About this file
This document is an Amendment to Solicitation (Standard Form 30) for the National Multiple Award Construction Contract III (NMACC III) Pool One project at USCG Base Seattle. The amendment provides answers to two Pre-Proposal Inquiries (PPIs) related to vessel circulation routes and pile driving requirements.
PPI #229 clarifies that three icebreakers are currently assigned to USCG Base Seattle, with no specific berthing requirements due to two additional berths at Terminal 46. PPI #230 addresses pile driving specifications, indicating that a bubble curtain must be used for impact pile driving of 36-inch steel pipe piles, with daily driving blows limited by thresholds outlined in the Biological Assessment. The amendment maintains flexibility for the contractor regarding vessel movements and provides technical guidance on environmental mitigation during construction activities.

THE FOLLOWING QUESTIONS WERE RECEIVED IN RESPONSE TO THE
SOLICITATION:
PPI # 229: Specification 01 14 00 Work Restrictions reference "waterborne vessel circulation routes." Please provide vessel circulation routes for the larger Cutters and Ice Breakers. What are the berthing requirements for these vessels during the dredging and pier modification work?
What restriction does the contractor have to not impact the larger waterborne vessels?
Answer: There currently are three icebreakers assigned to USCG Base Seattle. There are no specific berthing requirements at this time because of the two additional berths at the temporary berthing / Terminal 46 lease from the Port of Seattle. The larger cutters and ice breakers have a long lead time as to when they arrive and depart USCG Base Seattle. The contractor will be made aware of this advance planning and can plan accordingly. There are no known restrictions on the contractor caused by these cutters. The government reserves the right to change this answer in the future due to operational requirements and/or unforeseen changes to the Terminal 46 lease with the Port of Seattle.
PPI # 230: Section 31 62 16.13 Paragraph 2.2.1.2 Vibratory hammers states "The use of vibratory hammers is dependent upon satisfactory driving and pile dynamic testing. Final Approval of the proposed hammer and other driving equipment is subject to the satisfactory completion and approval of the piles tests." The technical specification indicates that impact driving is required but the BA states that vibratory driving is recommended (and preferred) for pile installation. Please confirm that bidders can assume a vibratory hammer will be allowed for initial installation of both test and production piles.
Answer: Bubble curtain to be used with all impact pile driving and proofing of 36-inch steel pipe piles, and when daily blows for other piles exceed the thresholds for blows/day on Table 3 of the Biological Assessment. Daily blows in Table 3 are based on expected production rate. See inserted Paragraph 3.11 to Spec 01 57 19 in this amendment for full detail.
