SOLICITATION QUESTIONS 8/13/2019
47PB0019R0002, OPERATIONS AND MAINTENANCE SERVICES AT THE JOHN F.
KENNEDY FEDERAL BUILDING IN BOSTON, MASSACHUSETTS (SUFFOLK COUNTY)
QUESTION #164: Are we permitted to offer transition at no cost to the GSA?
Per Section 8.1.2.1 (Price Reasonableness) of the Solicitation, “offers must include reasonable prices. The Contracting Officer may reject all offers containing prices determined to unreasonably high or low.”
Proposed total transition hours and unit cost should accurately reflect the anticipated level of effort and activities of the Transition Phase, as described in Section 1.7.2.1 (Transition Phase Schedule): “Within fifteen (15) calendar days of the transition phase commencement the Contractor shall submit a work and oncoming staffing schedule to the CO or designee for the transition phase. This schedule must describe on a weekly basis the work to be accomplished and the staff to be on boarded. At the end of each week during the transition phase, the Contractor must submit a report describing the work that was actually completed.”
