QUESTION GOVERNMENT RESPONSE

1. There is a Vapor Barrier called out on D1/A40.1.

I do not see this specified anywhere?

The detail calls for a Vapor Retarder, refer to Specification Section 07 27 27: Fluid Applied Membrane Air Barriers, Vapor Retarding

2. The is confusion on how the substrate board, vapor barrier, insulation, cover board is to be fastened. Normally we would fasten the coverboard thru all layers (see Section 07 22 00- 7, paragraph 3.6c. Please advise.

In reviewing the specification, it states to follow the mechanically fastened requirements which allows you to fasten thru all layers.

3. The mention an alternate for EPDM roofing, Detail D1/A40.1. I do not see any specifications for this.

4. Are there any FM requirements for this project?

Yes. FM (Factory Mutual) is listed as a requirement (or equivalence) in numerous VA construction requirements, including adopted

Building Codes, VA Design Guides and VA Specifications. All VA requirements (including those adopted by reference) for a contract should be carefully reviewed to determine the extent of FM (or UL) applicability.

5. Section 07 60 00 calls out many different types of metal for the roof edge, what would they prefer?

Prefinished Aluminum to match the siding.

6. Can access be provided at the site visit to open Manhole 1A which shows on Dwg ES05.1?

Yes

7. Can access be provided at the site visit for the Main Electrical Room in Wing E on Dwg ES10.1?

Yes

8. The plans do not have Room 219 outlined in bold grid to indicate part of scope of work but on the Finished schedule it does indicate new AT in this room.

Disregard reference to new AT at this location. Existing AT to remain

9. The plans have Room 220 (Corridor) outlined in bold to indicate new AT in this area but this room is not listed at all on the finished schedule.

The Bold outlines referenced are for spaces directly adjacent to, but not including Corridor 220

10. The tile specified is Armstrong HealthZone which can be installed as a flush lay-in tile or a revealed edge tile. On the spec sheet, if we are reading correctly, says to have the tile to be revealed edge? But in other parts of the spec sheets it says for the tile to lay flush against the grid. Please clarify whether the VA wants square lay-in (flush) or revealed edge tile. (please clarify for both the SP area and all other areas).

Utilize Square Lay in (Flush against the grid) in all areas.

11. For spray fireproofing what is the rating, do we carry all columns, beams and how much roof decking. Some roof details show fireproofing and some not? Please clarify.

All spray fireproofing to be 2-hour rated. This includes all metal decks, steel columns and steel beams.

12. Will the Site Superintendent, if duly qualified, be permitted to also serve in the roles of CQC and SSHO or will a separate individual be required for either of those two roles?

Yes, if the site superintendent is duly qualified he or she can also serve as CQC and SSHO

13. Is this project Tax Exempt? If the project is sales tax exempt, will the government provide a sales tax exemption certificate to the awardee; with an applicable Government contract number?

Please advise.

Reference FAR clause 52.229-3 included in the solicitation.

Offerors shall include all applicable federal, state and local taxes in their proposal submission.

14. Are other manufacturers acceptable for the epoxy in the above mentioned project, or VA set on Tnemec?

Other manufacturers that meet the performance criteria is acceptable.

Please provide product data for approval

15. We were invited to bid the above named project and was wondering if there is a plans holders list – or additional documents?

There is no plan holders list, a list of attendees of the site visit will be included as an amendment

16. Specification SECTION 11 76 00 OPERATING

ROOM EQUIPMENT AND MANAGEMENT

SYSTEMS includes the following items

a. Surgical Booms

b. Video cameras

c. Monitor holders We did not find these items on the equipment schedule on drawing A72.1. Are these items

These items are to be provided and installed by the Contractor.

A - Surgical Boom (A1122) is a Triple

Arm Equipment Boom (located in

Bronchoscopy) and indicated on the provided and installed by the VA or by the Contractor? If they are provided and installed by the contractor please provide product / manufacturer information as this was not provided in the specifications. What manufacture is the basis of design?

ceiling A70.2. The Basis of Design is:

Ergon 3 as manufactured by Skytron

The Ceiling Mounted Equipment

Arm (A1121) is also indicated on

Drawing A70.2 in Bronchoscopy.

The Basis of Design is: Spectra V

Series Ceiling Pendant as manufactured by Amico

B – Video Cameras are described generically in the specifications

Section 11 76 00

C – Monitor Holders location and number are described generically in

Specification Section 11 76 00.

17. Drawing A72.1 Equipment schedule calls for the following items to be provided and installed by the contractor.

• Mark A1130 Cabinet, Control, Nitrogen

• Mark A4015 Clock, Elapsed Time, Electric Please provide BOD and specification information for these items

Elapsed time digital electric clock. Single display time that can be used either as a clock or elapsed time indicator. Clock consists of buttons to set minutes, and hours for the time. For use in operating and delivery room, and medical service columns. Analog or digital displays may be provided as specified by the user.

Nitrogen control cabinet. Unit consists of supply cut-off valve, supply pressure gauge, pressure regulator (adjustable 0 to 200 PSI), outlet pressure gauge, nitrogen outlet and connection to surgical gas column. Specify recessed or surface mounting. Designed for powering surgical pneumatic tools.

18. What is the anticipated start date for this project? Will winter conditions cost be needed during foundation work?

Due to the duration of the project, winter conditions are required

19. Reference Drawing E50.1: The contractor is to replace a breaker rating plug in Switchboard #1 and to add a new breaker in Switchboard #4.

Can these items of work be done with the switchboards “live” providing PPE is worn or must these switchboards be de-energized when performing this work? If they must be de-energized is this work to take place during “off” hours and will there be any loads which must be provided with temporary power during the outages?

All “live” electrical work shall be authorized by VA Safety

Department. VA Safety Dept. to verify if live work is acceptable for work breaker work described.

20. Reference Drawing ES10.1: Key Note P02 indicates to extend the power and control feeders to the new location of the Pharmacy

Chiller. Neither the size of the existing power feeder nor the existing control cabling is indicated. This information is required to properly size the conduit and conductors. Can this information be provided via an amendment?

3#2/0+1#6G in 2”C main power feed. 2#10+1#10G control power feed. Two category 6 in 1”C for ATC connections.

21. Reference Drawing E50.1: Via an amendment, can the Key Notes P07 and P09 for the four (4) new Panels IPU-N-CYSTO, IPU-E-CYSTO1, IPU-E-

CYSTO2 and CB-2-CC be verified for correctness in size of conductors and can the Key Note P12 be verified for the proper size and quantity of circuit breakers to be added in the existing

22. Reference Drawing ES10.1: On the drawing it is indicated to reutilize the existing circuit to feed the New Steam Generator. The size of the existing feeder is not indicated. Can this information be provided via an amendment?

23. This is no specification for the movable shelves in room 258 clean & sterile supply shown on drawings A10.5 & A72.2 or are these shelves to be furnished & installed by the VA. Please advise.

The shelves are to be provided and installed by the VA. The rail installation will need to be coordinated with the VA

24. Room finish schedule on drawing A61.1 room

250 bronchoscopy call for res-w wall finish there is in res-w on the finish legend please provide finish required.

The res-w tag is incorrect and should be changes to read GWB

25. Is there any finish required for the exterior gyp.

Ceilings, beams & columns?

The exterior gyp ceilings, beams and columns are to be painted per specification section 090600. Paint to be exterior with one coat of primer and 2 coats of finish paint.

Color to be selected by Architect from manufacturer’s standard colors.
