About this file

This document is a Solicitation Amendment (Standard Form 30) for a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside construction project at the Butler VA Medical Center in Butler, Pennsylvania. Amendment 0005 extends the proposal receipt deadline to July 30, 2025, at 2:00 PM EDT and provides clarifications to technical questions regarding past performance requirements, project scope, and experience criteria.

Key details include a construction project valued between $20-50 million for EHRM Infrastructure Upgrades, with specific requirements that offerors must be prime contractors and submit at least two construction projects each valued at $15M or more, completed within the last six years at an occupied medical facility. The amendment addresses multiple technical questions about project experience, data center renovations, infrastructure work, and past performance evaluations, providing VA responses to help potential offerors understand the solicitation requirements more precisely. An updated wage determination is also included with the amendment.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (Continued)

A. SCOPE OF WORK:

1. The purpose of this Amendment is to provide the Technical Questions, VA Responses, Updated Wage Determination and Extended Due Date. Please consider the following:

(1) Could the Government please clarify whether past performance examples must be from the offeror acting as a Prime Contractor, or if relevant subcontractor or team member experience will also be considered, including those under an SBA-approved Mentor-Protégé Agreement, provided the projects meet the stated relevance criteria (e.g., scope, complexity, dollar value)? VA Response:

Offeror must be a prime contractor as stated in instructions to offerors section C technical capability.

(2) If subcontractor or Mentor-Protégé past performance is permitted, is a Subcontractor Consent Form or Letter of Commitment required at the time of proposal submission? If so, is there a specific format or template the Government prefers? VA Response: Refer Instructions to Offerors Section H

(3) For projects performed by subcontractors or Mentor-Protégé entities, are there any specific labeling or formatting expectations (e.g., identification of prime vs. sub role, duration of involvement, or dollar share) the Government requires? VA Response: Offeror must be a prime contractor as stated in instructions to offerors section C technical capability.

(4) Solicitation defines relevant experience as:

“Construction or complete renovation of a data center in an occupied medical facility involving mechanical, electrical, data, and civil infrastructure, tying-in to existing structure, project phasing, and interruptions of facility utilities.”

We respectfully request clarification on the following:

a. Will the Government accept projects that involve occupied VA or healthcare facilities with MEP and utility tie-ins, but not a dedicated data center, as relevant? VA Response: Solicitation Section C technical proposal requirements states (A project can show any mix of one, several, or all of the requirements as long as all are met within the 2-5 project limit).

b. May offerors submit a combined portfolio of projects that collectively meet all requirements? For example, one project demonstrating medical MEP/phasing, and another demonstrating telecom/data infrastructure? VA Response: Solicitation Section C technical proposal requirements states (A project can show any mix of one, several, or all of the requirements as long as all are met within the 2-5 project limit).

c. Will the Government consider data infrastructure upgrades (e.g., MDF/IDF rooms, telecom cabling, IT support spaces, or EMCS controls) as meeting the “data center” criterion? VA Response: Yes

d. For the civil infrastructure component, would trenching, duct banks, utility tie-ins, or similar site utility work satisfy the requirement? VA Response: Yes

e. Does the “occupied medical facility” requirement apply to the entire project scope, or may equivalent work in occupied federal facilities (e.g., DoD or FAA) also qualify? VA Response:

Solicitation Section C technical proposal requirements states (A project can show any mix of one, several, or all of the requirements as long as all are met within the 2-5 project limit):

at least two (2) construction projects that are each at least $15M in value, were at least 75% completed within the last six (6) years from the date of the RFP posting, and were performed at an occupied medical facility. Two projects shall meet this requirement.

f. Would projects performed in hospital support buildings (e.g., dietary, laundry, logistics) be considered within the definition of “active healthcare environment”? VA Response: The experience needs to show experience working with clinical staff and icra.

(5) Must every project submitted for Past Performance meet the $15M minimum, or is it acceptable to submit two or more $15M+ projects and use smaller projects to fulfill the remaining technical criteria? VA Response: Solicitation Section C technical proposal requirements states (A project can show any mix of one, several, or all of the requirements as long as all are met within the 2-5 project limit): at least two (2) construction projects that are each at least $15M in value, were at least 75% completed within the last six (6) years from the date of the RFP posting, and were performed at an occupied medical facility. Two projects shall meet this requirement.

(6) Will the Government accept IDIQ contracts whose total value exceeds $15M, even if no single task order exceeds that amount? VA Response: No

(7) Can projects performed individually by JV members be combined to meet evaluation criteria, even if no single project includes all elements? VA Response: Solicitation Section C technical proposal requirements states (A project can show any mix of one, several, or all of the requirements as long as all are met within the 2-5 project limit): at least two (2) construction projects that are each at least $15M in value, were at least 75% completed within the last six

(6) years from the date of the RFP posting, and were performed at an occupied medical facility. Two projects shall meet this requirement.

(8) We and another company are approved participants in an SBA Mentor-Protégé Agreement (MPA), with us as the protégé and the other company as the mentor. If a protégé in an approved SBA Mentor-Protégé Agreement submits the proposal as the prime contractor under the MPA, with the mentor providing substantial contributions (e.g., key personnel, management support, or subcontracted scope), will the mentor’s past performance be fully considered under 13 CFR § 125.9(d)(1)(iii)?

Also, will documentation of the MPA and a narrative of roles/responsibilities will be sufficient to justify this consideration? VA Response: Offeror must be a prime contractor as stated in instructions to offerors section C technical capability.

(9) Will the Government consider and evaluate past performance examples that meet the dollar threshold (≥ $15M) but were not performed in an active healthcare environment?

Conversely, will the Government consider and evaluate past performance examples performed in an active healthcare environment, but under the $15M threshold? VA Response: Solicitation Section C technical proposal requirements states (A project can show any mix of one, several, or all of the requirements as long as all are met within the 2-5 project limit): at least two (2) construction projects that are each at least $15M in value, were at least 75% completed within the last six (6) years from the date of the RFP posting, and were performed at an occupied medical facility. Two projects shall meet this requirement.

(10) Would the Government accept a portion of a larger contract (e.g., a specific phase or scope element of a multi-phase project) as a stand-alone past performance example, provided it is relevant and clearly described in the submission? VA Response: All projects must meet the technical criteria listed in section c technical capability.

(11) Could the pipe size for the drain piping coming from the generator on drawing 137-M402 please be provided? VA Response: This line sizing will be dictated by the generator manufacture and is subject to their recommendations.
