About this file

This is a Questions and Answers document for RFI 36C24426Q0415 regarding Fire Suppression Sprinkler Services at Coatesville VA Medical Center. The document clarifies that this is a new contract with no incumbent performance requirement and that a mandatory site visit will be held on July 9, 2026, at 1:00 PM EST at Building 1 of the Coatesville VAMC Campus. The government confirmed that Building 38 requires replacement of approximately 10 sprinkler heads (quick reaction type, both upright and pendant configurations) and that the primary scope involves internal pipe inspections rather than annual inspections performed in-house by the VA Fire Department. Over the five-year contract period, contractors should budget for replacement of approximately 135 gauges, averaging 27 gauges annually.

The Q&A clarifies that the fire alarm system, which monitors the sprinkler system, will not be impacted by the contracted work and is separately monitored by the VA Fire Department off-station. The government indicated that blank sprinkler system reports are available to support contractor pricing and planning efforts. This is a new procurement for fire suppression sprinkler maintenance and inspection services under the jurisdiction of the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4.

1. Question: “Is this a brand new contract or is the incumbent performing the services?

Answer: This is a new contract and the incumbent is not required to perform the services.

2. Question: Will a there be time to do a site visit?

Answer: A site visit will occur on 9 July, 2026. Please meet the TPOC at Bldg. 1 of the Coatesville VAMC Campus at 1:00 PM EST.

3. Question: Can the Government provide the quantity of sprinklers systems, sprinkler heads, and gauges for each building, or any available fire protection drawings/inspection reports to help with pricing.

Answer: “There are approximately 10 sprinkler heads, both upright and pendant heads that are going to need replacement in Building 38. The sprinkler heads are quick reaction type heads.

This contract is not for annual inspection of the sprinkler system that occurs in house by the VA Fire Department. We are looking for the internal pipe inspections to be performed, which will include the replacement of gauges. Approximately 135 gauges over the course of the contract. This averages 27 gauges a year.

The fire alarm system monitors the sprinkler system but the work that is being performed does not impact the fire alarm system.

Attached are the blank sprinkler system reports.

The fire alarm system is monitored by the VA Fire Department and does not transmit off station.”
