SPECIAL ROOFING REPLACEMENTS
1. Request clarification for the questions below:
Building 1
1. Do you have core samples for Roof Areas 1-3? See attached roof investigation report.
2. Do you know the roof substrate for Roof Areas 1-3? Concrete, See attached roof investigation report.
Building 4
1. Do you have core samples for Roof Areas 1-6? See attached roof investigation report.
2. Do you know what the existing deck substrate is? Varies, See attached roof investigation report.
Building 5
1. Is the TPO being adhered directly to the deck on East and West balconies. Refer to detail 3/5-A-300 and specification section 07 54 23, paragraph 3.5.
Building 18
1. Can you clarify Item 18 in the Demolition Keynotes “Repair Roof Drain?” Per sheet 18-A-100 see details 1 and 2 on sheet A-621.
2. Keynote Item 4 – Reinstall copper ridge ventilators, please clarify. See detail 7/A-610.
3. Do you have core samples? See attached roof investigation report.
Building 135
1. Do you have core samples for Roof Areas 1-9? See attached roof investigation report.
2. What is the existing deck substrate for Roof Areas 1-9? Concrete, See attached roof investigation report.
2. Can you please give clarification about the asbestos abatement on the slate roof on buildings 12 and 17? Per information provided by the government, just in the tar.
Is it the entire roof or just where the tar is around the penetrations? Just the tar.
Are there other buildings that need to be abated? Refer to the scope of work in the drawings.
3. Other than the overhead protection listed on the plans, are there any other scaffolding requirements? Refer to the scope of work included in the drawings.
4. We will need to use a crane and various heavy equipment to reach all of the different roof areas. Are there going to be any restrictions for heavy equipment use? All work shall be accomplished conforming to sections 01 00 00 and section o1 35 26 paragraph 1.19 of the specifications.
5. Does the VA have any requirements on which building(s) we can work on first or is that up to the contractor? For example, can we work at two buildings at one time? There is not a required phasing plan included in the contract documents, however, all proposed schedules must be submitted for approval to the COR per section 01 32 16.15.
6. Is the Contractor required to have a Certified Industrial Hygienist on site during Asbestos Abatement work? See specification section 02 82 13.21, paragraph 1.6.
7. On Drawing 4-A-800 it shows lead based paint removal from the balustrade however on Drawing 4-A-201 Note 13 it states the balustrade work is being done under a separate contract. It seems Buildings 1 and 4 have separate Balustrade work being done under a different contract. Will the VA please clarify? Reference notes on sheets A-4-200 and 201, Building 4 does not have a separate contract for work that includes balustrades.
8. Does the Lead Based Paint Removal on wood surfaces scope of this project require complete down to bare wood LBP removal or will cracked/peeling LBP removal down to smooth paintable surface with encapsulation be sufficient? Per the bid documents, all lead paint is to be abated.
9. On building 61, the plans call for overhead protection over each entry way, however, the project would be completed in sections. Would the VA allow the contractor to set up overhead protection as needed as opposed to building overhead protection for each entry before work starts? Overhead protection shall be provided by the contractor to meet the approved schedule phasing plan by the COR.
10. Would the VA consider posting the sign in sheet from the site visit? Yes
11. As this project has complex scopes to address and properly price, we request the date of RFI’s submission be extended (1) week. RFI due date will not be extended. Specs and Drawings were provided on 22 May allowing review prior to site visit. Any late RFI’s received may or may not be answered depending on the impact the Government feels it may have on proposals.

13. Drawing G-300 lists two deductive alternates but the bid form does not reflect or allow for these items. How do you wish to address? Price Offer Schedule updated to include two deduct alternates. (attached)
Drawing G-300 should read:
DEDUCTIVE BID ITEM #1: BASE BID EXCEPT DELETE ALL WORK ASSOCIATED
WITH THE RE-ROOFING OF BUILDING 4 AND BUILDING 18.
DEDUCTIVE BID ITEM #2: DEDUCTIVE BID ITEM 1, PLUS DELETE ALL WORK ASSOCIATED
WITH THE RE-ROOFING OF BUILDING 12 AND BUILDING 17.
Specs 01 00 00, General Requirements, Paragraph 1.3, Statement of Bid Items, should read:
ALTERNATE NO.1: BASE BID except delete all work associated with the Reroof of Building 18 and Building 4.
ALTERNATE NO.2: ALTERNATE 1, plus delete all work associated with the Reroof of Building 12 and Building 17.
14. Existing deck types, roof thickness and composition: See Responses below:
· For each roof, what is the existing deck type and thickness? See attached roof investigation report.
· For each roof, what is the existing roof system assembly and thickness? See attached roof investigation report.
· Are there pictures of the low slope / flat roof core samples? See attached roof investigation report.
15. Ventilation at the existing shingle roof system
· Detail 1/ 61-A-300 (plan page 75) does not mention any type of soffit ventilation. Is this correct? Existing soffits are vented.
· It is mentioned that approximately 30% of the plywood decking requires replacement due to sagging. This may be due to poor ventilation. Has it been determined that the existing ventilation intake and exhaust design is sufficient to prevent this from recurring? The soffits are vented, and ridge vents are in place to satisfy the existing code.
· If not, what measures are needed to attain sufficient ventilation and included in the bid? Keynote #1 on sheet 61-A-100 calls for new insulation to be installed with 1” baffles.
· What is the thickness of the existing decking and what thickness is to be used in the replacement? Refer to notes on sheet 61-AD100
16. Can you please provide a copy of the site visit sign in sheet? Yes
17. The project lists a requirement for a Superintendent, QC Manager and Safety Officer. Can any of these persons have more than one duty or must each be a separate and fulltime person? Yes, the person can have more than one duty.
18. Drawing 1-G-400 has notes to construct a temporary canopy to protect pedestrians from falling debris. Do you have an engineered specification/detail for these? If not, will a temporary wood and plywood be sufficient or wood posts and tarps? Contractor is to utilize wood studs and ¾ inch plywood sheathing for protection.
19. Drawing 1-AD200 – demolition note 17 states the balustrade repairs are being performed under a separate contract. Other areas on the drawings (i.e. bldg. 5) seem to have this scope in this project. Please confirm/clarify that all the balustrade work on every building in this contract is being performed under a separate contract. Building #1 has a separate contract action item which work must be coordinated. However, Buildings #4 and #5 do not have other contract actions. Clarification: Reference notes on sheets A-4-200 and 201, Building 4 does not have a separate contract for work that includes balustrades.
20. In a majority of the Building drawings it states a quantity of decking or bad wood to expect and include in the bid. It also states that if additional damaged wood is found to inform the COR. The question is, will this be handled as an unforeseen condition and if so, how will be given direction to protect/dry-in the area until a modification is provided? Contractor shall notify the COR of the information and impact.
21. In follow on to the previous question, in lieu of negotiating a modification for the additional bad wood, can you incorporate an allowance into the contract (separate CLIN) and utilize unit pricing established with the bid? No. This way the project can move forward without delay and if all the allowance does not get used, a deductive modification can be done at the end of the project.

22. Drawing 61-AD100 demolition note #9 states to remove all the batt insulation on the underside of the roof decking for the entire building. As only certain areas of the decking is being replaced, this activity will need to be performed from the attic space. What about the attic area the has drywall on the underside of the roof deck; will the drywall need to be removed also or is that the area that does not get removed? The batt insulation may remain area hatched with ¾ inch fire rated sheathing located in the Southwest corner of the building 61, as shown on sheet 61-AD100. As built drawings indicated this insulation is located on the drywall and not the underside of the roof deck and meets current code.
