About this file

This document provides evaluation criteria for quotations submitted in response to solicitation number 36C24822Q0984, which seeks physical security systems inspection and maintenance services at the Orlando VA Healthcare System. Quotations will be evaluated based on technical approach, past performance, and price. For technical approach, offerors must submit certifications and a preventative maintenance plan. Past performance will be evaluated based on responses to performance questionnaires, CPARS records, and references for recent and relevant contracts providing similar services. Price evaluation will involve multiplying proposed prices by quantities and adding totals to determine the most advantageous offer to the Government based on competition and other factors such as market research or cost estimates. The option to extend services for increments of up to six months will also be considered in the evaluation, assuming option prices are those in effect under the contract.

ATTACHMENT D Amendment 0001

52.212-2 EVALUATION—COMMERCIAL ITEMS (OCT 2014)

(a) Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

(b) The following factors shall be used to evaluate quotations:

i. Technical Approach

ii. Past Performance

iii. Price

(c) Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2(b)(3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. It is an offeror’s responsibility to submit a well-written quotation, with adequately detailed information, which clearly demonstrates compliance with the solicitation requirements and allows for a meaningful review by the procuring agency.

(d) Technical Approach: Submit the following certifications with your quote for verification and to achieve the overall mission objectives to provide physical security systems inspection and maintenance services at the Orlando VA Healthcare System.

i. Submit a copy of your Pelco Certification to provide maintenance services.

ii. Submit a copy of your AMAG certification to provide services for the AMAG Symmetry

Homeland Security Edition.

iii. Submit a copy of your IDENTIV certification to provide maintenance services for

IDENTIV Products.

iv. Submit a copy of your Bosch certification to provide maintenance services for instrument panels.

v. Submit a copy of your Micro Technology Services, Inc (MITSI) Lynx Dealer

Certification (must provide within 90 calendar days after contract award). The Lynx certification is new, due to this, the Government is authorizing a 90-day grace period for the awarded contractor to be certified.

vi. Submit a copy of your Lynx certifications to provide maintenance services.

vii. Submit a copy of each personnel OSHA 30 and 10 hour construction safety courses.

viii. Submit a sample preventative maintenance plan utilizing the equipment and services requested in the Performance Work Statement.

(e) Past Performance:

i. Past performance will be based on performance questionnaire replies, the Contractor’s Performance Assessment Reporting System (CPARS), or any other reasonable basis. Past performance questionnaire replies must include the Contractor’s recent and relevant contracts for the same or similar services, contract numbers, and point of contacts telephone number and email address. The Government will focus on information that demonstrates quality of performance relative to the size of the procurement. Quote must include a minimum of two past performance of same or similar services.

(f) Price:

i. In evaluating the offeror quotation for price reasonableness, the offeror's total evaluated price will be determined by multiplying each price proposed in the price/cost schedule quantity by the unit price and adding all total, then evaluated based on competition. If price reasonableness cannot be determined based on competition, quoted price may be evaluated on one or more of the following:

a. Based on Market Research

b. Based on Comparison of Prices Found Reasonable on Previous Prices

c. Based on Comparison to the Independent Government Cost Estimate

d. Other Reasonable Basis

(g) Options: For purposes of award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.

(h) Notice of Award: A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), if there are negotiations after its receipt, unless a written notice of withdrawal by the offeror is received before award.
