About this file
This justification and approval document concerns a sole-source contract award for overhead patient lift replacements at the VA Pittsburgh Healthcare System. The VA Pittsburgh requires replacing 231 aging ceiling lift motors, hangar bars, and scales from Arjo, Inc. to maintain the lifetime warranty on the existing Arjo overhead lift track system. Utilizing a different manufacturer's motors would void the warranty and require replacing over 200 reusable slings at significant additional cost. The statutory authority for the sole-source award is 38 U.S.C. 8127(c) which provides for contracting directly with Arjo as the lifts were originally supplied by them. The justification was certified by the contracting officer and branch chief as meeting the requirements for other than full and open competition.
