About this file

This is a Price Proposal Form for a U.S. Coast Guard project at Base Seattle, Washington, involving a Comprehensive Environmental Response Compensation and Liability Act (CERCLA) cleanup and waterfront recapitalization (Project #20312361). The pricing document includes multiple base items with detailed unit pricing for various construction and environmental remediation activities, such as demolition of Building 3 and Pier 36B, pier utilities and mooring upgrades, small boat floating dock replacement, dredging, and sediment disposal.

The proposal breaks down costs into Base Item #1 for construction activities and Base Item #2 with multiple sub-items (2A-2G) for dredging and environmental treatment, including granular activated carbon treatment, engineered powdered activated carbon treatment, in-situ treatment cover material, residuals management, armor stone, and filter stone. The document emphasizes that betterments will not be accepted and all innovation must be included in the total price. This project is specifically designated for National Multiple Award Construction Contract III (NMACC III) Pool 1 awardees and supports the homeporting of new U.S. Coast Guard Polar Security Cutters.
