The revisions to the bidding documents are as follows:

1. This procurement is 100% set-aside for Service-Disabled, Veteran-Owned Businesses (SDVOSB). Only SDVOSB concerns are eligible to bid on this project, and bids received from concerns that are not SDVOSB concerns shall be rejected. In order to be considered, the firm must be registered on the U.S. Department of Veteran Affairs VIP website (https://www.vip.vetbiz.va.gov/) as a SDVOSB at the time of submission of their bid. No award will be made to a bidder that is not registered.

2. The deadline for receipt of bids is Friday 9/13/19 at 1:30pm local time. Bid opening will be held in Room 2K-113 located on the 2nd floor of the VA Richmond Main Medical Center (Building 500).

This will be a public bid opening. Hand-delivered bids will be received, opened and read aloud. Bids that are couriered overnight should be sent to the following address:

Responses to bidder questions and RFI’s received by the deadline Friday, 9/6/19 @ 4:00pm local time are listed below:

1. Specification Section 08 14 00 Part 38 Products, calls for the Basis of Design to be in Section 09 06 00 Schedule for Finishes. The schedule for Finishes has the right side of the pages missing making it impossible to read the schedule.

Can this schedule be replaced?

RESPONSE: Please see attached spec section 09 06 00.

2. Ref drawing GX003- What area or areas can be used to stage a crane to accommodate structural steel erection and other trades? Due to nature of project a large crane will be required for extended periods of time. Keynote indicates emergency entrance cannot be blocked for any reason at any time.

RESPONSE: Crane staging will be within the laydown area, see attached sheet.

3. Ref spec section 01 91 00- page 158 of pdf the abatement section 02 82 11 is identified on lower left corner of several pages. Demolition section 02 41 00 heading starts on page 193 of pdf and contains only 2 pages with asbestos abatement starting on page 195 of the pdf. Within abatement spec (pg 205 of pdf) the footer is identified with section 05 52 13. There are various sections throughout the pdf with similar indifferences from the section header at the beginning of section to sections noted on the footer. Will corrections be forthcoming?

RESPONSE: The specifications are all correct.

4. Ref drawing AD101- During site visit we were brought into microbiology room 3A-167. Based on my understanding of what was mentioned, the new corridor leading into the new clinical lab will be routed through microbiology. Based on the layout of existing walls scheduled for demolition the drawings don’t appear to match microbiology. Can a drawing with existing room numbers be provided for areas affected by new corridor? Are these rooms numbers identified on room finish schedule?

RESPONSE: The room layout shown as existing on the third level is from the adjacent Medical Intensive Care Unit project under separate contract. It is likely that the existing microbiology area will not be renovated until the new microbiology area in the new clinical lab is operational.

5. Ref drawing AS101- Does any of the roofing material scheduled for demolition contain asbestos? If so are they adhered to the topping slab also scheduled for demolition?

RESPONSE: No

6. Ref drawing AD101- Keynote 8- What is the roof structure comprised of over the stairwell?

RESPONSE: Per the as-builts of the original hospital building design, the roof over the existing stairwell is comprised of a built-up roof over 5-1/2” of insulation on a concrete deck. The original concrete deck over the stairwell was originally designed as “removable” for future expansion. The area of the concrete deck that is removable is 15’-2-1/4” as measured from the inside face of the exterior wall. The portion of the deck that is not removable shall serve as the landing for the new third floor level.

7. Ref drawing AD101 Keynote 5- What is the thickness and compressive strength of topping slab scheduled for removal?

RESPONSE: In review of the as-builts of the original hospital building design, there does not appear to be an existing topping slab on the current roof structure. The roofing to be removed should consist of a built-up roofing system on approximately 5-1/2” of rigid insulation.

8. Ref drawing AE311- Detail F9 illustrates wall framing bearing on existing structural deck. When referring to detail F9/AE602 metal framing appears to bear on topping slab. Shall all cold form and light gauge framing bear on topping slab?

RESPONSE: Detail F9 on Sheet AE602 is correct. The metal wall framing should bear directly on the new topping slab. This is consistent with similar exterior wall details F3 and F6 on Sheet AE511 and is consistent with the original hospital construction.

9. Ref drawing AI612- Room 106D shown on room finish schedule. Where is the room located on floor plan AE131?

RESPONSE: Microbiology is an area of the laboratory that is roughly defined as the area between gridlines “S” and “V” and gridlines “11” and “12”. Also reference Plan F1 on Sheet AI434. Room finishes are generally the same as the other areas of the lab defined as Room 106-series.

10. Ref drawing GX003- Can photos be provided of laydown area? Will site restoration be required and if so what is the area comprised of?

RESPONSE: Restore the laydown area after construction is completed to present condition. VA to add photos / existing information if is more available.

11. Ref drawing AE201- North elevation requires new metal panel from 2nd floor elevation up to parapet cap. Will removal of brick veneer be required on the 2nd floor north side to accommodate metal panel install or will the panels be installed over the brick veneer with furring?

RESPONSE: Refer to Wall Section F5 on Sheet AE311 and Details F1 and F3 on Sheet AE511. The existing brick is to be removed from the top of the parapet to a height of 8 inches below the top of the structural slab. The metal wall panel shall overlap the existing brick veneer for areas of the wall below the height of the third floor elevation.

12. Ref drawing AI631 & specification section 11 41 21 Walk in Cooler- Part 1.1 Description calls out “Walk in site assembled refrigerators” Who provides and installs the walk in modular cooler 3F-126?

RESPONSE: Procurement and installation of walk-in coolers shall be included in the construction contract and shall be the responsibility of the general contractor.

13. Ref specifications 11 53 13, 11 53 23, 11 53 53 and 11 71 02- Will the VA be providing and installing all equipment associated with these specification sections?

RESPONSE: Refer to Sheets AI403 through AI407 and Sheets AI431 through AI434. This equipment is existing and will be relocated from the existing location within the hospital to be installed in the new addition. This work shall be under separate contract; however, the general contractor shall be responsible for the coordination of utility connections.

14. Ref spec section 12 24 00- Which windows require shades?

RESPONSE: All vision glazing panels within window storefront systems W-1 shall receive roller shades. Vision glazing panels are identified on the building exterior elevations on Sheets AE201 through AE203.

15. Ref spec section 12 32 00- Is there other wood casework required by the contractor aside from the cabinets in breakroom 3F-112 and the solid surface tops shown on rooms 3F109 & 3F-111?

RESPONSE: Built-in wood casework is shown on the Drawings, specifically on Sheets AI401 and AI402. Bidders are responsible for verifying own quantities.

16. Ref spec section 12 31 00- Will all metal casework be provided and installed by the VA?

RESPONSE: The general contractor shall provide and install metal lockers indicated in the Drawings. Reference Sheets AI401 and AI402.

17. General Requirements, Paragraph 1.2-D “Before placement and installation of work subject to tests by testing laboratory retained by Department of Veterans Affairs, the Contractor shall notify the COR in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection.” Please confirm the costs for all required testing and inspection, Section 01 45 29, will be paid by the VA.

RESPONSE: No, Refer to specification section 01 45 29 Testing Laboratory Services,

1.1 DESCRIPTION, which states: “

“This section specifies materials testing activities and inspection services required during project construction to be provided by a Testing Laboratory retained by the Contractor.”

18. General Requirements, Paragraph 1.9-D – Please confirm that the NPDES and SWPPP will be developed and paid for by the VA. The KTR will only be responsible for collaborative input as detailed in the paragraph.

RESPONSE: NPDES and SWPPP will not be required.

19. General Requirements, Paragraph 1.21-A – This paragraph is in conflict with 01 91 00 which states that the commissioning agent and Plan will be paid for by the VA. Please clarify.

RESPONSE: Only the HVAC Commissioning will be required by the contractor.

20. General Requirements, Paragraph 1.25-A & B – Please confirm this will be contract requirement.

A quality control specification has not been issued. Is a Quality Control Manger to be provided by the KTR for this contract? If Yes, What are duties and responsibilities of the QCM.

Can this role be combined with another project role?

RESPONSE: The duties of the QCM are to to maintain quality control. No, this role cannot be combined with another project role.

21. SECTION 01 91 00 provides a Non-Project specific list of systems to be commissioned.

Some systems listed are not part of the project. In order for the contractor and subcontractors to accurately cost their respective commissioning efforts a project specific list of systems to be commissioned must be provided.

Please provide a project specific list of systems for which commissioning will be required.

RESPONSE: The contractor will only be required to commission the HVAC system.
