About this file
This is a railroad clearance certification issued by Collier County, Florida, for the 16th Street NE Bridge Project (LAP), confirming that the referenced project does not involve railroad infrastructure within its limits. The project encompasses roadway improvements including construction of a new 147-foot bridge over the Golden Gate Main Canal with a width of 50 feet, 5 inches, widening of approximately 3.3 miles of roadway from Golden Gate Boulevard to Randall Boulevard, and installation of transportation infrastructure enhancements. Proposed improvements consist of 11-foot travel lanes with 6-foot shoulders and a 6-foot sidewalk on the west side of the roadway. The bridge will contain two 12-foot travel lanes, a 6-foot shoulder, a 6-foot sidewalk on the west side, and a 12-foot shoulder on the east side. Associated work includes minor drainage modifications to existing roadside swales and installation of new concrete driveways. The sealed bid (No. 24-8265) was received electronically with a deadline of November 20, 2025, at 3:00 p.m. local time, and a non-mandatory pre-bid meeting was scheduled for October 21, 2025, at 10:00 a.m. in Naples, Florida. The project has a substantial completion timeline of 520 consecutive calendar days with final completion required within 30 calendar days after punch list delivery.
The total project budget is approximately $26,361,418 and is primarily funded through federal highway administration grants under the Local Agency Program (LAP). Prospective bidders must be pre-qualified by the Florida Department of Transportation in work classes including minor bridges, pavement marking, roadway signing, traffic signals, and sidewalk work. A 5% bid bond is required with all proposals, and the project includes a disadvantaged business enterprise (DBE) goal of 10.54%. Contractors must comply with federal regulations including Davis-Bacon wage requirements, Buy America provisions, and equal employment opportunity standards. Liquidated damages are assessed at $7,442 per calendar day for failure to achieve substantial completion. The project requires extensive environmental compliance, including mitigation for 2.35 acres of wetland impacts through the Panther Island Mitigation Bank Expansion, and strict adherence to protections for endangered species including the Florida black bear, gopher tortoise, and eastern indigo snake.

PROJECT DESCRIPTION: The proposed roadway improvements for this project consist of adding a new bridge and providing additional lane width and shoulders by widening to the west of the existing roadway. A 6-foot sidewalk will be constructed to the west of the roadway. The typical section of the proposed bridge consists of two 12-foot travel lanes, a 6-foot shoulder and a 6-foot sidewalk on the west side and a 12-foot shoulder on the east side of the bridge. The proposed bridge width and length are 50 feet, 5.0 inches, and 147 feet 0.5 inches. The improvements will include minor drainage modifications to existing roadside swales and the installation of new concrete driveways up to the existing right-of-way.
