About this file
This document is the 852.219-75 VA Notice of Limitations on Subcontracting - Certificate of Compliance for Services and Construction clause. It outlines the requirements for contractors awarded VA contracts under 38 U.S.C. 8127 to comply with limitations on subcontracting to non-Veteran-Owned Small Businesses (VOSBs) or Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The clause specifies that for service contracts, the contractor cannot pay more than 50% of the contract amount to firms that are not VIP-listed certified SDVOSBs or VOSBs. For general construction contracts, the limit is 85%, and for special trade construction contracts, the limit is 75%. The contractor must certify compliance with these requirements and acknowledge that failure to comply may result in penalties. The clause also outlines the contractor's obligations to provide evidence of compliance and cooperate with VA requests for documentation.
The related federal contract opportunity is for Special Roofing Replacements for Buildings 1, 4, 5, 12, 17, 18, 61, and 135 at the Tuscaloosa VA Medical Center, with a 365-calendar day period of performance. The contractor shall provide all materials, supervision, and labor to complete the roofing replacement project, following applicable safety, security, and information management requirements.
