About this file

This document is a justification for other than full and open competition for a federal contract opportunity issued by the Department of Veterans Affairs. The justification seeks to sole source the procurement of Acrovyn Handrail products for use in construction and renovation projects throughout VA medical centers in Pittsburgh, Pennsylvania. The handrails are a proprietary product that has been standardized across the VA's facilities due to durability, ease of maintenance, and resistance to bacteria, fungi, and chemicals. Using another product would require duplicative maintenance materials and potentially expose patients to pathogens. The solicitation associated with this justification is for a renovation project at the University Drive VA medical center involving construction of a 48-hour observation unit. The construction project will be fully competed as a set-aside for Service-Disabled Veteran-Owned Small Businesses, thereby ensuring fair and reasonable pricing for the sole sourced handrail component.

DEPARTMENT OF VETERANS AFFAIRS

Justification and Approval (J&A) For Other Than Full and Open Competition (>SAT)

Acquisition Plan Action ID: 36C244-23-AP-3927

1. Contracting Activity:

a. Department of Veterans Affairs, VISN 04, VAPHS, University Drive Campus, Pittsburgh, PA 15215

1. Nature and/or Description of the Action Being Processed: Acquisition of proprietary Acrovyn Handrail in Natural Peregrine-1607. Acrovyn is the standard application throughout VAPHS due to the C/S Acrovyn 4000 Model Series has shown to be most durable and simple solution throughout facilities to protect from damage. Acrovyn 4000 Model Series is resistant to certain bacterial & fungal growth (per ASTM G 22-76 & G 21-96) and chemical resistant (per ASTM D 543). The other factors are that wall guards, and corner guards are a large item that must have maintained stock in order to be replaced on a regular basis as space is limited having a standard allows for a quick replacement. It is necessary to maintain a large stock on all wall guards as they must be replaced for the following reasons: damaged walls, water breaks, patch and repairs by our Maintenance and Repair Shops. Any form of deficiency in a flooring, walls and ceilings must be immediately addressed by our M&R Shops due to Safety and Infectious Control standards.

This Sole Source Product is for Acrovyn Handrail P-PASN in Natural Peregrine-1607to be used in this project, which will be approximately

2. Description of Supplies/Services Required to Meet the Agency’s Needs: The VAPHS uses Acrovyn

Handrail throughout all facilities on both the University Drive and Heinz Campuses. Acrovyn has qualities, as noted below, that are key factors in the standardization. This allows for quick replacements to be completed by our M&R with no adverse side effects to our patients. The Crash Rail is used across the campuses are designed with the following performance criteria:

a. Construction: Acrovyn Handrail is

i. Engineered PETG: Extruded material should be high impact Acrovyn 4000 with shadowgrain texture, nominal .078" (1.98mm) thickness. Chemical and stain resistance should be per ASTM D543 standards as established by the manufacturer. Colors to be indicated in the finish schedule from one of manufacturer’s standard color range.

ii. Aluminum: Extruded aluminum should be 6063-T6 alloy, nominal .062" (1.57mm) thick crash rail retainer. Minimum strength and durability properties as specified in ASTM B221.

iii. Stainless Steel: Handrail to be type 304 alloy with #4 satin finish, nominal ¼" (6.35mm) thickness. Cast brackets to be type 304 alloy with #4 satin finish.

iv. Fasteners: All fasteners to be non-corrosive and compatible with aluminum retainers. All necessary fasteners to be supplied by the manufacturer.

b. Styles:

i. Surface mounted

c. Physical Characteristics:

i. Engineered PETG Handrails to be Acrovyn 4000 by Construction Specialties: Surface mounted handrail and crash rail configuration with color matched end caps returning to the wall and mounting brackets spaced as indicated on C/S installation instructions.

Attachment hardware shall be appropriate for wall construction.

1. Model P-RSAN 6 3/8" h (161.9mm) handrail/crash rail configuration consisting of a round stainless-steel handrail and engineered PETG crash rail with matching end caps returning to the wall. Dual cantilevered mounting brackets to be stainless steel;

5. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Any action to increase competition for the suppliers of Acrovyn Vinyl 4000 Model series would cause an undue hardship on the VA Pittsburgh Healthcare System. VAPHS has been making a conscious effort to standardize the finishes throughout the restroom, laboratory and clinical areas to make them more resistant to infectious pathogens and easier for the limited custodial staff to maintain.

The installation of material finishes other than Acrovyn would require duplication of maintenance materials and could expose our veteran patient population to dangerous pathogens unnecessarily.
