SF 1009 - FAR 13.106-1(b) SOLE SOURCE JUSTIFICATION FOR

ACQUISITIONS AT OR BELOW THE SIMPLIFIED ACQUISITION THRESHOLD

1. Identification of the requesting activity and contracting activity.

The Bureau of Fiscal Service Procurement on behalf of Treasury Inspector General for Tax Administration (TIGTA) has a new requirement for a VSC 9000 Video Spectral Comparator.

2.a A description of the supplies or services required to meet the agency’s needs.

The purpose of this sole source justification is to obtain approval to award a Firm Fixed Price purchase order to Foster & Freeman, for the purchase of a VSC 9000 Video Spectral Comparator. This equipment is needed by the close of Fiscal Year 2025.

The VSC®9000 Video Spectral Comparator, or “VSC®”, is manufactured by and only available from Foster & Freeman. The VSC 9000 is a new product that uses specialized lighting to detect fraudulent documents. The Forensic Science Laboratory (FSL) has recently seen a large influx of both fraudulent and genuine U.S. Treasury Checks increasing the workload of the Questioned Documents section and the need to verify authenticity (or lack thereof) of every piece of evidence that comes through the laboratory. The addition of the VSC® 9000 will allow questioned document examiners to complete cases more efficiently and help assure cases are completed within the 30-day turnaround time. The VSC® 9000 is an updated model as compared to our current units, the VSC® 6000 and VSC®8000. The VSC® 9000 has improved optics and its new motorized stage allows precise positioning of documents for examination. The VSC® instrument is the standard employed by forensic labs to examine documents throughout the U.S.

An intent to Sole Source was posted on SAM.gov on 9/2/2025, closed on 9/8/2025 with no responses received. Foster and Freeman provided a memo on 9/3/2025 confirming they are a sole source provider with no resellers.
