About this file
This document is a justification for other than full and open competition for a federal contract opportunity with the Department of Veterans Affairs. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 is seeking to acquire proprietary Chicago gooseneck faucet assemblies adapted with Powers thermostatic cartridge assemblies for use in the VA Pittsburgh Healthcare System. The justification cites that only the Chicago gooseneck faucet assembly is compatible with and easily adaptable to the Powers thermostatic cartridge assembly, which allows for temperature control and helps prevent scalding and kill bacteria in water lines. Further market research was deemed unnecessary due to standardization efforts across VA facilities to promote cleanliness and ease of maintenance. The contracting officer determined the anticipated cost would be fair and reasonable as the item will be procured under a larger construction project set aside for 100% small business veterans.
