About this file

This document is Amendment 0001 to GSA Solicitation No. 47PJ0024R0108 for the Montana Interstate Facilities Engineering and Full Facilities Services contract. The key details are:

The solicitation is a 100% small business set-aside under NAICS code 561210 Facilities Support Services. The government requires facilities engineering, operations and maintenance, snow removal, landscaping, and other services for three federal properties along the I-90 corridor in Montana. The contract will be a single-award indefinite-delivery, indefinite-quantity with a base year, three one-year options, and a five-month option period. Amendment 0001 updates the prevailing wage determinations and makes minor clarifications to the solicitation requirements. The proposal deadline has been extended from September 20, 2024 to October 4, 2024. The government anticipates award of the contract to the responsible offeror whose proposal represents the best value, with non-price factors more important than price.

TO: It is the responsibility of the offeror to verify with the reference(s) and GSA contracting officer that completed PPQs have been received by the Government.

The following requests for information and answer are hereby incorporated by reference as part of Request for Proposal documents for the Montana Interstate Facilities Engineering & Full Facilities Services, GSA Solicitation No. 47PJ024R0108.

1. Will the Government publish a Standard Form 1449 for this [solicitation] to be signed and submitted with proposals? [The Request for Proposal to Award a Single-Award Indefinite-Delivery, Indefinite-Quantity Contract, Montana Interstate Facilities Engineering and Full Facilities Services, Solicitation No. 47PJ0024R0108, Part

A: Standard Form (SF) 1449] states: “See attached Standard Form (SF) 1449.” However, the RFP package did not include a SF1449. Please clarify.

Response: No, a Standard Form 1449 (SF 1449) will not be published with the solicitation. Offerors should complete the price proposal on the Pricing Sheet attachment (Request for Proposal Attachment 6: Pricing Sheet --

Montana Interstate Facilities Engineering and Full Facilities Services, issued with the solicitation, or, if amended, the latest revision of this attachment). Prior to contract award, the business entity selected as the best value offer for this single-award indefinite-delivery, indefinite-quantity contract will be required to provide the details for allocations of amounts in its Pricing Sheet to specific contract line item numbers and subcontract line item numbers on the Standard Form 1449.

After contract award, parts of the solicitation document become the contract, and Part A: Standard Form (SF)

1449 refers to the SF 1449 that is required to be completed by the selected awardee for the single-award indefinite-delivery, indefinite-quantity contract.

2. Can [contractor performance assessment reports (CPARs)] be utilized in lieu of the [past performance questionnaire (PPQ)]? [Montana Interstate Facilities Engineering and Full Facilities Services, Request for Proposal to Award a Single-Award Indefinite-Delivery, Indefinite-Quantity Contract, GSA Solicitation No.

47PJ0024R0108, Part E: Instructions, Conditions, Provisions, and Notices, FAR 52.212-1, paragraph (b)

Instructions for submission of offers, subparagraph (3) Volume I Price Proposal] references CPARS. Will the

[G]overnment accept CPARs in lieu of [past performance questionnaires]? In addition to the PPQs that must be provided for each similar project and sent directly to [the GSA contracting officer], Dylan White, can the offeror also submit CPARs for each similar project as part of [its proposal]?

Will the [Government] accept CPARs in lieu of [PPQs]?

In addition to the PPQs that must be provided for each similar project and sent directly to [the GSA contracting officer], Dylan White, can the offeror also submit CPARs for each similar project as part of [its proposal]?

What should offerors submit for the past performance evaluation factor given references are submitting the PPQ?

Response: Do not have references submit a CPAR in lieu of the PPQ. Please refer to Request for Proposal to

Award a Single-Award Indefinite, Delivery, Indefinite-Quantity Contract, Solicitation No. 47PJ0024R0108, Section F.6 Past Performance. Offerors are advised that the past performance questionnaire (PPQ) is designed with very specific questions that a contractor performance assessment report (CPAR) may not fully capture.

CPARs are not applicable to this procurement because, as described in the Submittal Requirements of the Request for Proposal, Part F: Evaluation Factors for Award, Section F.6 Past Performance, offerors are required to have references submit a PPQ. Offerors should not submit a CPARs to respond to the Past Performance evaluation factor. Offerors should not have references submit a CPAR to respond to the Past Performance evaluation factor.

Offerors should not submit CPARs in addition to the PPQs. [T]he Government may evaluate past performance information the Government becomes aware of (whether or not after the proposal deadline and whether or not the sources are provided by the offerors) for the offeror's Similar Project(s). The Government does not anticipate reviewing CPARs as part of the selection process.

3. [The Overview of RFP Information] of the Request for Proposal to Award a Single-Award Indefinite, Delivery, Indefinite-Quantity Contract, Solicitation No. 47PJ0024R0108, [which is currently on page 8 of the RFP], states

"Small Business Set Aside Notice. Region 8 is setting aside the requirements described in this solicitation and documents attached to this announcement as a Total Small Business Set-Aside.” [Section F.8 Socioeconomic

Status] of the Request for Proposal to Award a Single-Award Indefinite, Delivery, Indefinite-Quantity Contract, Solicitation No. 47PJ0024R0108, [identifies] a Service-Disabled Veteran Owned Small Business (SDVOSB) under NAICS 561210 [as an evaluation factor]. Is this solicitation set aside for SDVOSB?

Response: The Montana Interstate Facilities Engineering and Full Facilities Services, GSA Solicitation No.

47PJ0024R0108, is a total small business set-aside under NAICS 561210 Facilities Support Services. The solicitation is not set aside for service-disabled veteran owned small businesses. The small business size standard is

$47.0 million in average annual receipts.

Request for Proposal to Award a Single-Award Indefinite, Delivery, Indefinite-Quantity Contract, Solicitation No.

47PJ0024R0108, Section F.8 Socioeconomic Status is a stated evaluation factor in the solicitation that considers whether an offeror is a certified service-disabled veteran owned small business (SDVOSB) under NAICS 561210.

Please refer to Section F.8 of the Request for Proposal.

4. Section F.8 of the [Request for Proposal (RFP)] identifies that a [timely] proposal received from an offeror with a socioeconomic status of [a certified] SDVOSB [under NAICS 561210] will be rated more favorably under [the socioeconomic status evaluation factor]. However, the [solicitation] does not identify any criteria or weighting of which the status would be deemed more favorable. Can the [G]overnment provide an understanding of the weighting of this factor? If this factor is significant enough to affect the overall evaluation, then why did the

[G]overnment not issue the solicitation as a set aside competition?

Response: There is not a weighted system of evaluation for this solicitation. For details about the relative importance of the Socioeconomic Status evaluation factor see the Request for Proposal, Montana Interstate

Facilities Engineering and Full Facilities Services, Solicitation Number 47PJ0024R0108, subsection F.1.1 Best

Value Selection Process. The solicitation does identify the evaluation criteria for the Government to rate offerors for the Socioeconomic Status evaluation factor (see the Standard for Evaluation under section F.8 of the Request for Proposals). The Government will not expand on the details pertaining to planning decisions for the selection of evaluation criteria to include in the solicitation and the types of set-asides selected for procurements.

5. Will there be any additional CUI files disseminated to potential [offerors] as they become available or was the package

[received with the CUI distribution] all the details? In particular, the building information sheets that were initially provided in the CUI distribution did not have much of the information filled in (or perhaps redacted). Please clarify if additional information is forthcoming or if offerors have been provided all the CUI details in the distributed file.

Response: The Government does not anticipate any additional CUI for release to offerors. The details in the building information sheets are the most complete information the Government has available for each building covered by this requirement and solicitation. If an offeror has any further questions about any missing details in the building information sheets, then please submit a specific question. Please also be advised that businesses should have received CUI that included the slide deck from the pre-proposal conference and site visits logs. If a business entity that has completed the requisite CUI request form has not received the slide deck from the pre-proposal conference and site visit logs, or if there are any other questions about distributed CUI, then please email Dylan

White at dylan.white@gsa.gov.

mailto:dylan.white@gsa.gov

6. In F.5 Relevant Experience, [which is currently page 75 of the Request for Proposal], it is mentioned that Section

Three should not exceed a five-page limit. However, it also mentions that Relevant Experience does not count towards the 10-page limit. What 10-page limit is F.5 referring to within the context of this statement? In order to provide the exact details and accomplishments requested, [it is] respectfully request [the Government consider] an increase of Section 3 page limit to 10 pages.

Response: An offeror must limit its response to no more than five (5) pages for Section 3 of the Request for

Proposal Attachment 1: Relevant Experience for Solicitation No. 47PJ0024R0108, Montana Interstate Facilities

Engineering & Full Facilities Services, Billings--Bozeman--Butte, MT, Section 3. The page limit will not be increased; please be detailed but concise in the response to the questions and prompts in Section 3.

The Request for Proposal to Award a Single-Award Indefinite-Delivery, Indefinite-Quantity Contract, Section F.5

Relevant Experience, Submittal Requirements is amended, in part, as follows to resolve the discrepancy—

FROM: The Offeror may submit up to five (5) pages (standard page of approximately 8.5”x11” or electronic equivalent) to respond to the questions and prompts in Section 3 of the RFP Attachment 1 - Relevant Experience (the instructions, definitions, section 1, section 2, and other informational material included provided by the

Government in the RFP Attachment 1 - Relevant Experience do not count toward the 10 page limitation).

TO: The Offeror may submit up to five (5) pages (standard page of approximately 8.5”x11” or electronic equivalent) to respond to the questions and prompts in Section 3 of the RFP Attachment 1 - Relevant Experience (the instructions, definitions, section 1, section 2, and other informational material included provided by the

Government in the RFP Attachment 1 - Relevant Experience do not count toward the 5 page limitation).

7. In the RFP Attachment 6 Pricing Sheet, Cost Summary worksheet, row 11 and 14, would the [Government] clarify what value the [offeror] will need to fill in the cells (is it labor rates)?

Response: In the Request for Proposal Attachment 6: Pricing Sheet, for row 11 of the Cost Summary Worksheet, please refer to the National Consolidated Facilities Engineering Specification, Section C.5.14.2 Miscellaneous

Work. The hourly rate in row 11 of the Cost Summary Worksheet should be based on a reasonable labor mix and rates to complete the miscellaneous work (also referred to as utility hours in the scope). Please support the rate with details on the Pricing Sheet, Rates, Misc. & Emergency Hrs. worksheet.

In the Request for Proposal Attachment 6: Pricing Sheet, for row 14 of the Cost Summary Worksheet, please refer to the National Consolidated Facilities Engineering Specification, Section C.5.12.2.2 Emergency Callback

(Beyond Normal Working Hours). The hourly rate in row 14 of the Cost Summary Worksheet should be based on a reasonable labor mix and rates to complete the emergency callback work. Please support the rate with details on the Pricing Sheet, Rates, Misc. & Emergency Hrs. worksheet. The contract requires a total of 180 emergency callback hours a year (prorated on a monthly basis for any term or service extension that is not a year).

Additionally, the amounts for annual parts and supplies for miscellaneous work in Proposal Attachment 6: Pricing

Sheet, for row 12 of the Cost Summary Worksheet, are amended, in part, as follows--

FROM: Base Year amount of $2,500

Option Period IV amount of $6,000

TO: Base Year amount of $6,000

Option Period IV amount of $2,500

8. In the RFP Attachment 6 Pricing Sheet, Cost Summary worksheet, row 25 and 26, is it required for the [offeror] to split up subcontractor and self-performed labor work if the subcontractor expense is accounted for in the ODC tabs?

Response: Yes. It is requested offerors show the details in row 25 and row 26 to allow the [G]overnment to quickly verify that the proposal satisfies the requirements in FAR 52.219-14 Limitations on Subcontracting (Oct 2022).

9. Please provide the name of the incumbent contractor. What company is the incumbent performing this same PWS?

Response: Phoenix Management, Inc. is the prime contractor for the current facilities contract for the Mansfield

FB/USCH, Bozeman FOB, and Battin USCH. Please be advised that there is not an incumbent contractor performing the same performance work statement (PWS) as the one in this solicitation. The PWS in this GSA

Solicitation No. 47PJ0024R0108 is a new requirement.

10. Will [the Government] please provide the current contract award value? Please also provide the monthly value of the current contract.

Response: As of September 13, 2024, the total contract award value of the current contract (base and all options) is

$7,840,953.02. The monthly contract value is approximately $122,839.91 / month (not including additional services for unknown scopes) for the current period of performance. Offerors are advised that the contract currently in place is not the same as the contract requirements described in the solicitation documents for GSA Solicitation No. 47PJ0024R0108.

11. Please advise if the [specification / performance work statement] has changed from the current contract? If so, how?

Response: It is the responsibility of offerors to review the solicitation documents (including the performance work statement / specifications). The National Consolidated Facilities Engineering Specification, Montana Interstate

Facilities Engineering and Full Facilities Services, included as part of GSA Solicitation No. 47PJ0024R0108, is a new contract requirement and not the same as the current contract.

12. Please confirm that FAR 52.222-43 will apply to in-house additional work, T&M rates for option periods, and no escalation should be applied to SCA/CBA positions.?

Response: See FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-

-Commercial Products and Commercial Services (May 2024), paragraph (c), subparagraph (3), which is found in

Part C of the Request for Proposal to Award a Single-Award Indefinite-Delivery, Indefinite-Quantity Contract for

GSA Solicitation Number 47PJ0024R0108). FAR clause 52.222-43 is included as part of the contract clauses.

This is not a time-and-materials contract, but the pricing should include labor rates as described in the Pricing Sheet and solicitation.

See the Request for Proposal to Award a Single-Award Indefinite-Delivery, Indefinite-Quantity Contract for GSA

Solicitation Number 47PJ0024R0108, Part F Evaluation Factors for Award, Section F.9 Price Proposal, Submittal

Requirements, subsection on Collective Bargaining Agreement.

13. Why is the Option Period [IV] less than Option Year [I]? Is a building expected to be going away or modernized?

Can the [Government] clarify why the contract is cut short?

Response: The term of Option Period IV is February 1, 2029 - June 30, 2029 and is purposefully a five-month term.

14. [Is the period of February 1, 2023 - January 31, 2026 correct in the collective bargaining agreement? Instead, should it be February 1, 2025 - January 31, 2026?]

Response: The term of the collective bargaining agreement is separate from the contract requirement. See the

Collective Bargaining Agreement by and between Phoenix Management, Inc. and International Union of Operating

Engineers, Local 400, Article 19: Term, Section 1. The Base Year of the Montana Facilities Engineering and Full

Facilities Services has a term of February 1, 2025 - January 1, 2026.

15. [FAR 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (Sep 2023), paragraph (a), references] NAICS code of 541519. Does this part of the clause apply to this [RFP]? [Is this RFP] under [NAICS code 561210 Facilities Support Services]?

Response: See the Montana Interstate Facilities Engineering and Full Facilities Services, Request for Proposal to

Award a Single-Award Indefinite-Delivery, Indefinite-Quantity Contract, GSA Solicitation No. 47PJ0024R0108, Part E: Instructions, Conditions, Provisions, and Notices to Offerors. This requirement is a total small business set-aside with a NAICS code of 561210, Facilities Support Services, which has a size standard of $47.0 million in average annual receipts. Offerors may consult with their legal counsel about questions pertaining to FAR clauses.

16. Do HUBZone companies get preference as stated [in FAR 52.212-1]?

Response: See FAR clause 52.212-1 Instructions to Offerors--Commercial Products and Commercial Services

(Sep 2023). There is no HUBZone price evaluation preference as part of this acquisition.

17. The signature on the price coversheet: Please confirm this is separate from the Excel sheet.

Response: The Pricing Sheet cover page referenced in the Montana Interstate Facilities Engineering and Full
