Center Campus. The new building shall provide additional primary care and mental health care outpatient services on the BVAMC campus. The new building will be located at the corner of the parade grounds adjacent to Building T111 and across the street from Building 8. All work should be performed as required by drawings and specifications.

B. Visits to the site by Bidders may be made in accordance with the listing in the solicitation and at the discretion of the Contracting Officer.

C. Offices of Spees Design Build, as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the

Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative.

E. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA, be identified by project and employer, and are restricted from unlimited campus access without approval.

F. Schedule: See section 1.42 within this specification 01 00 00.

GENERAL REQUIREMENTS 01 00 00 - 04

G. Prior to commencing work, general contractor shall provide proof that an OSHA certified

“competent person” (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present.

H. Training:

1. All employees of general contractor or subcontractors shall have the 10-hour

OSHA certified Construction Safety course and /or other relevant competency training, as determined by the VA Contracting Officer with input from the Infection

Control Risk Assessment (ICRA) team.

2. Submit training records of all such employees for approval before the start of work.

I. Terms used in this contract such as Veterans Affairs (VA) and Government; Contracting

Officer (CO); Architect-Engineer (AE); Contracting Officer’s Technical Representative

(COTR) or resident engineer (RE), Engineering Officer (EO) may be used interchangeably, and refer to the same entity.

1.3 STATEMENT OF BID ITEM(S)

A. ITEM I, GENERAL CONSTRUCTION: Work includes general construction, alterations, roads, walks, grading, drainage, and construction and certain other items.

ITEM II, Electrical Work: Work includes all labor, material, equipment and supervision to perform the required electrical construction work on this project depicted in the contract documents.

ITEM III, Mechanical Work: Work includes all labor, material, equipment and supervision to perform the required Mechanical construction work on this project depicted in the contract documents.

B. Add Alternate Number One: Coffee Area

Boise Veteran’s Administration (VA) staff may elect to have a new coffee shop constructed that is approximately 200 square feet. The coffee shop is designed to meet the VA’s

GENERAL REQUIREMENTS 01 00 00 - 05

standards. A functional program was developed and will need to be verified by the VA at the time of construction. The coffee area will be enclosed by a wrapped countertop with a single point of entrance and exit accessed by a half door that swings 90 degrees inward toward the coffee area. The specialty equipment will be VA furnished and installed. The countertop will be a non-porous, homogeneous solid surface (S1). The cabinets and draws will be a high-pressure plastic laminate (PLAM1) The coffee area will feature an accent tile wall of Woven Slat AT64 constructed with 1”x3” stacked mosaic. The cabinets and draws will have an accent tile of BV33 Smoke applied to surfaces. . There is an exterior, pedestrian access to the coffee area from an operable window for customer pick up.

The coffee shop will provide prepared coffees, lattes expresso, etc. as well as brewed coffee. Prepared sandwiches, fresh fruit and smoothies will be available. The coffee shop will be self-contained with regards to storage and cleaning if equipment and dishes.

C. Add Alternate Number Two: Solar Supported Electrical Power Production

The design utilizes monocrystalline silicone Photovoltaic (PV) modules that feature all-weather technology for low light and high temperature conditions. The solar PV array mounting will use a combination of a ballasted (non-penetrating) aluminum racking system on the flat roof, a penetrating aluminum rail mounting system on the pitched roof, and an awning system on the wall. Each module will have a power optimizer to maximize the power production of individual models. The DC electricity generated by the PV modules and power optimizers will be converted to AC electricity by grid-interactive transformerless inverters that output 3-phase power for interconnection with the building electrical service.

The power output of the inverters will be connected to an AC panelboard designated as

‘PV1’. This panelboard will be dedicated to the solar PV array to combine the outputs of the inverters into a single AC source for interconnection with the building electrical system. The

PV source circuit will be routed through an enclosed circuit breaker designated as ‘CB-PV’ that will act as the disconnecting means for the PV system and as the rapid shutdown switch for first responders. From ‘CB-PV’, the PV source circuit will interconnect with the building electrical system at normal power electrical service switchboard designated as

GENERAL REQUIREMENTS 01 00 00 - 06

‘NMDP1’ through a 100% back-fed circuit breaker. Circuit breaker ‘CB-PV’ will require an interlock with the emergency power system to ensure the solar PV system remains inactive when the building is on emergency power.

D. Add Alternate Numbers Three and Four:

All work noted on the plans to be included in Add Alternates three and four is now to be included in the base bid. There will be no Add Alternates three or four.

GENERAL REQUIREMENTS 01 00 00 - 07

E. Add Alternate Number Five: Wall Protection

Add Alternate five will consist of applying rigid wall coverings 4’–0” from the ground onto the exam room walls of the base bid, and add alternate three (West) and four (East). The pattern/color for the rigid wall covering RWC1 is Balsa (69); Texture: P1 Dune, RWC2 is

Boucle (LN); Texture P1 Dune, and RWC3 is Serene Gray (58); Texture: P1 Dune.

If add alternate five is selected, wall protection will apply to all exam rooms, women’s health room and procedure room under the base bid. Add alternate three and four split a full PACT unit in half. If both three and four are constructed, the add alternate will also apply wall protection on the rest of the exam rooms, women’s health room and the procedure room not under the base bid. If add alternate three is selected this add alternate five will only apply to the initial six exam rooms and the women’s health and procedure room.
