About this file

The document is a Roadway Geotechnical Report prepared by Tierra South Florida, Inc. for Collier County Transportation Management Services, specifically for the 16th Street NE Bridge Project located in Collier County, Florida. The project involves approximately 3.3 miles of roadway from Golden Gate Boulevard to north of Randall Boulevard, including a new bridge over the Golden Gate Main Canal, roadway widening, a 6-foot sidewalk on the west side, drainage improvements, and mast arms at Randall Boulevard. The geotechnical investigation was conducted in September and October 2022, involving auger borings, Standard Penetration Test (SPT) borings, pavement cores, and various laboratory analyses to assess soil conditions, groundwater levels, and engineering characteristics along the project alignment.

The report provides comprehensive technical details about the subsurface conditions, including soil classifications, groundwater depths, and recommended construction approaches. Laboratory tests revealed predominantly sandy soils with varying classifications (A-3 and A-2-4), and groundwater levels were typically encountered at depths of 1 to 3 feet. The investigation identified several critical geological considerations, such as the presence of weathered limestone/caprock at shallow depths, which will require non-conventional construction techniques and specialized equipment. The Limerock Bearing Ratio (LBR) tests suggested a recommended design LBR of 30 psi, and environmental classification tests indicated moderately aggressive conditions for steel and slightly aggressive conditions for concrete structures. The report serves as a critical technical resource for engineering design and construction planning of the roadway improvement project.

TSF Project No. 7511-22-279

1.0 PROJECT DESCRIPTION

The project includes approximately 3.3 miles of 16th Street NE from Golden Gate Boulevard to north of Randall Boulevard. The proposed improvements include a new bridge over the Golden Gate Main Canal, roadway widening, a 6-foot sidewalk on the west side of the roadway, drainage improvements, and mast arms at Randall Boulevard.

The purpose of this study was to provide geotechnical (i.e. soils and groundwater) input to the design team to assist in the design and construction of the proposed roadway, sidewalk, and drainage improvements. The bridge and mast arms will be addressed in separate reports.

2.0 SCOPE OF SERVICES

The study was performed to obtain information on the existing subsurface conditions along the project alignment to assist in the design and preparation of construction plans for the proposed roadway improvements. The following services were provided:

1. Reviewed readily available published topographic and soil information. This information was obtained from the soil survey information published by the United States Department of Agriculture (USDA) Soil Conservation Services (SCS), and United States Geological Survey (USGS) Topographic Maps.

2. Performed double-ring infiltration tests (ASTM D 3385).

3. Performed pavement cores with base depth checks.

4. Performed auger borings to depths of 6 feet at approximate 100-ft intervals, offset left and right, for the roadway widening.

5. Performed Standard Penetration Test (SPT) borings to depths of 15 feet at approximate 500-ft intervals on the west side of the alignment for drainage improvements.

6. Collected bulk soil samples and performed Limerock Bearing Ratio (LBR) tests (FM 5- 515).

7. Classified soil samples using the AASHTO Soil Classification System and performed laboratory testing to establish soil properties. The laboratory testing included grain-size analysis (AASHTO T27), moisture content (AASHTO T265), and organic content

(AASHTO T267).

8. Performed corrosion series testing: pH (FM 5-550), resistivity (FM 5-551), sulfate (FM 5- 553), and chloride content (FM 5-552).

9. Prepared this Roadway Geotechnical Report.

These geotechnical services were performed in general accordance with FDOT Soils and Foundations Handbook (SFH).

Riviera fine sand, limestone substratum-Urban land complex, 0 to 2 percent slopes

Riviera, limestone substratum-Copeland fine sand-Urban land association, 0 to 2 percent slopes

Based on the USGS topographic map, the project area is at an approximate elevation of +15 to +25 feet, NAVD. An excerpt from the USDA Soil Survey is presented in Appendix.

3.2 Field Explorations

The subsurface conditions were explored by roadway auger borings and SPT borings drilled to depths of 6 to 15 feet below existing grades. The boring locations were marked in the field by TSF personnel using a hand-held GPS. The approximate locations of the borings are presented in the Appendix. The samples of the in-place soils were placed in airtight jars and returned to our laboratory for classification by a Geotechnical Engineer. The samples were visually classified in general accordance with the AASHTO Soil Classification System.

The soil types encountered in the borings have been assigned a stratum number. The stratum numbers and soil types encountered are listed below. Soil profiles encountered in the borings are presented in the Appendix.

6 TOPSOIL A-8 UNSUITABLE

Roadway Geotechnical Report 3

Collier County, Florida

Minor materials encountered in the soil borings are included with alphanumeric designations.

These materials include A. with limerock, B. with trace shell, C. with few shells, D. with some shell, E. with trace limestone, F. with few limestone, G. with organics, H. with silt, I. with trace roots, and J. with sand.

A Geotechnical Engineer classifies soils based on a visual review of the recovered samples, laboratory testing, and interpretation of the field boring logs. The boring stratification lines represent the approximate boundaries between soil types of significantly different engineering properties; however, the actual transition may be gradual. In some cases, small variations in properties not considered pertinent to our engineering evaluation were abbreviated or omitted for clarity. The boring profiles represent the conditions at each boring location, variations do occur and should be expected among the borings.

4.0 LABORATORY TESTING

Representative soil samples from the borings were selected for laboratory testing to verify visual classifications and provide soil properties of each stratum. The laboratory tests performed include organic content test (AASHTO T267), natural moisture content test (AASHTO T265) and grain-size sieve analysis (AASHTO T27), and Limerock Bearing Ratio test (FM 5-515). Corrosion tests (FM-550, 551, 552, and 553) were also performed from select samples obtained from the drainage structure borings. The laboratory test results are presented in the Appendix.

5.0 GROUNDWATER CONDITIONS

5.1 Groundwater

The groundwater level was measured at the boring locations following the termination of drilling.

The depth to groundwater was encountered at approximate depths of 1 to 3 feet. Please note that the fieldwork was performed in late September and mid-October 2022, before and after Hurricane Ian.

It should also be noted that the groundwater table in the project limits is perched for short periods after heavy rain events in and above the plastic A-2-4 silty sands and caprock encountered.

Groundwater conditions will vary with environmental variations and seasonal conditions, such as the frequency and magnitude of rainfall patterns, as well as man-made influences (i.e. existing canals, swells, drainage ponds, underdrains, and areas of covered soils like paved parking lots and sidewalks). Fluctuation should be anticipated. We recommend that the Contractor determine the actual groundwater levels at the time of construction to determine groundwater impact on construction procedures.

Roadway Geotechnical Report 4

Collier County, Florida

5.2 Estimated Seasonal High Groundwater Table

The seasonal high groundwater table (SHGWT) is the highest average depth of soil saturation during the wet season during a normal year. The SHGWT is determined based on a review of the USDA Soil Survey, field observations, and soil profile indicators. The estimated seasonal along the project alignment is provided in the Appendix. Based on water level recordings from the Miller 3 Weir, the water level was approximately ½ foot higher than the normal seasonal highs during this period.

We recommend the project design be coordinated with existing permits, profile grades, and drainage structures. The SHGWT and Design High Water (DHW) elevations should be adjusted accordingly for a smooth transition in roadway and drainage profiles.

5.3 Double Ring Infiltration Tests

Four (4) Double Ring Infiltration Tests (DRIT) were performed along the alignment to determine the infiltration characteristics of the near-surface soils. A Double Ring Infiltration Test (DRIT) is performed by advancing two rings into the ground to a test depth of approximately 6 inches. The inner ring is approximately 12 inches in diameter. The outer ring is approximately 3 feet in diameter. Water is allowed to flow freely into the outer ring, and a constant head level of 12 inches is established. Water is placed into the inner ring continuously, maintaining the same 12-inch head level, but the volume of water placed into the ring is measured and recorded in 15-minute intervals.

The test is continued over 4 hours. Following the completion of the test, the infiltration rate is established by determining the average volume of water that flows through the cross-sectional area of the inner ring per a given time increment. The rate is reported in a unit length per time increment.

The test locations and results are included in the Appendix.

6.0 ENGINEERING EVALUATIONS AND RECOMMENDATIONS

6.1 General

In general, the existing shallow subsurface soils encountered in the borings are suitable for supporting the proposed roadway widening after proper subgrade preparation. Site preparation should consist of normal clearing and grubbing, removal, and replacement of plastic or organic soils followed by compaction of subgrade soils. The removal of organic and plastic soils when required should be accomplished in accordance with the FDOT Index 120-002 of Standard Plans for Road Construction. Backfill should consist of materials conforming to FDOT Index 120-001 of Standard Plans for Road Construction and compacted in accordance with Section 120-9 of the Standard Specification for Road and Bridge Construction, latest edition.

The following note should be included in the general notes for this project.

WEATHERED LIMESTONE/CAPROCK WAS ENCOUNTERED WITHIN THE SOIL BORINGS.

THIS MATERIAL IS ROCK AND IS LOCATED AT SHALLOW DEPTHS. EXCAVATION INTO

Roadway Geotechnical Report 5

Collier County, Florida

AND/OR THROUGH LIMESTONE/CAPROCK WILL BE DIFFICULT AND WILL REQUIRE

NONCONVENTIONAL CONSTRUCTION TECHNIQUES AND SPECIALIZED EQUIPMENT.

LIMESTONE/CAPROCK IS POROUS AND WILL BE DIFFICULT TO DEWATER.

6.2 Permanent Cut and Fill Slopes

We anticipate fill will be required for the proposed improvements. Assuming proper subgrade preparation and adequate fill materials are utilized, we recommend that all proposed permanent side slopes be constructed on 2.0 horizontal to 1.0 vertical (2H:1V) or flatter. To prevent minor sloughing at the surface, we recommend that the slopes be seeded, mulched, and maintained to enhance slope stability soon after completion.

6.3 Excavations

All excavations should be performed in accordance with FDOT Index 120-002 of Standard Plans for Road Construction, the latest Standard Specifications for Road and Bridge Construction, and accordance with OSHA Standards. We recommend that sides of temporary excavations be sloped to 2H:1V or flatter or supported by temporary shoring.

6.4 Groundwater Control

Depending upon groundwater levels at the time of construction, some form of dewatering may be required for drainage structures and utility excavations. We recommend that the Contractor determine the actual groundwater levels at the time of construction to determine potential groundwater impacts on construction procedures.

6.5 On-Site Soil Suitability

The soil suitability of each stratum was determined based on the current FDOT Standard Plans Indices 120-001 and 120-002.

Stratum 2 is select (A-3) soil and is suitable for use in the subgrade and embankment.

Stratum 3 is select A-2-4 soil and is also suitable for use in the subgrade and embankment.

However, this material is likely to retain excess moisture and may be difficult to dry and compact.

It should be used in the embankment above the water level, existing at the time of construction. If placed below the existing water level, it must be nonplastic and contain less than 15% passing the No. 200 US Standard Sieve. If plastic, then this material should be removed in accordance with Standard Plans Index 120-002.

Stratum 4 is weathered limestone/caprock. This material is rock and is located at shallow depths.

Excavation into and/or through limestone/caprock will be difficult and will require non-conventional construction techniques and specialized equipment. Limestone/caprock is porous and will be difficult to dewater.

Roadway Geotechnical Report 6

Collier County, Florida

Stratum 5 is organic (A-8) and should be removed in accordance with Standard Index 120-002.

Stratum 6 consists of topsoil (A-8) and should be stripped from the proposed widening and pavement areas in accordance with Standard Specifications Section 110-Clearing and Grubbing.

6.6 Limerock Bearing Ratio

A total of thirteen (13) bulk soil samples were tested for LBR. The recommended design LBR, for the in-situ soils, is 30 psi based on the 90% method.

6.7 Environmental Classification

Environmental classification tests were performed on soil samples obtained from the drainage structure borings along the project alignment. Based on these results, the environmental classification for sub-structures is moderately aggressive for steel and slightly aggressive for concrete. The test results are presented in the Appendix.

6.8 Monitor Existing Structures

Vibration-producing construction activities such as pile driving, sheet pile installation, and extraction, drilled shaft casing installation, and extraction, drilled shaft excavations, and compaction with vibratory rollers can cause vibration and vibration-induced settlement and damage to the adjacent structures. Hence, inspection and vibration and settlement monitoring of existing structures will be required in accordance with Standard Specifications Section 108.

7.0 REPORT LIMITATIONS

Our geotechnical engineering evaluation of the site and subsurface conditions concerning the planned roadway improvements and our recommendations for site preparation and foundation construction is based upon the following: (1) site observations, (2) the field exploratory test data obtained during the geotechnical study, and (3) our understanding of the project information and anticipated final grades as presented in this report.

If the final grades vary considerably from those stated, or when final cross-sectional data becomes available, please contact our offices so that we can review our recommendations. Furthermore, upon the discovery of any site or subsurface conditions during construction, which appears to deviate from the data obtained during this Geotechnical exploration, please contact us immediately so that we may visit the site, observe the differing conditions, and evaluate the new information with regards to our evaluation and recommendations contained herein.

The recommendations presented previously represent design and construction techniques that we feel are both applicable and feasible for the planned construction. We recommend, however, that we be provided the opportunity to review the final plans to evaluate whether our recommendations have been properly interpreted and implemented.

Map Unit Descriptions The map units delineated on the detailed soil maps in a soil survey represent the soils or miscellaneous areas in the survey area. The map unit descriptions, along with the maps, can be used to determine the composition and properties of a unit.

A map unit delineation on a soil map represents an area dominated by one or more major kinds of soil or miscellaneous areas. A map unit is identified and named according to the taxonomic classification of the dominant soils. Within a taxonomic class there are precisely defined limits for the properties of the soils.
