2. BACKGROUND
The Boise VA Medical Center (BVAMC) currently has a shortage of primary care and mental health services.
3. SCOPE
The intent of BVAMC project 531-325 is to construct a new stand-alone single-story building of approximately 22,300 square feet on the BVAMC campus. The new building will follow VA’s Patient Aligned Care Team (PACT) model and will provide additional primary care and mental health care outpatient services to the Veterans in the greater Boise catchment area. Additional common and support spaces for these outpatient services include, but are not limited to, Health Administration, Medical Services, Environmental Management, Facilities Management, Logistics, and Canteen.
Work includes, but is not limited to, demolition, site preparation, civil, structural, architectural, mechanical, plumbing, electrical, fire suppression, and fire alarm. The new building shall be fully integrated with existing BVAMC services, site improvements, and utilities.
Contractor shall provide all tools, equipment, materials, labor, supervision, and management to complete the intent of project 531-325 in strict accordance with this SOW, contract drawings, and contract specifications. Any and all Work not specifically identified by the contract drawings and/or specifications but necessary for a complete system shall be included as if specifically identified in the Contract Documents.
This contract includes one (1) BASE BID and three (3) separate ADD ALTERNATES; the government may select the ADD ALTERNATES in any quantity and order in addition to the BASE BID for award. Detailed descriptions of each bid item are listed within the contract drawings and contract specification section 01 00 00-1.3. High-level summaries for these items are as follows:
BASE BID:
The BASE BID shall construct the complete building, one (1) complete PACT clinic, all building support spaces, all building utility systems, and all exterior, and civil improvements.
ADD ALTERNATE #1: Coffee Area
A fully functioning coffee shop shall be constructed within the southeastern corner of the main building lobby (room 102). All building components, utilities, and support functions shall be connected to those installed under the BASE BID.
ADD ALTERNATE #2: Solar Supported Electrical Power Production
A complete solar panel system shall be constructed on the roof of the new building. All required mountings, panels, connections, appurtenances, and accessories shall be provided and installed so that the system is fully functional and integrated into the building’s power distribution system.
ADD ALTERNATE #5: Wall Protection
Rigid wall protection will be added to the interior wall surfaces (up to 4’-0” above base) of all exam rooms, procedure rooms, lactation rooms, and women’s health rooms within the new building.
4. SPECIFIC TASKS
The Boise Veterans Affairs Medical Center is a Hospital First. Any and all construction activities shall be secondary to the mission of the Medical Center. This means that some activities shall only be performed outside of normal business hours, may be curtailed if they interfere with normal activities, and may be delayed for other times or conditions. Other potential issues include, but are not limited to noise pollution, noxious fumes, vibrations, parking and roadway restrictions, and limited utility tie-ins. Restrictions on activities may be imposed by the Contracting Officer (CO) even if they are below OSHA allowable limits. The CO or their designated representative shall have the final authority over the needs of the BVAMC.
Additionally, construction safety, infection control, and site security shall be prime requirements of the Work and as such any infraction may be considered a material breach of the Work and cause for termination for cause by the Government.
A. Site Work
This project includes comprehensive site work that includes, but is not limited to, erosion control, clearing, grubbing, tree removal, structural foundations, storm water drainage, pedestrian walkways, and surface vehicle parking structures.
B. Testing
The Contractor shall be responsible for all testing and laboratory services in connection with this project as stated in the contract drawings and specifications. Testing and laboratory services include, but are not limited to, material density, strength, and compaction, welding, telecommunications continuity, HVAC test and balance, and pressure testing for piped systems.
The Contractor shall provide both paper and electronic copies of all test reports to the COR in a timely manner.
C. Disposal of Materials and Equipment
The Contractor is responsible for the correct disposal of all materials associated with this project. Details on documenting waste streams as well as a list of local recycling/disposal facilities will be provided to the Contractor at the start of work; compliance with disposal and documentation is required under the base bid contract.
D. Coordination of Work
If any questions or concerns arise, the Contractor shall contact the CO and/or the COR for direction. Any disruptions to the normal functions of the BVAMC (road closures, utility connections, etc.) shall be brought to the attention of the COR in writing at the earliest possible date. Refer to the contract specifications for allowable time frames of notification.
E. Physical Security Elements
The Contractor is responsible for the design and construction of all exterior security bollard assemblies since they are performance-based systems. Refer to contract drawings and specification 34 71 13 for detailed information regarding this scope of work.
F. Historic Preservation Requirements
The entire BVAMC campus is historically significant and is listed on the National Register of Historic Places. The BVAMC has a signed Memorandum of Agreement (MOA) with the Idaho State Historic Preservation Office (SHPO) relating to construction impacts of this project, which require:
1. An Inadvertent Discovery Plan (IDP)
The BVAMC has developed an IDP, which is included in the contract specifications as Appendix E. Contractor is required to follow the direction of the IDP during all ground-disturbing activities.
2. Training
Prior to any ground-disturbing activities related to construction, a qualified archeologist (provided by the BVAMC) will provide cultural resources awareness training to contractors involved with ground-disturbing activities. The training will include references to previously conducted archaeological investigations, the MOA, and the IDP.
5. PERFORMANCE MONITORING
The Government is required to monitor contractor performance and certify the work was done in strict accordance with the contract. This monitoring will be done by the COR. At least weekly, the COR will perform Safety and Interim Life Safety inspection and Environmental inspections. In addition, the COR shall perform periodic inspections of the Work as further detailed in the Specifications. It is the Contractor’s responsibility to manage their schedule to allow adequate time for all inspections prior to proceeding with subsequent work.
A. Inspection and Acceptance Criteria
The COR is responsible for certifying that the work done under the contract is performed to time and standard. The COR is also responsible to assure the inspection and acceptance of in place products provided incidental to services. A demonstration period or trial period is not considered inspection of a product.
6. QUALITY CONTROL
The Contractor is responsible for their own quality control. Refer to specification 01 45 00 for expectations and reporting requirements related to quality control. Failure to comply with quality control requirements may result in removal of personnel from the jobsite and/or contract termination for cause by the Government.
7. SECURITY REQUIREMENTS
The Contractor shall only access BVAMC buildings directly associated with the Work. The Contractor shall not enter or attempt to enter any patient care area unless coordinated with the COR. Additionally, the Contractor shall provide construction site security as further identified in the Specifications or on the Drawings.
A. Contractor Parking and Material Laydown Area
Contractor parking and material laydown areas shall be within the dashed boundary “Approximate Limits of Work” as shown on contract drawing CG200.

Work anticipated to require off-hours includes, but is not limited to, utility tie-ins, road closures, and deliveries of large equipment. The COR will provide direction to the Contractor and will work to minimize the amount of off-hours work. All off-hours work shall be included in the base contract by the Contractor and will not constitute a change order unless extenuating circumstances arise.

The BVAMC takes no responsibility for the receipt of any goods or materials that are the Contractor’s. Additionally, the Contractor shall be responsible for receipt, offloading at the site, and storage of all delivered goods pertaining to this contract.
10. RISK CONTROL
The Contractor shall refer to division 01 specifications for guidelines on safety, risk, and infection control.
