About this file

This document is a justification for a sole source procurement of Sherwin Williams paint from the Department of Veterans Affairs Pittsburgh Healthcare System. The VA requires Sherwin Williams paint for several reasons. Sherwin Williams paints are standardized throughout VA facilities due to their chemical composition with no VOCs, which are designed for hospital applications. The paints also allow for easy in-house stocking, coloring, and touch-ups without noticeable differences. Specifically, the VA needs Sherwin Williams Super Paint for air purification in patient and staff areas, Super Paint for sanitization, Pro Industrial water based catalyzed epoxy, and Pro Industrial acrylic semi-gloss. This sole source procurement is authorized under the one responsible source authority because only Sherwin Williams paint will meet the VA's needs to maintain a safe and consistent painted environment across its facilities.

Services ( ) International Agreement ( ) Authorized or Required by Statute ( ) National Security ( ) Public Interest

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The acquistition is authorized pursuant to 10 U.S.C. 2304 (c)(1), and is implemented by FAR 6.302-1 (c), Only one responsible source and no other supplies or services will satisfy agency requirements.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Any action to increase competion for the suppliers of the Sherwin Williams line of paint would cause an undue hardship on the VA Pittsburgh Healthcare System. VAPHS has been making a conscious effort to standardize the finishes throughout the restroom, laboratory and clinical areas to make them more resistant to infectious pathogens and easier for the limited custodial staff to maintain. The installation of material finishes other than Sherwin Williams would require duplication of maintenance materials and could expose our veteran patient population to dangerous pathogens unnecessarily.
