About this file

This drainage report details the stormwater management design for the new Medical Center Renovation (MCR) building at the Butler VA Medical Center in Pennsylvania. The document, prepared by WSP USA Inc., provides a comprehensive analysis of pre- and post-development site conditions, focusing on managing stormwater runoff in compliance with federal, state, and local regulations. The project site is 0.85 acres, currently used for equipment storage, and will be transformed with the addition of a new building, concrete sidewalks, and asphalt pavement.

The report outlines the stormwater management strategy, which includes a 4,275 sq ft rain garden/bioretention facility designed to control the 2-year, 24-hour storm event runoff volume. The design meets requirements from the Energy Independence and Security Act (EISA) Section 438, Pennsylvania Stormwater Best Management Practices Manual, and local Butler Township regulations. The rain garden will capture and infiltrate runoff from the building roof and pavement, with an overflow structure directing excess water to an existing drainage channel. The infiltration rate of 2.40 inches per hour was deemed suitable, and the design provides 5,686 cubic feet of storage volume, exceeding the required 4,641 cubic feet.

DRAINAGE REPORT

100% DESIGN SUBMISSION

VA BUTLER EHRM PROJECT

NEW MCR BUILDING

VA CAMPUS, BUTLER, PENNSYLVANIA

AE Project Number: 529-22-700 WSP Project Number: 31800188.005

19 October 2023

Prepared by Peter Bailey, P.E.

1 GENERAL DESCRIPTION

1.1 PURPOSE

The purpose of this report is to detail the drainage design and calculations that were performed for the new MCR Building site development as part of the overall EHRM project at the Butler PA VA Campus. This document includes the following:

• Pre-development and post-development conditions

• Design storm event

• Calculations for sizing of rain garden onsite storm water management

1.2 PROJECT SITE

The project site for the MCR building is located on the west side of the Butler VA campus next to building 30. The site is bordered by an existing drainage ditch to the north, wooded area to the west and existing gravel storage and stockpile areas to the south. The site is currently used for equipment storage next to the loading dock on the west side of building 30. The existing ground coverage is mainly compacted gravel surrounded by pervious areas on the perimeter. See vicinity map (exhibit 1) in Appendix A.

The Butler VA campus is not located within a mapped floodplain. See FEMA Flood Insurance Rate Map in Appendix A.

1.3 DESIGN CRITERIA

The following design criteria were utilized for the preparation of the drainage calculations and report:

• Site Design Manual, U.S. Department of Veterans Affairs, rev April 1, 2021

• Technical Guidance on Implementing the Stormwater Runoff Requirements for Federal Projects under Section 438 of the Energy Independence and Security Act, December 2009

• Township of Butler, PA Chapter 242 Stormwater Management, Article VII Design Criteria

• Butler County Act 167 County-Wide Stormwater Management Plan, June 2010 (rev December 2010)

• Pennsylvania Stormwater BMP Manual, December 30, 2006

• Pennsylvania Department of Environmental Protection, Erosion and Sediment Pollution Control Program Manual, March 2012

1.4 DESIGN METHODOLOGY

The EPA developed the technical guidance in EISA 438 to outline storm water runoff requirements for federal development or redevelopment projects. Any project on a federal facility with a footprint that exceeds 5,000 square feet are subject to these requirements. The intent is to maintain or restore the pre-development site hydrology during the development or redevelopment process. Implementation of EISA 438 is commonly achieved using green infrastructure/low impact development (GI/LID) best management practices (BMPs). The stormwater management design and calculations for the new MCR building followed EISA 438.

The VA site design manual (PG 18-10) requires local stormwater management and permitting requirements to be researched. All applicable local requirements must be considered and the more stringent requirement between federal, state, and local regulations shall be used.

The onsite storm water management for this project was designed in accordance with the Pennsylvania Stormwater Best Management Practices Manual (Penn BMP manual).

2 PRE & POST-DEVELOPMENT

CONDITIONS

2.1 Pre-Development Condition

In the predevelopment condition, the site is a mix of gravel and pervious surfaces. The Penn BMP manual requires all existing gravel surfaces to be modeled as pervious for design, so the area is assumed to be entirely pervious. In the MCR building project boundary, this equates to 0.85 acres of grass/forested pervious surface. pervious surface.

See pre-development Exhibit 2 in the Appendix A.

2.2 Post-Development Condition

The post-development condition consists of all site improvements to the existing that have taken place after construction completion. Site development for the new MCR building includes the following:

• Impervious surfaces: MCR building roof, concrete sidewalks, and asphalt pavement.

• Pervious surfaces: Landscaping restoration areas adjacent to MCR building and hardscape improvements.

See post-development Exhibit 3 in the Appendix A.

3 DESIGN STORM EVENT

3.1 Rainfall Data

The rainfall estimates for Pennsylvania are based on the NOAA Atlas 14 precipitation estimates updated in 2004. The design criteria for stormwater management and drainage facilities for this area is listed in Chapter 242 of the Township of Butler code.

The design storm event used for the MCR building project is the Soil Conservation Service Type II, twenty-four-hour rainfall distribution consistent with the following table:

Return Interval (year)

24-hour Rainfall Total (inches)

5 3.30

100 5.03

3.2 Time of Concentration

Existing Condition

The existing time of concentration for this project was calculated using the NRCS’s Lag Equation:

Time of Concentration = Tc = [ ( Tlag / 0.6 ) * 60 ] (min)

Where:

Tlag = Lag time (hours)

L = Hydraulic length of watershed (feet)

Y = Average overland slope of watershed (percent)

S = Maximum retention in watershed as defined by: S = [(1,000/CN)-10]

CN = NRCS curve number for watershed

See predeveloped Tc calculations in Appendix B.

Developed Condition

Due to the relatively small project footprint, the developed time of concentration was assumed at 5 minutes.

4 STORMWATER MANAGEMENT

CALCULATIONS

4.1 Low Impact Development (LID) BMP Selection

Due to the presence of pollution generating impervious surfaces to be constructed for this project, a water quality treatment BMP is required. The LID BMP selected for this project is a rain garden/bioretention facility (BMP 6.4.5 in Penn BMP manual). This BMP is located west of the new MCR building and asphalt pavement area. The roof runoff will be tightlined and directed into the rain garden by piped inlet and rip rap pads. Due to the flat grades on the site, the new pavement area will be graded to surface flow into the rain garden. For the higher runoff storm events, the rain garden has an overflow structure that will release the excess runoff into the existing drainage channel north of the site.

4.2 Rain Garden Design Calculations

The stormwater calculation process in the Penn BMP manual was followed to design the rain garden. General site information, identify applicable sensitive natural resources to be protected, and non-structural BMPs were determined. Then volume control guideline 1 was used for the rain garden. Peak rate mitigation wasn’t applicable to the site as the small site exemption was met. Water Quality compliance was met with primary and secondary BMPs for nitrate.

According to the geotechnical investigation, the site is generally underlain by fill consisting of silt, clay, sand, and rock fragments over stiff silt, clay, rock fragments, and carbonaceous rock fragments. The stabilized infiltration rate was measured at 2.40 inches per hour, therefore infiltration is feasible for this site.

See Penn BMP manual worksheets, spreadsheet calculations, and applicable exhibits of the stormwater design calculations in Appendix B.
