About this file
This document is a SF 1009 Sole Source Justification form for the Department of the Treasury's Bureau of Engraving and Printing (BEP). The Bureau requires three Crumple testers from IGT Testing Systems, Inc. (a small business) for its Quality Operations laboratories in Washington, DC and Western Currency Facilities. Specifically, the procurement involves one replacement device and two new devices for Features Quality testing and Durability Lab testing of security features and banknotes.
The justification highlights that IGT Testing Systems is the sole manufacturer and distributor of the NBS Crumpling device, with no other manufacturers identified that can produce an equivalent testing system. The devices are fully compliant with National Bureau of Standards and ISO specifications for mechanical durability testing. Key rationales for sole sourcing include existing lab infrastructure, trained employees, established testing procedures, compatibility with current equipment, and the potential disruption and additional costs associated with introducing an alternative vendor's product. A Notice of Intent was posted on SAM.gov on 31 July 2025 with a response closing date of 8 August 2025, and no industry responses were received.

posted on SAM.gov 31 July 2025 with a response closing date of 8 August 2025. No response received from industry
The BEP currently uses an IGT Testing Systems Crumpling Device one at both WCF and DCF laboratories. The features quality testing laboratory is a new lab. DCF and WCF durability labs and feature quality testing laboratory implemented methods to evaluate durability of banknotes and security features. It is being prepared to test exclusively security features due to the increase requests for the harvesting and durability evaluation of security features.
The IGT manufacturer of the Crumpler Devices currently being used in the labs recommended specific measurements and weights that are most beneficial for our application based on an external laboratory’s review of the device dimensions and mechanical requirements provided by the vendor.
Treasury Standard Form – 1009 (Rev 10/18)

The IGT NBS crumbling device supports the government's need for continuing operations to support the increase in testing of security features. This will cause delays to project schedules for catalyst family of denominations and other projects.
The Durability labs already possess consumables for the IGT Crumpling Tester Device such as, the cutting template, cutting pad, safety cutter. IGT offers consist crumpling motion, frequency and load using the weights already obtained by the lab and can be re-used.
The proposed Crumpler Device will be more efficient to use per BEP standard testing procedures already developed by the laboratories for testing currency notes. The IGT Crumpling Device is fully compliant with (NBS) National Bureau of Standards and ISO specifications relevant to banknote testing for example, ISO 21974 and ISO 187 mechanical durability test standards. This ensures consistency for valid test results and regulatory reporting. Delay in fulfilling this requirement would adversely affect the BEP's ability to meet its quality assurance and compliance testing deadlines.
5. Any other important information.
IGT Testing systems is the sole manufacturer and distributor for the NBS Crumpling device. No other manufacturers were identified that produce the required NPS crumpling device tester with equivalent specifications and measurements that are needed for use of the weights and consumables. Attempting to procure an alternate testing system would result in redundant equipment cost, lead to delays resulting in operational slowdown to meet testing schedules.
The NBS Crumpling device tester uniquely manufactured and distributed by IGT testing solutions. The devices are only commercially available model known to meet the agency technical specifications and compliance standards for simulating mechanical stress on banknote materials due to the proprietary nature of the equipment and the need for compatibility with existing quality assurance infrastructure this is the one responsible source that will satisfy the BEP requirements.
The IGT Crumpling Testing Devices are currently being used in the BEP’s Quality Laboratories, and the repeatability and methodology procedures were developed in the labs.
The NBS crumbling device tester has been validated for performance and accuracy under existing standards. Introducing a different vendor product require additional government resources to certify that the new equipment insurance compliance this involves labor time and potential testing disruption. Employees are already trained on IGT testing system switching to in different product would require training and revisions to operating procedures and potential updates to existing system which could result in additional costs.
