About this file
This document is a justification for other than full and open competition for a federal contract. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 is seeking to acquire proprietary ASI Storage Solutions phenolic lockers on a sole source basis as part of a larger construction project set aside for Service-Disabled Veteran-Owned Small Businesses. The lockers are required for use throughout VA facilities due to their durability, moisture and corrosion resistance, ability to withstand abusive use, and ease of routine disinfection, which helps prevent the spread of pathogens. Only ASI phenolic lockers meet the agency's needs for these characteristics.

3. Description of Supplies/Services Required to Meet the Agency’s Needs: The VAPHS uses ASI
Storage Solutions – Phenolic Lockers through out all facilities on both the University Drive and Heinz Campuses. ASI Storage Solutions – Phenolic Lockers has been found to be the most adventageuos product to prevent day to day abusive use and it is very easy to routinely clean and disinfect by the custodial staff using common products eliminating the need to stock numerous different cleaning products. This item is being sole sourced under a larger construction project that will be competed as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set aside.
4. Statutory Authority Permitting Restricted Competition:
( X ) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements
( ) Unusual and Compelling Urgency ( ) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert
Services ( ) International Agreement
( ) Authorized or Required by Statute ( ) National Security ( ) Public Interest
5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The acquistition is authorized pursuant to 10 U.S.C. 2304 (c)(1), and is implemented by FAR 6.302-1 (c), Only one responsible source and no other supplies or services will satisfy agency requirements.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Any action to increase competion for the suppliers of the ASI Storage Solutions – Phenolic Lockers would cause an undue hardship on the VA Pittsburgh Healthcare System. VAPHS has been making a conscious effort to standardize the finishes throughout the restroom, laboratory and clinical areas to make them more resistant to infectious pathogens and easier for the limited custodial staff to maintain. The installation of material finishes other than ASI Storage Solutions would require duplication of maintenance materials and could expose our veteran patient population to dangerous pathogens unnecessarily.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable: This item is being sole sourced under a larger construction project that will be competed as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set aside.
Therefore, competition will be provided on the base contract which will lead to a fair and reasonable price.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted: Further market research was not conducted based on the same content provided in paragraph 6 above.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: N/A
