Notes on P20.0 state the contractor shall make provisions to provide temporary services to all spaces in the facility prior to shutdown of med gas utilities. Utilities include med air, oxygen, C02, Vacuum, nitrogen and N02. WE do not believe the contractor could make reasonable provisions for temporary services for all of these services and without full understanding of the points of shutoff or the needs of the patients, and typically would be something the VA would need to provide. Shutdowns may be able to be coordinated or limited to times that the services are not being used.
The bid documents indicate the existing system and valves on the systems. The documents were created with survey information as well as VA documents created in 2012 labeled “BUILDING 1 MEDICAL GAS SURVEY PROJECTNO. 650-11-032.
Shut-downs must be coordinated with the VA as indicated by the notes on drawing P20.2.
1.
Drawing P06.1 shows demolition of existing services from zone valve which appear to be capped at main which would require shutdown of med air systems. Alternately the services could be capped following zone valve except for the nitrogen piping being capped.
Remove the zone valves since they would not serve a purpose.
1.
Drawing P20.0 shows the tie in of new services to existing and extension of the piping into the new addition. Shutdown would also be needed for these, unless VA would consider use of SmartTap technology to make live tie ins (not allowed in specification).
The specification allows the use of memory metal couplings. SmartTap is not stated by name.
Live shut-downs will be required to perform with scope of work.

The door schedule on drawing A60.1 lists 28 openings but the floor plans A10.2, A10.4 & A10.5 only show 19 openings. Please advise how many door openings are we to include in the bid? Do we go by the floor plans or the door schedule.
There are 28 openings. Sheet A10.2 calls out 27 openings. One tag (Door 210) is shown on A10.6. Please refer to the response for Question 28.
1.
Drawing A20.1 calls out the metal panel as aluminum but the wall types n A40.1 call the panel material copper. Specification 07 40 00 call for aluminum. Please advise on if the panels are copper or aluminum.
The intent of the design is for the base bid to be Copper Panels. Aluminum panels should have been identified as a deduct alternate. However, the VA is not requesting pricing for deduct alternates at this time, so the offeror’s bid should reflect Copper Panels.
