Multiple Award Task Order Contract Veterans Service Integrated Network 19 Project: V19-21-0001
A. GENERAL INFORMATION
1. Title of Project: Multiple Award Task Order Contract, Project: V19-21-0001
This procurement effort is for construction and two-phase design-build services at Veterans Integrated Service Network (VISN) 19 station locations including, but not limited to, Denver, Grand Junction, Colorado; Cheyenne, Sheridan, Wyoming; Fort Harrison, Montana; Salt Lake City, Utah; Muskogee, Oklahoma City, Oklahoma; and all connected community-based outpatient clinics (CBOCs).
2. This project consists of establishing Multiple Award Task Order Contract (MATOC) Indefinite-Delivery Indefinite-Quantity (IDIQ) under Project Number V19-21-0001. The Government estimates awarding two or more MATOC awards to Offerors that conform to the proposal requirements set forth in the RFP and represent the best value to the Government. The Government reserves the right to award up to any number of contracts that is deemed in the best interests of the Government. Each IDIQ contract will have a base year and four one-year option periods. These awardees will then be eligible to submit proposals in response to solicitations issued to the MATOC IDIQ contractors. General construction requirements are delineated in the project specifications for the IDIQ contract and supplemented by individual task orders. The contractors shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW) and Task Order specific SOWs, specifications and project drawings except as may otherwise be specified.
3. The period of performance for the MATOC IDIQ contract will have one-year (12 months) base period and four (4) one‐year (12 months) option periods. The total guaranteed minimum quantity of service that the Government will acquire under the IDIQ contract is $2,000.00, which also represents a bona fide need of the current fiscal year. The guaranteed minimum award amount is for the entire contract duration (including option periods). Firm‐fixed price task orders (TO) will be negotiated for this contract. The MATOC IDIQ TOs shall have a minimum value of $15,000.00 and a maximum value of $20,000,000.00 and no dollar limit per year up to a maximum of $500,000,000,000 for the entire MATOC IDIQ contract term. In scope modifications do not count toward the $500,000,000.00 maximum of the MATOC IDIQ contract term. The option periods may be exercised within the time frame specified in the resultant contract at the sole discretion of the Government subject to workload and/or satisfaction of the MATOC IDIQ contractor’s performance under the subject contract.
Task orders shall have defined periods of performance. Funded TOs shall have a separate Notice to Proceed (NTP) issued to commence construction activities.

ASSESSMENT
DESCRIPTION
Outstanding
Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Good
Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable
Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Marginal
Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Unacceptable
Proposal does not meet requirements and contains one or more deficiencies. Proposal is not awardable.
The strength, weaknesses or deficiencies used to evaluate offeror’s proposal for each of the non-price factors are defined below.
DEFINITIONS
Strength
An aspect of an offeror’s proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
Weakness
A flaw in the proposal that increases the risk of unsuccessful contract performance.
Deficiency
A material failure of a proposal to meet a government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.
Factor 3: Past Performance If a completed Construction Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 1 for construction experience. If a completed Architect-Engineer (A-E) CPARS evaluation is available, it shall be submitted with the proposal for each project included in Factor 2 for design experience. If there is not a completed CPARS for either construction or A-E evaluation, then submit Past Performance Questionnaires for each project included in Factor 1 and 2 for both Construction Experience and Design Experience. The offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Joseph Wingfield, joseph.wingfield@va.gov.
Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factors 1 and 2 – Construction Experience and Design Experience. Offerors may also address any adverse past performance issues. Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.
The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor. Performance award or additional information submitted will not be considered.
Note: The distinction between construction experience and past performance is that construction experience pertains to the volume of work completed by a contractor that are comparable to the types of work described under the definition of recent, relevant projects, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts Basis of evaluation:
This evaluation focuses on how well the offeror performed on the relevant projects submitted under Factors 1 and 2 – Construction Experience and Design Experience and past performance on other projects currently documented in known sources. In addition to the above, the Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of Contractors who are part of a partnership or joint venture identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.
Offerors will be rated as Satisfactory Confidence when PPQs/CPARS evaluations and information obtained from any other sources reflect, at a minimum, a satisfactory level of performance considering the following: the contractor’s history of reasonable and cooperative behavior; commitment to customer satisfaction; record of conforming to specifications and applicable law (i.e., Davis Bacon Wage Determinations/Safety Standards, etc.); quality of workmanship; record of recommending and/or implementing innovative approaches and/or technologies; record of controlling costs; safety performance record; and adherence to schedules.
The Government will consider the currency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the offeror’s past performance will be used as a means of evaluating the offeror’s probability to successfully meet the requirements of the RFP.
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2) (iv)). Therefore, the offeror shall be determined to have unknown past performance which will be rated as “Unknown Confidence”.
Past Performance, based on the evaluation of all recent and relevant past performance for an offeror, an overall performance confidence rating shall be assigned. The performance confidence ratings are defined below:
ASSESSMENT
DESCRIPTION
Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral)
No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
