only provided pricing calculations for labor on Base year and
Option [Year I]? Are the other sheets missing or is this intentional
Response: This Amendment 0005 attaches a Pricing Sheet as amended September 26, 2024, to this Solicitation
No. 47PJ0024R0108 to address the questions in this RFI No. 187.
Please refer to the Request for Proposal, Montana Interstate Facilities Engineering and Full Facilities Services, Part F: Evaluation Factors for Award, Section F.9 Price Proposal, Submittal Requirements, paragraph on Pricing
Sheet and Pricing Details.
Additionally, please refer to Request for Proposal, Montana Interstate Facilities Engineering and Full Facilities
Services, Part F: Evaluation Factors for Award, Section F.9 Price Proposal, Submittal Requirements, paragraph on Collective Bargaining Agreement.
Offerors should provide pricing details similar to the labor for the Base Year and Option Year I as part of its price proposal.
188. [Section C.5.11.4 Third Party Contractors g]ives the appearance the [G]overnment has the ability to shop with the contractor's check book. Contractor should be given first right to conduct repairs before [G]overnment can contract outside. It deprives the contractor of any say in project or pricing. Where is the partnership in this clause?
Response: The $2,500 deductible ensures that the contractor retains responsibility for some of the repair costs while allowing the Government to procure services from third parties if necessary. The offeror receiving the contract award will not bear an unanticipated open-ended risk; rather, the offeror should anticipate the potential risks and build them into its proposed price. Furthermore, a robust quality management system should reduce and control this risk for the contractor. The $2,500 deductable is a mechanism that balances risk and responsibility between the parties to the contract and promotes flexibility, streamlined contract administration, timeliness, quality, and performance. If the repair is a reimbursable repair, the Government shall inform the Contractor of the outside source’s price, and deduct $2,500 or the third party contractor’s price, whichever is less, from the
Contractor’s payments. Contractor shall ensure current-in-force warranty information is maintained in NCMMS and checked prior to maintenance on affected equipment.
189. [In the National Consolidated Facilities Engineering Specification, Montana Interstate Facilities Engineering and
Full Facilities Services, Section C.5.11.2.2 Partially Reimbursable Repairs,] is it the [G]overnment's assumption that the entire facility, structure, MEP, and architectural was built to last forever requiring no capital improvements and can be maintained as new with the contractor's obligated deductible?
Response: The offeror draws an inaccurate conclusion of the Government's purposes for this contract. Section
C.5.11.2.2 Partially Reimbursable Repairs, represents only one of the Government's manifold strategies to maintain, replace, improve, and repair its capital assets. The Government may make other investments through capital projects, alterations and repair projects, and "Additional Work/Additional Services" acquired via the IDIQ contract for repairs necessary to maintain and operate systems and equipment. All of these strategies comprise
GSA's overall planning to maintain, preserve, and improve its facilities and assets. The contractor awarded this
IDIQ contract will be required to participate in the Government's planning for these other investments. Specifically, the Government will rely upon the contractor's technical expertise in facilities operations and maintenance to identify how certain projects and investments would impact Government goals, KPIs, and the built environment.
190. Are monthly BAS backups required on this contract?
Response: Please refer to the National Consolidated Facilities Engineering Specification, Montana Interstate
Facilities Engineering and Full Facilities Services, Section C.5.8.2.2 Excepted System Requirements.
191. How many phone lines are for the dialer – or is it on cellular modem? What is the telecon provider for the lines?
Response: All buildings cellular modem.
192. Which buildings use GSAlink?
Response: None
193. How many GSA laptops are given per building for use?
Response: GSA laptops are given to offeror employees as needed, if they have active credentials and a HSPD-12 badge.
194. Is the 24/7 requirement in reference to on-call, not on-site?
Response: Yes.
195. There is no mention for evening janitorial coverage, just daytime. Is this intentional?
Regarding the core hours for janitorial staff, would GSA be okay with having light janitorial during the day and more support in the evening, in order to lessen potential disruption of the tenants?
[Is it acceptable for this contract to perform] light cleaning during the day and [the] majority of the weekly cleaning at night?
Response: Some tenants require daytime janitorial services due to security requirements.
196. Is there an ESPC/UESC contract in place and if so, who is the contractor?
Response: No.
197. Is the labeling and signage up to date?
Response: Unknown. Conditions are unchanged as of the time of the site visit.
198. Is the labeling up to date?
Response: Unknown. Conditions are unchanged as of the time of the site visit.
199. Which AQMD permits are issued at the buildings?
Response: It is the responsibility of the offeror to understand AQMD requirements.
200. Are there any PCBs in any of the buildings?
Response: Unknown, there is no inventory available.
201. Please confirm IR only needs to be done every 3 years and not annually.
Response: Please refer to the National Consolidated Facilities Engineering Specification, Montana Interstate
Facilities Engineering and Full Facilities Services, Section C.6.1 Maintenance Standard.
202. [The National Consolidated Facilities Engineering Specification, Montana Interstate Facilities Engineering and
Full Facilities Services, Section C.6.3 Air Distribution Equipment, subsection C.6.3.1 General,] mentions an
Occupant Agency Program Asset List in (Exhibit 5) – this does not appear to be included with the solicitation documents. Can the [Government] please verify the existence and location of this Exhibit?
Response: Not applicable. Occupant Agency Program Asset List is not included with the solicitation documents.
203. How many buildings have EVSE?
Response: No GSA owned EVSEs.
Offerors shall acknowledge receipt of this Amendment by initialing or signing this Amendment 0005 for GSA
Solicitation No. 47PJ0024R0108 and submitting it with the proposal no later than the established deadline in the RFP.
