About this file
This document is a Justification and Approval for Other Than Full and Open Competition for a federal contract opportunity issued by the Department of Veterans Affairs. The contract is for the acquisition of proprietary Lumicor Resin Panels to be used throughout VA Pittsburgh Healthcare System facilities. The resin panels have shown to be the most durable and simple solution for protecting walls, floors, and ceilings from damage while also being resistant to bacterial and fungal growth and various chemicals. As the resin panels are the standard application used throughout all VAPHS facilities, only Lumicor can meet the agency's requirement for quick replacement of panels by the Maintenance and Repair Shops. The acquisition is set aside as a 100% Service-Disabled Veteran Owned Small Business opportunity under a larger construction project. Market research was deemed unnecessary due to the standardization of finishes for infection control and ease of maintenance.
