Specialized Engineering Solutions is submitting a solicitation response for the EHRM Infrastructure Design Project at the
Hines VA in Chicago, IL. Refer to the following information:
1. On Drawings Sheets TI500 and TI501 it iden1fies “Splice Enclosures” in TR’s TR-01-4-6 and TR-01-2-4 with (87) A-
Side fiber cables and (87) B-Side fiber cables then being routed to the Data Center. What is the purpose of splicing these cables prior to entrance to the data center? Wouldn’t the use of indoor/outdoor rated cable as iden1fied in 27 13 23 Para 2.1.A mi1gate the need for any splicing and thus reducing another point of failure or dB loss?
Response:
Fiber from the splice enclosures to the exis�ng Main Computer Room (MCR) is temporary. A new MCR is scheduled for the campus that will require new fiber routed from the splice enclosures. The installa�on of the fiber splice enclosure at this �me will greatly reduce the installa�on �me and the amount of re-cabling since the fiber to the new data center will only be from the splice enclosures and not all the way back to each TR.
2. Drawing Sheet TI600 it iden1fies Security Keypad (Symbol AC-CR1). Is it the intent that the access control devices are keypad only and no card reader func1on is required? Also, HID does not manufacture the RK40 or RPK40, devices are now SIgno and require extensive informa1on for programming requirements based on manufacturer of access control system:
a. Can the VA provide the manufacturer of the exis1ng access control and soCware version? Are soCware or firmware upgrades intended to be provided under this contract?
Response:
There are HID and Lenel readers both are �ed into the OnGuard system. The so,ware version currently appears to be version 7.6. Upgrades are intended to be provided under contract.
b. Are there exis1ng licenses to support the new devices?
Response:
The new devices will need licenses, which looks to be incorporated in the proposal.
c. Who currently maintains the exis1ng PACS system?
Response:

3. Can the VA provide the current manufacturer of the CCTV video management system and current soCware version? Are soCware or firmware upgrades intended to be provided under this contract?
Response:
We use Truvision for older cameras, and the newer cameras use Milestone. Truvision is version 8.0, and
Milestone is version 20.2.
a. Are there exis1ng licenses to support the new devices?
Each device requires a license which is included in the proposal.
b. Who currently maintains the exis1ng CCTV system?

4. The specifica1ons require BICSI RCDD support in Division 28, should a BICSI RCDD be included for full 1me supervision of Division 27 Structured Cabling?
Response:
The current VA EHRM Division 27 specifica�ons do not include a requirement for an RCDD to be on staff with the contractor. Having an RCDD as part of the team would likely add value for the project. (Ques1on for the VA:
Please advise if you would like the specifica1on updated to add this requirement to the project.)
5. General Note #13 states
SCOPE OF WORK INCLUDES RE-USE OF EXISTING TELECOMMUNICATIONS OUTLET ROUGHIN FOR NEW
CATEGORY 6A CABLING. NEW CATEGORY 6A CABLING AT EXISTING OUTLET LOCATIONS SHALL BE AS FOLLOWS:
- EXISTING 3/4" CONDUIT ROUGH-IN LOCATIONS TO RECEIVE A MAXIMUM OF TWO (2) CAT 6A
CABLES.
- EXISTING 1" CONDUIT ROUGH-IN LOCATIONS TO RECEIVE A MAXIMUM OF FOUR (4) CAT 6A
CABLES.
- PROVIDE NEW CONDUIT AND BACKBOX AT LOCATIONS EXCEEDING THE REQUIREMENTS LISTED
ABOVE. NEW CONDUIT SIZE SHALL BE BASED ON 40% FILL, TAKING INTO CONSIDERATION THE
DERATING OF THE CONDUIT CAPACITY FOR EACH 90 DEGREE BEND. Can you please further explain this statement and provide an example and/or sample loca�on within the drawings, how do we quan�fy the quan�ty of loca�ons requiring new conduits?
Response:
At each VA we are finding a wide variety of exis�ng rough-in condi�ons. In order to address this, we recommend the following update to note 13 on sheet TI000:
1. SCOPE OF WORK INCLUDES RE-USE OF THE EXISTING TELECOMMUNICATIONS OUTLET ROUGH-IN FOR
NEW CATEGORY 6A CABLING. NEW CATEGORY 6A CABLING AT EXISTING OUTLET LOCATIONS SHALL BE
AS FOLLOWS BASED ON 0.230” O.D. REDUCED DIAMETER CAT 6A CABLE:
• EXISTING ½” CONDUIT ROUGH-IN LOCATIONS TO RECEIVE A MAXIMUM OF TWO (2) CAT 6A
CABLES.
• EXISTING ¾” CONDUIT ROUGH-IN LOCATIONS TO RECEIVE A MAXIMUM OF FOUR (4) CAT 6A
CABLES.
• EXISTING 1” CONDUIT ROUGH-IN LOCATIONS TO RECEIVE A MAXIMUM OF SEVEN (7) CAT 6A
CABLES.
• PROVIDE NEW CONDUIT AND BACKBOX AT LOCATIONS EXCEEDING THE REQUIREMENTS LISTED
ABOVE. NEW CONDUIT SIZE SHALL BE BASED ON 40% FILL, TALING INTO CONSIDERATION THE
DERATING OF THE CONDUIT CAPACITY FOR EACH 90 DEGREE BEND.
• FOR BIDDING PURPOSES AT ALL LOCATIONS WITH (3) OR MORE CABLES AS INDICATED ON THE
PLAN THE CONTRACTOR SHALL ASSUME ½” EXISTING CONDUIT AND WILL BE REQUIRED TO
PROVIDE NEW ¾ “ OR LARGER RACEWAY.
(Ques1on to the VA: advise if you would like the specifica1on updated to add this requirement to the project.)
6. Specifica1ons Division 27 05 33 define innerduct, however, there are not details as to quan1ty and sizes shown on the drawings. Can the VA provide the requirements for each cable pulling segment of the size and quan1ty of innerducts to be provided and installed? Also, in lieu of corrugated innerduct, would fabric innerduct (MaxCell) be considered for exterior ductbanks or where conduits is installed?
Response:
Yes, (2) 3-pocket fabric MaxCell innerducts (MXE86383) should be included in each 4” conduit. Please advise if the drawings should be updated to include this requirement as part of an addendum.
