About this file
This document is a justification and approval for other than full and open competition for an acquisition by the Department of Veterans Affairs. The VA Pittsburgh Healthcare System requires proprietary Interface LVT flooring tiles for approximately 2,000 square feet throughout its facilities. The tiles have specific physical characteristics and performance criteria that are key to standardizing finishes for infection control and maintenance. As the facilities have used Interface LVT tiles extensively, replacing flooring requires matching the existing product to ensure quick replacement without adverse effects for patients. This acquisition is authorized as only Interface provides tiles that meet the agency's needs. The anticipated cost is considered fair and reasonable as the purchase will be part of a larger construction project competed as a 100% SDVOSB set-aside, providing competition on the base contract.

1. Nature and/or Description of the Action Being Processed: Acquisition of proprietary Interface LVT.
Interface LVT is the standard application throughout VAPHS due to the flooring is free of Ortho Phthaslates, added formaldehyde and heavy metal stabilizers. Single tiles can be replaced, and no welding is needed, and light weight. The other factors are that flooring is a large item that must have maintained stock in order to be replaced on a regular basis as space is limited having a standard allows for a quick replacement. It is necessary to maintain a large stock on all flooring as they must be replaced for the following reasons: damaged flooring, water breaks, patch and repairs by our Maintenance and Repair Shops. Any form of deficiency in a flooring, walls and ceilings must be immediately addressed by our M&R Shops due to Safety and Infectious Control standards.
This Sole Source Product is for Interface LVT – Studio Set / Brushed Lines / Ridge-Fresco to be used in this project, which will be approximately

4. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The acquisition is authorized pursuant to 10 U.S.C. 2304 (c)(1), and is implemented by FAR 6.302-1 (c), Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Any action to increase competition for the suppliers of the Tarkett Contour PCRS Rays Tile would cause an undue hardship on the VA Pittsburgh Healthcare System. VAPHS has been making a conscious effort to standardize the finishes throughout the office, restroom, laboratory and clinical areas to make them more resistant to infectious pathogens and easier for the limited custodial staff to maintain. The installation of material finishes other than Tarkett would require duplication of maintenance materials and could expose our veteran patient population to dangerous pathogens unnecessarily.
