About this file
This is a Railroad Certification document issued by Collier County, Florida, dated April 9, 2024, certifying that the 16th Street NE Bridge Project (FDOT LAP Design Project FM #451283-1-58-01) has no railroad involvement within the project limits and is therefore classified as "railroad CLEAR." The project involves constructing a new bridge over the Golden Gate Main Canal and widening approximately 3.3 miles of roadway from Golden Gate Boulevard to Randall Boulevard in Collier County, Florida. The proposed roadway improvements include adding a new bridge with dimensions of 50 feet 5.0 inches in width and 147 feet 0.5 inches in length, providing 11-foot travel lanes with 6-foot shoulders and a 6-foot sidewalk on the west side, with a 12-foot shoulder on the east side of the bridge. Additional project components include minor drainage modifications to existing roadside swales and installation of new concrete driveways up to the existing right-of-way. Sealed bids for Bid No. 24-8265 are due by November 20, 2025, at 3:00 p.m. local time, with a non-mandatory pre-bid meeting scheduled for October 21, 2025, at 10:00 a.m. in Naples, Florida. Prospective bidders must be pre-qualified by the Florida Department of Transportation and register on the county's procurement portal to obtain complete project documents.
The project has an approximate total budget of $26,361,418 and is primarily funded through federal highway administration grants under the Local Agency Program (LAP). Bidders must submit a 5% bid bond with their proposal and meet a disadvantaged business enterprise (DBE) goal of 10.54%. Contractors must comply with federal regulations including Davis-Bacon wage requirements, Buy America provisions, and equal employment opportunity standards. The contract requires substantial completion within 520 consecutive calendar days and final completion within 30 calendar days after punch list delivery, with liquidated damages set at $7,442 per calendar day for failure to achieve substantial completion. The project requires environmental compliance, including mitigation for 2.35 acres of wetland impacts through credits from the Panther Island Mitigation Bank Expansion, and contractors must adhere to strict environmental, health, and safety requirements to protect endangered species including the Florida black bear, gopher tortoise, and eastern indigo snake.

PROJECT DESCRIPTION: The proposed roadway improvements for this project consist of adding a new bridge and providing additional lane width and shoulders by widening to the west of the existing roadway. A 6-foot sidewalk will be constructed to the west of the roadway. The typical section of the proposed bridge consists of two 12-foot travel lanes, a 6-foot shoulder and a 6-foot sidewalk on the west side and a 12-foot shoulder on the east side of the bridge. The proposed bridge width and length are 50 feet, 5.0 inches, and 147 feet 0.5 inches. The improvements will include minor drainage modifications to existing roadside swales and the installation of new concrete driveways up to the existing right-of-way.
