About this file
This document contains solicitation revisions for a Department of Veterans Affairs contract (Solicitation Number 36C77625B0035) for constructing a Sleep Disorder and Specialty Clinic in Murfreesboro. The revisions specifically address two key sections: SDVOSB (Service-Disabled Veteran-Owned Small Business) set-aside requirements and proposal submission guidelines.
The first revision mandates that all SDVOSB offerors must be certified in the Small Business Search (SBS) database at both offer submission and award, with non-certification resulting in a non-responsive bid. The second revision requires joint venture bidders to submit a comprehensive joint venture agreement and certification, signed by authorized officials, demonstrating compliance with specific federal regulations. Failure to provide these documents may render the offer ineligible for award. The solicitation is issued by the Department of Veterans Affairs Technology Acquisition Center Austin and involves minor construction for a sleep disorder and specialty clinic.

Text version
Solicitation section 2.3 SDVOSB SET-ASIDE language is revised as follows:
As VetCert is no longer the program of record and the Small Business Search (SBS) is the only up-to-date search database, all SDVOSB offerors shall be listed as certified in the SBS at the time of offer submission and award. Failure to be certified at the time of offer submission and at the time of award will result in the offeror’s bid being non-responsive.
Solicitation Section 2.8 Proposal Requirements, B., l. is revised as follows:
Any offeror submitting a bid as a joint venture must provide a copy of the joint venture agreement, as well as a certification from the certified SDVOSB joint partner, signed by an authorized official of each partner to the joint venture, stating that the parties to the joint venture (1) have entered into a joint venture agreement that fully complies with paragraph (c) of 13 CFR § 128.402 and (2) will perform the contract in compliance with the joint venture agreement. Failure to submit the agreement and certification with the offeror’s bid may result in the offer being deemed nonresponsive and therefore ineligible for award.
