About this file

This is a Utilities Clear certification document from Collier County, Florida, regarding the 16th Street NE Bridge Project (LAP), FM #451283-1-58-01. The project involves constructing a new bridge over the Golden Canal and widening approximately 3.3 miles of roadway from Golden Gate Boulevard to Randall Boulevard. The proposed improvements include a 147-foot bridge with two 12-foot travel lanes, a 6-foot shoulder on the west side, and a 12-foot shoulder on the east side. The roadway widening will provide 11-foot travel lanes with 6-foot shoulders and a 6-foot sidewalk on the west side. The project also includes minor drainage modifications to existing roadside swales and installation of new concrete driveways. Sealed bids are due November 20, 2025, at 3:00 p.m. local time, with a non-mandatory pre-bid meeting scheduled for October 21, 2025, at 10:00 a.m. in Naples, Florida. Prospective bidders must register on the county's procurement portal to obtain complete project documents and must be pre-qualified by the Florida Department of Transportation in specific work classes including minor bridges, pavement marking, roadway signing, traffic signals, and sidewalk work.

The project budget is approximately $26,361,418, funded primarily through federal highway administration grants under the Local Agency Program (LAP). Contractors must submit a 5% bid bond with their proposal and comply with federal regulations including Davis-Bacon wage requirements, Buy America provisions, and equal employment opportunity standards. The project includes a significant disadvantaged business enterprise (DBE) goal of 10.54%. Substantial completion is required within 520 consecutive calendar days, with final completion within 30 calendar days after punch list delivery. Liquidated damages are assessed at $7,442 per calendar day for failure to achieve substantial completion. The certification, dated April 9, 2024, confirms that all utility work has been completed or necessary arrangements made for coordination with the physical construction schedule. Environmental compliance requirements include mitigation for 2.35 acres of wetland impacts through credits from the Panther Island Mitigation Bank Expansion and protections for endangered species including the Florida black bear, gopher tortoise, and eastern indigo snake.

FROM: Dennis F. McCoy, Project Manager III

SUBJECT: Utilities Clear Agency: Collier County FM #: 451283-1-58-01, 16th Street NE Bridge

PROJECT DESCRIPTION: The proposed roadway improvements for this project consist of adding a new bridge and providing additional lane width and shoulders by widening to the west of the existing roadway. The widening will provide 11- foot travel lanes with 6-foot shoulders (4-foot paved plus 2-foot unpaved) along the entire length of the project. A 6-foot sidewalk will be constructed to the west of the roadway. The typical section of the proposed bridge consists of two 12-foot travel lanes, a 6-foot shoulder and a 6-foot sidewalk on the west side and a 12-foot shoulder on the east side of the bridge. The proposed bridge width and length are 50 feet, 5.0 inches, and 147 feet 0.5 inches. The improvements will include minor drainage modifications to existing roadside swales and the installation of new concrete driveways up to the existing right-of-way.

This is to certify that all utility work has been completed or necessary arrangements made to undertake and complete this project as required for proper coordination with the physical construction schedule.
